Senior Construction Manager, April 2019 – Present

ATCS, Herndon, VA

Deployed to the Metropolitan Washington Airport Authority (MWAA). Serves as an Owner representative to Manage, coordinate and execute contract packages under the direction and guidance of MWAA Project Managers (COTR).

• Secure National Hall, Ronald Reagan Airport. $200 Million+. The project is for the Redevelopment of the new security access for National Hall (Secure National Hall) to include all utilities modifications and relocation. The construction is being implemented with minimal impact on Airport operations. Extensive planning, coordination, review and phasing of design and construction are required. Gross area: 150,000 S.F. Structural steel framing.

• New North Concourse, Ronald Reagan Airport. $200 Million. Structural steel building, 14 gates and three levels with a connecting passenger walkthrough bridge and baggage claim at lower level. Gross Area:230,000 S.F

Program/Projects Delivery Manager (PDMG), October 2017- Dec.2018 FLUOR Corp. Contract Position

U.S Department of Homeland Security (DHS)/FEMA – Served as FEMA Representative and the primary contact for all Public Assistant (PA) Applicants. 1. Led meetings with governmental entities and Critical Infrastructure organization providing customer service and programmatic guidance throughout the grant process. 2. Developed construction scope of work and preliminary estimates within the regulatory guidelines.

Manager of Buildings and Infrastructure, January 2016 – July 2017 Bureau Veritas (BV) (Consultant). Served as an Owner’s Representative for the new construction on varies building projects, with rendered services range between ($1.5m - $25m). Services, included, Structural and MEP design review of drawings in conjunction with the design consultant, Engineering calculations, Technical specifications, Test reports, quality assurance and quality control services, Risk Management, HSE Management services, Technical consulting, inspection of conformity, site supervision/audits services and Maintenance management.

• French Embassy- Qatar. Project involved the construction of 25,000 S.F. concrete steel 3-story vertical building with all related engineering services and site development.

Qatar Petroleum (QP), Doha, Qatar- Served as an Owner’s Representative for Qatar Petroleum Civil and Infrastructure department, performing as Senior Construction Manager/Senior Civil Project Engineer, as Agent I have managed varies Engineering, Procurement, Installation and commissioning (EPIC) contracts. Prepared a detailed statement of Requirements (SORs) in conjunction with project end user for each project. Monitored project progress, full charge of project contract proposals, budget estimates, budget management, bid document development and review contractor selection, construction management, construction Quality Control, Health

& Safety (HSE). Served as project commissioning lead duties for all civil, electrical, mechanical, instrumentation, treated sewage effluent (TSE) network, and landscaping/irrigation work. Created snag lists for each discipline and issue certificates. Coordinated all required tests/audits through operational handover and monitor project warranty until final handover/project closeout. Site clearance, earthwork, roads, parking, utilities, soft and hard landscaping are also included in the contract.

• EPIC Contract for Qatar’s Ministry of Interior (MOI), integrated security facilities Design/Build of a $130M+, (636,802 sq. ft.) Governmental office Buildings. Responsibilities included due diligence investigations for site environmental, State of Qatar jurisdictional requirements; managed and coordinated all project aspects with Architects, Contractors, Specialty Consultants, coordinated with consultant for utilities access planning; utilized Microsoft Project for all schedule planning and tracking; reviewed cost estimating, budget development, review and approval of all design and construction invoices; pursued value engineering opportunities for Qatar petroleum.

• Waste Water Treatment Plant (MIC Industrial City- Qatar), Project involves Maintenance and Construction upgrade. ($100M+)

o Managed the integrated operation & piping construction upgrade of the recycled water network which achieved 100% recycled water reuse and improved the quality of recycled water distributed within MIC. o Management and commissioning of the plant construction upgrade. Project Manager/Estimator April 2006– April 2010.

Al Jaber Engineering (General Contractor) Doha, Qatar – Was in full charge of project acquisition, contract proposals, budget estimates, budget management, bid document development and review, contractor selection, construction management, construction Quality Control and final closeout documents for various corporate clients. Responsible for executing multi-disciplined projects from inception to completion and Developed successful and long-term partnering of preferred vendors and clients. Responsibilities included Program, Project and Quality Control Management for efforts with Governmental Municipalities. Sample Projects:

• Construction management and execution of Qatar’s largest Aluminum Factory - $309M contract; provided expert management following client’s late-project reprioritization of 6 nos. Rectifiers stations completion with new scope of work, accelerated schedule, and need for extra resources. Led construction of 12 no’s; 33 FT high fire-rated walls on continuous concrete pour at ~8,476 Cubic-Feet of high strength concrete. Design/Built Project; National Water Control Center (NWCC) for Qatar Electric and utility Company.($30M contract)

Construction of 2 no. 33 KVA substations for Qatar’s Electrical Municipality ($44M contract). Senior Project Engineer March 2001- Dec. 2005.

Daar Engineering, Milwaukee, WI. USA.(Consultant) – Served as an owner representative and filled the leadership role for Daar Engineering (consultant), managing team of 10 Engineers including Site Inspectors and Surveyors.

Led construction of state trunk highways, interstates, and local roads for the State of Wisconsin Department of Transportation (DOT). Presided over contractor schedules and performance. Prepared project documents, handled change orders, and conducted field inspections. Project Manager/ Estimator 1996 – 2001.

Directed day-to-day construction activities for this painting contractor liaising between all stakeholders, communicating project statuses, and progress toward short- and long-term goals.
