Mr. Cordova has a broad range of local, statewide, and national experience
with Nonprofits, Private Businesses, Academic Institutions and Government
Agencies. His former experience includes CEO of the Aspen Economics and
Analytics, Utility Economist of the New Mexico Public Regulation
Commission, New Mexico House of Representatives Business and Industry
Committee Lead Analyst and Director of Economic Development for the Eight
Northern Indian Pueblos Council, Inc. Under his leadership, Cordova has
developed numerous programs such as the ENIPC Regional Development
Corporation in collaboration with the Los Alamos National Labs and the
Espa ola Public Schools National Reading First Program. His membership and

Prior to the founding of Aspen Economics & Analytics, David was the Utility
Economist for the New Mexico Public Regulation Commission and additionally
served the New Mexico House of Representatives as the lead analyst for the
Business and Industry Committee. He received his Bachelor of Arts degree in
Economics with minor in Business Management from the University of New
Mexico, in Albuquerque, New Mexico.

PROFESSIONAL EXPERIENCE
President and Chief Economist
Aspen Economics & Analytics
March 2006-present
Founder of a consulting firm that provided economic consulting ranging from
firm-specific forecasting to workforce development following macroeconomic
models that served as the central point of forecasting national indicators,
regional indicators, and firm-specific variables. Aspen also provided
commentary on economic and financial trends as well as regional and
industry analysis. On the economic development side, Mr. Cordova work with
counties and regions, Nonprofits, Private Business and Federal Agencies to
provide insight into industry, workforce, and education trends. David has
also established assistance to startup businesses clients. Mr. Cordova has
also completed several marketing and business strategies and additionally
lead training and business seminars. Clients and successful funding
include a $1.3 million dollar New Mexico Reading First Proposal for the
Espa ola Public Schools, $360 Thousand in Forestry Management Program for
El Greco Restoration, $2.4 million dollar Eight Northern Arts and Crafts
Facility and numerous other projects. Strength, Weakness, Opportunities
and Threat assessments were completed for La Montana de Truchas Wood
Products, La Jicarita Enterprise Community, The Espa ola Public Schools,
The Los Alamos National Labs and the City of Santa Fe. Having an intimate
awareness of the particular program or entity was critical in the
successful completion of all the projects. Charts and tables for analysis
and presentations were completed as part of the studies.

2006 - Present
Aspen Forest a branch off the Aspen Economics and Analytics completed a
three-year, $360k grant from the Collaborative Forest Restoration Program
of the USDA that sought to encourage and support critical forest
restoration work in innovative and collaborative ways. The program
developed specific structures and mechanisms to encourage diverse
participation and facilitate grant implementation and reporting.
Mr. Cordova, Principal through Aspen Forest, provided leadership and
direction with the economic development, grant writing, marketing, grant-
oversight and completion.
NM House of Representatives Business and Industry Lead Analyst
2006 - 2012 Legislative Sessions
Mr. Cordova provided research and analysis to the New Mexico House Business
and Industry Committee resulting in legislative changes through bill
development and amendment. Research was conducted on legislative issues
that formulated pragmatic policy recommendations to the House of
Representatives based on extensive bill evaluation and analysis. Key
legislative policy issues and designed specific research analysis were
identified that informed decision-makers on the viable and relevant issues
pertaining to a particular bill or change in law. Mr. Cordova developed
and managed partnerships with stakeholders in the particular legislative
areas such as members of the House Representatives, project staff,
Governor's office, Governor's Cabinet, local, state bill sponsors and
experts and the public-at-large.

which included Felon (Warner Brothers), Not Forgotten and Toy Soldier

Utility Economist, Economic Division
New Mexico Public Regulation Commission Santa Fe, NM
2005 - 2006
Mr. Cordova served as the Utility Economist to the PRC in the regulation of
electric, natural gas, renewable energy sources, telecommunications and
water and wastewater systems. Representation of the public interest was the
primary goal in utility matters before the commission with the presentation
of testimony, evidence and cross-examination of witnesses. To adequately
represent the public interest, Mr. Cordova would present to the commission
his beliefs on how the commission should fulfill its responsibility to
balance the public interest, consumer interest and investor interest while
performing the function of the Public Regulation Commission. Extensive
communication and collaboration was done with commissioners, hearing
examiner assigned to a utility case, public interest, interested groups and
viable parties.
Management Analyst for the Disadvantaged Business Enterprise program
New Mexico Department of Transportation, Santa Fe, NM,
2001-2004
The purpose Mr. Cordova served as DBE Management Analyst was to implement
the provisions of 49 CFR Part 26, other pertinent regulations, and source
legislation. Ensure nondiscrimination in the award and administration of
United States Department of Transportation (USDOT) assisted contracts in
the highway, transit, and airport financial assistance programs. Creation
of a level playing field on which DBE"s can compete fairly for USDOT-
assisted contracts. Ensure that US Dot's DBE program is narrowly tailored
in accordance with applicable law. Ensure that only firms that fully meet
the eligibility standards are permitted to participate as DBE's. Help
remove barriers to the participation of DBE's in USDOT-assisted contracts.
Assist the development of firms that can compete successfully in the
marketplace outside the DBE program. Provide appropriate flexibility to
recipients of Federal financial assistance in establishing and providing
opportunities for DBE's and to comply with the New Mexico Procurement Code.
The long-range objective was to establish a level playing field for DBE
contractors to compete for federally assisted highway construction projects
as prime contractors, subcontractors, design consultants, and other
consultants.

ENIPC Espa ola, NM,
1997-2001
As Director Planning and Economic Development, Mr. Cordova worked with
several northern New Mexico Tribal economic matters in Northern New Mexico.
Mr. Cordova provided all aspects of planning and economic development on
the local, state and national level. Mr. Cordova managed an operating
budget of over $2.4 million dollars and staff of over twenty-six employees.
Mr. Cordova has also provided congressional and state testimony. This
position also provided accounting, taxation regulation and business
assessment.
