Achievements Summary

1.Provided the required leadership to have managed all activities to identify and documented two hundred & thirty four (234) business processes for all functions within the Liberia Revenue Authority (LRA) and developed and put into effect the appropriate Standard Operating Procedures (SOPs) for a total of two hundred (200) business processes such as Bank payment process through SIGTAS/TAS and ASYCUDA of the LRA

2.Supervise all activities for re-engineering over twenty (20) business processes for both Customs and Domestics taxes payment processes to a modern automated payment systems. Re-designed the taxes payment processes of LRA to enable payments through direct bank transfer and mobile money payment using the Central and commercial banking platforms in Liberia.

3.Provided the Direction for development of training materials and facilitated the conduct of training for staff on the usage and implementation of a total of hundred (100) SOPs.

4.Coordinated all activities and processes for the preparation and development of FY2014/2015 annual business plan covering all the five (5) Departments and ten (10) Divisions of the Liberia Revenue Authority (LRA). Prepared the operation performance tracking template and generated quarterly and annual monitoring and evaluation (M&E) reports for FY2015/2016, FY2016/2017. The M&E reports highlighted key achievements and shortcoming of each operating unit to inform decision making process of the Senior Management of the LRA.

5.Assisted in the processes towards to the development of the five (5) years (2015 -2020) Corporate Strategic Plan of the Liberia Revenue Authority (LRA).

6.Provided the required leadership for all activities and processes to develop a monitoring and evaluation framework and used same to have generated performance monitoring and evaluation reports of the LRA.

7.Supervised the process of monitoring the implementation of recommendations on revenue mobilization strategies and technical advises for the LRA from international donor partners such as the International Monetary Fund (IMF), World Bank, International Finance Corporation (IFC) etc.

1.Managed the day-to-day affairs of the Division through effective planning & directing and exercising adequate control and supervision, coordination and delegation and as well as motivating staff to ensure timely achievement of the overall goals of the Bureau of Internal Revenue(BIR).

2.Supervised all activities towards generating the domestic revenue trend analysis and forecast for FY2012/2013 and FY2013/2014.

3.Supervised the process of developing and putting into effect five (5) Standard Operating Procedures (SOP) for Taxpayers audit, Enforcement, Registration, Tax Return payment processing & Services, Real Estate Tax Division and SOP for transfer delinquent Taxpayers from Department of Revenue, Ministry of Finance to Ministry of Justice for court prosecution.

4.Coordinated the preparation of Bureau of Internal Revenue’s annual business plan for FY2012/2013 and FY2013/2014, monitored and evaluated the performance thereof and made recommendations for system improvement.

7.Supervised and coordinated the implementation of the IMF co-sponsor BIR tax-roll clean-up project. Key achievements of the project were the proper segmentation of 501 entities as large taxpayers, 1,774 entities as medium taxpayers and 15,253 entities & individuals as small taxpayers. A Standard Operating Procedure was developed and put in effect for taxpayer registration which required all applicable tax accounts for all taxpayers to be opened in SIGTAS at the point of registration as a way enforcing tax compliance.
