EMPLOYEE RELATIONS DIRECTOR, Leon County Sheriff’s Office

As the senior human resources professional for an agency with over 700 employees, my duties include but are not limited to the following:

• Provide overall direction to and management of human resources, procurement, payroll and administrative call center departments.

• Develop, formulate and track annual strategic initiatives including vision, mission, core values and goals.

• Responsible for the agency's overall compliance with state and federal regulations including, FMLA, USERRA, COBRA, HIPAA, ADA/ADAA, FLSA, EEO guidelines and Florida Statute 119.

• Responsible for employee relations including disciplinary action, compliance with the Career Services Act, consultations related to policies, programs, procedures and applicable laws and regulations and provide assistance to management regarding performance management.

• Responsible for all risk management functions and compliance including Workers' Compensation, high risk exposures and applicable OSHA reporting.

• Identify, develop and implement staff development needs including new employee orientation and new supervisor and/or leadership training.

• Review, formulate and implement pertinent agency policies and procedures.

• Review, validate, analyze and develop a competitive agency benefits and compensation system relevant to the current market and other comparable agencies.

• Manage the administration of a comprehensive employee benefits program including health insurance, life insurance, retirement (FRS), deferred compensation, leave accrual and usage, tuition assistance, education incentive and other ancillary benefits.

• Develop, implement and communicate the agency's Equal Opportunity Employment Plan and ensure a diverse and competitive recruitment program.

• Responsible for the supervision of the payroll process for the entire agency from submission of time sheets to the release of the direct deposit.

• Monitor, validate and ensure accurate submission of all payroll tax reports as well as year-end tax requirements.

• Develop and submit the personnel services budget for the agency annually including but not limited to position control, salaries and fringe costs.

• Responsible for the overall administration of position control as it relates to the adopted budget, recruitment/retention and HRIS data management.

STAFF DEVELOPMENT AND TRAINING DIRECTOR, Sunrise Community/UCP of Tallahassee

As the Staff Development and Training Director, my duties included but were not limited to the following:

• Management and supervision of a multi-disciplinary team including a Psychologist, Dietitian, Occupational Therapist, Physical Therapist and Speech Therapist.

• Development, design, implementation and documentation of agency and state required training for all employees.

• Design, implementation and coordination of new employee orientation.

• Overall coordination and compliance with the state of Florida Agency for Health Care Administration licensing and certification of four residential facilities for developmentally disabled residents.

• Compliance and insurance of best practices related to state and federal employment laws in conjunction with consultation with corporate HR.

• Primary HR liaison with corporate HR including but not limited to disciplinary action, performance management, employee grievances, Workers' Compensation claims and benefits administration.

• Safety Committee Chair ensuring review of safety issues, OSHA compliance and coordination of quarterly safety meetings.
