Medecins Sans Frontierers – Doctors without Borders Netherlends (Hospital Sector) Position: Project Human Resource, Admin & Finance Manager – Tonkolili project, Sierra Leone – 350+ staff cadre

From: 26th of June 2018 to 28th March 2019 (09 month mission), continuing in MSF upto date Nature of work:- (Magburaka & Mile 91 projects)

Update the project’s organizational chart and job descriptions by liaising with the Coordination Unit and advice Project Coordinator (PC) on same and set up.

Calculate the HR operational needs and the associated budget in close coordination with the PC and the HR Coordinator in order to efficiently ensure the required sizing and capabilities of the project and facilitate budget follow up.

Ensure hiring, carry out amendments and contract termination formalities for employees at project level, according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance.

Assist the PC, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the project activities.

Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of national employees of the project are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime, salary advance, etc.), in order to ensure on time and accurate salary payments.

Ensure indexation process of national staff salary grids in order to ensure internal equity, cost- of-living adjustments and the correct application of employment conditions in the project sites.

Support the project line managers in detecting training needs/capacity building

(local/International – visa assistance), in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to mission goals and collaborate with Coordination Unit in arranging same. 2

Supervise the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and compentency levels required

Support the line managers in implementing the internal communication policies in order to boost staff active participation and MSF commitment.

Applying the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and MSF (incentive payments for government affiliated volunteers of 200)

Looks for the best options to avoid and/or solve possible labour conflicts in the project by collaborating with departments and line manager.

Ensures all staff in the Project (National, International, Regional, visits, etc.) is properly briefed and/or inducted.

Responsible for all movements and/or accommodation of staff in the Project.

Support the project bases in grievance handling and participate in disciplinary issues and informing of same to coordination unit for records and for any disciplinary measure that needs to be taken.

Ensuring that all staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.

Ensure project finance activities are carried out in line with Operational Centre Amsterdam

(OCA) and mission finance policies & procedures, for example cash & safe management, advances management, authorizations (expenses and payments), payments (cash, bank & cheque), cash flow management, etc.

Assess and suggest mitigation measures of the financial risks of the project

Ensures that reliable internal control systems are in place, and financial ethics are respected within the project

Ensure proper and timely day-to-day bookkeeping takes place in the accounting software, per MSF OCA Chart of accounts

Ensure proper bookkeeping support documentation (hardcopy invoices/receipts, PO/PL/contract as applicable) is available for each bookkeeping entry

Ensure that daily and monthly bookkeeping closure takes place in line with the standard procedure, with due quality and on time using UniField software.

Organize good filing of bookkeeping and other relevant general administration files

Support Project Coordinator and the Finance Coordinator with budgeting and monthly budget control activities, in order to ensure that funds are used in line with last approved budgets

Ensures all HR, Administrative and Financial reporting of the Project (Homère Software, monthly closure, sitreps, etc.) is done according to standards and request of Coordination unit.

Ensure that MSF staff who have financial responsibilities are aware of and comply with local finance procedures, including those related to security.

In charge of Expat House and its administration, briefing of the procedures adhered in the project, monthly food pot calculation, monitoring of monthly per-diem of expat staff in the projects and payment of same.

Update Coordination Unit on expat movements, allowances, visa expiration, work permits etc.

Take part in the Organizing Committee in team building activities/events for boosting up morale, meetings on responsible beahior (harresment/abuse of power etc.)

Conducting team meetings on a weekly basis in highlighting deadlines and any other business.

Offer briefings to staff taking part in international training programmes at the project level and monitor updating personal files for same and in the HR software. 3
