Provided the Government agency with consulting support for the DCPS school system. Interviewed SMEs and Stakeholders to get a better

understanding of client operations and gather business requirements. Conducted CNS applications review to document processes detailing which

Legacy applications were suitable for in-house conversions and/or pre-packaged solutions. This process consisted of reviewing hundreds of CICS

and Batch COBOL programs and providing extensive Data Mapping and conversion protocols for migrations onto the Windows distributive

platforms. Also, produced the Business and Functional requirements for converting/integrating certain home grown applications onto PeopleSoft

modules. Played a major role in Scope Planning, Definitions, Cost Estimations and setting up several RFPs. Also responsible for consultant

evaluation, outlining the deliverables with time schedules, and setting up the end user testing procedures for Quality Assurance.

Port Authority of NY & NJ Business Systems Analyst / Project Manager Feb 2009 - Jan 2010

Responsible for analysis, detailed requirements and recommendations for several of the Authority's major applications. These systems included

the Integrated Tolls Revenue Control System, Employee Scheduling Program, Contractor Insurance Tracking System, Customer Relations Help

Desk System. Interrogated the front -ends, which were comprised of Powerbuilder, FoxPro and Clipper while examining the accompanying

databases for the subsequent Enterprise conversions/integrations or new development onto the .Net platform. Managed a team of consultants

to provide several deliverable based detailed specification and recommendation documents. Produced conversion documents, Dataflows, Data

Definitions and ERDs. Created migration plan with deadlines, staffing requirements, skill sets and cost definitions. Large segments of each

individual application’s functionality were incorporated onto the PeopleSoft and SAP suites.

NYC Health and Hospital Corporation Project Manager / Sr. Programmer Analyst Oct 2003 - Feb 2009

Central Brooklyn Health Network - Kings County Medical Center and the Dr. Susan Smith McKinney Nursing & Rehabilitation Centers:

Provided a vast array of technical solutions and methodologies for the Network. Business Analyst for several departments encompassing

requirements gathering, development, technical documentation, managing, testing, user manuals, training, and monitoring security at user and

system levels. Set up the Desktop support group. This included staffing and tracking software. Heavy interaction with the user community,

department heads and technical managers. Developed and converted applications for the following areas: (Inventory, Medical Board, House

Staff, Employee Health Services, Managed Care, Outpatient, Ambulatory Care, Infection Control, Behavior Health and Human Resources). All

of these applications were implemented utilizing .Net front-end technology (ASP.net, C## and VB.Net ) with SQL databases.

NYC Family Court Sr. Programmer Analyst / Project Manager May 2001 – Sept 2003

Forensic Clinical Case Management Computerization Project. Performed complete development and conversion for this application. This

included overall business planning, recommendation document, budget management, implementation schedules, hardware and software,

acquisition, cabling, internet set up, and training. The application was developed in .NET platform with VB.NET, C#, and ASP.NET as front-

end and MS SQL as back-end. The application tracks and monitors individual child/parent cases throughout the five boroughs.

NYC Metropolitan Transportation Authority Project Manager / Sr. Programmer Analyst July 1999 – Mar 2001

Provided the Project Management and technical support for converting an ADP out-of-house application into an in-house GEAC payroll

Package. Utilized experience of technology and the cost of running this application on a new platform as the basis for this decision. Defined

the conversion deliverables and pay schedules. In addition to managing the project, performed a cost-analysis statement of savings attached

with the project over a 10 year period.

NYU / Mt. Sinai Medical Centers Business Analyst / Sr. Programmer Analyst Sept 1997 –June 1999

Managed team that supported a variety of applications for both NYU and Mt Sinai Medical Centers. Played a major role in the managing of

financial systems during the NYU/MT. Sinai mergers. Supported the home grown Accounting system (UFRS) and played a major role in the

PeopleSoft conversion. Set up data transfer, verification process for passing data between Medical Centers and parallel testing. Analyzed and

made changes to several of the in-house programs in addition to modifying several systems.

Republic National Bank – HSBC Project Manager / Sr. Programmer Analyst Feb 1995 – Sept 1997

Provided support to DBS Payroll/ Personnel and Flex Benefits System from Windows based environment. Setup FTP protocols for the upload

and download of mainframe data to be used with Microsoft Office. Installed and configured various applications onto the network servers and

individual work stations. Developed the CICS Employee Gift Stock Option System. Added Crossland Savings Bank onto Republic's Payroll

system due to acquisition. Project Manager responsible for the conversion of in house Human Resource, Accounting and Payroll applications

onto a 3rd party Vendor system for outsourcing ( CYBORG). Also installed third party software for individual users to access the Oracle

Database.

11/92-02/95 Smith Barney Shearson - Position: Senior Programmer Analyst

Technical Team Leader for the Human Resource and Payroll systems. Provided support to the MSA/DBA payroll system. Duties consisted of

setting up monitoring bi-weekly, semi-monthly and monthly payroll jobs. Installed information Expert an on-line check calc. Incorporated

Smith Barney's employees (15,000) onto Shearson Lehmans(30,000) Payroll system and removed Lehman Bros due to the Smith Barneys

/Shearson conversion. Made several in-house changes to programs, procs and JCL due to MSA / INTEGRAL conversion. Also made

modifications to Smith Barney data using RDBMS DB2 files. Transferred payroll files (tape and dasd) from Smith Barney to Shearson

system(NDM). Developed CICS system to record employee sick, vacation and overtime information. Constructed the following Clist

Subsystems (Bonds, Direct Deposit, Check Reversals and Account Master G/L interface).

12/89-11/92 Beth Israel Medical Center - Position: Senior Programmer Analyst

Project Leader for the install and conversion to the Genesys Personnel System. Wrote CICS programs for the Provider Credentialing system,

which keeps track of Doctor History, Specialization Associations. This system was packaged and distributed to other affiliated medical centers.

Capture employee sick and vacation hours. Replaced card reader with online keypunch system. Customized MSA s' G/L and A/P modules for the

Accounting Department. Also Developed Panels for operations to submit and restart payroll cycle jobs.

12/87-12/89 New York University Medical Center - Position: Programmer Analyst

Responsible for writing CICS programs as a major enhancement to the Universal Fund Raising System. Supported and performed analysis/

maintenance of system. Also coded batch programs for the payroll area. Created Programs to Purge (archive) historical for current payroll and

general ledger master file.

9/85-12/87 NYC Board of Education - Position: Programmer Analyst

Responsibilities consisted of modifying, updating and writing production based programs for batch an on-line systems. Assisted in the

development of the Contract Aid System & Revenue Budget Unit in making decisions for students requiring special education facilities. In

non-public schools. Also coded, modified, and made enhancements to perform statistical calculations and budget analysis, including complex

reports reflecting potential union contract changes and other economic factors. Responsible for on-line presentations and documentation.
