Mr. Duncan provided significant leadership in the development of the first Regional Transportation Master Plan (7 counties) and engaged relevant political and professional stakeholders to provide input and ultimate agreement. He was involved in significant regional transportation corridor studies, including expansion and future replacement of the Howard Frankland Bridge and managed the development of the TOD Resource Initiative, which has been adopted by most local governments. He was intimately involved in the multi-tier governmental process of economic development and city/market growth incentives and the intersect of regional transportation planning and current and future growth and development.

Mr. Duncan served Pinellas County citizens as County Commissioner and provided significant political and professional leadership on public initiatives and issues impacting the economic development, job creation and quality of life of current and future of county residents. He provided leadership and collaboration amongst the many cities and stakeholders on significant issues such as public safety, homelessness, tourism development and transportation strategy and planning, recognizing its intersect and importance in future economic growth and development. As Board Chair, he directed the development and adoption of the more than $1.8 Billion operating budget to provide efficient county services to county residents.

Appointed by Governor JEB Bush in 1999, Mr. Duncan led the development of the long term strategic water policy plan which provides water management policy and planning for the 16-county region, comprised of more than 10,000 square acres, and serving a population of more than 5 million. And he assimilated local and regional stakeholders to adopt and implement the plan. The primary mission is to meet the current and future regional water needs, protecting water resources, managing environmentally-critical lands and local/regional flood risk management. He also provided significant leadership through the development of water conservation platforms, well management and economic development intersect coordination, the creation of ePermitting and multiple government and community outreach programs.

He developed the “template” to bring the NAIOP membership together with local public policy leaders, to collaborate on sustainable real estate development, economic development and job creation. As a Founding Fellow and Governor of the NAIOP Research Foundation, this “think tank” provides strategic academic research on contemporary industry issues, earning accolades throughout the development and academic industries.
