The NSA Police (NSAP) is committed to providing exemplary law enforcement and protective services

to the NSA community by focusing on its core function -- "Saving Lives and Protecting Mission!" NSA

Police are sworn Federal Police Officers with statutory law enforcement authority that provide Anti-

Terrorism / Force Protection and law enforcement services at NSA facilities throughout the country, in six

states and on five military reservations. NSAP's mission and jurisdiction encompasses all NSA activities

within the National Capitol Region (NCR) and select sites throughout the extended enterprise. The NSAP

serve as the central NSA focal point for collaboration and coordination with other IC/DOD/Federal

/State/Local authorities on matters involving law enforcement at NSAW and throughout NSA's

nationwide enterprise. NSAP's jurisdiction is large and ever-growing. With more than five hundred

sworn officers and civilian personnel, the NSAP ranks among the largest police department in the State

of Maryland and among the top 10% nationally. NSAP personnel are trained to the highest standards in

the Federal law enforcement community and are equipped with the latest technologies and

equipment available. Their duties and responsibilities are incredibly diverse and complex, to include

manning strategic fixed posts, mobile/response patrols, Counter-surveillance, Firing Range

Management, Threat Management, Communications Center, monitoring and responding to

alarms, arming and disarming alarms monitoring of employees to ensure properly badge individual to have access to facilities, to include being knowledgeable of the different badges and their access, inspections of vehicles and personnel entering and exiting the facilities, NSA Police have to know how to access different lock system to include cypher and rotary locks, Security Operations Command Center, a Weapons of Mass Destruction response team, Emergency Response Team (SWAT), Explosive Detection K-9 Unit, Training Unit, Information Technology Unit, and Executive Protection. Annually, the NSAP respond to over 1,000 emergency calls for service ranging from medical emergencies to suspicious persons and vehicles, inspect over 190,000

commercial vehicles for explosives and prevent more than 15,000 unauthorized vehicles/persons from

entering protected property. The NSAP also has exclusive responsibility for training and qualifying all NSA

personnel in the use of firearms in preparation for deployment to high-risk areas.

7/2011 – 7/2017 – Human Resources Generalist

National Security Agency – Ft. Meade, MD

HR Customer Gateway is responsible for the implementation of all policies, services, and programs

associated with the administration of the National Security Agency's (NSA) civilian personnel resources.

In order to execute its mission, HR Customer Gateway delivers human resource services to the Agency

civilian workforce; acts as counsel to managers and employees at all levels on human resource issues;

maintains official personnel records (hard and soft copy) in accordance with law and regulation; serves

as the focal point for human resource guidance and support in the areas of employee issues; HR

programs, and HR records. Manage general employment life cycle including onboarding, leave management and terminations. Perform benefits administration including annual open enrollment for benefits including medical, dental, vision, FSAs, life insurance, STD/LTD and 401k. Manage benefit changes in a timely fashion. Ensure the proper set-up, maintenance, and monitoring of personnel files and maintain accurate tracking systems of employee information and data. Ensure confidentiality and compliance with applicable legal requirements. Maintain HR information and manage relevant employee processes in HRMS system, developing reports as needed for senior management. Provide support to the Finance department for bi-weekly payroll processing. Handle employment-related inquiries, such as employment verification requests and unemployment compensation inquiries and proceedings. Handle employee relations counseling and exit interviewing. Manage the background investigation process and I-9 compliance for all prospective employees. Maintain organization charts. Assist with recruitment efforts and assist with new-employee orientations. Prepare annual compliance reports including EEO, OSHA, and CMS.

Administrative Specialist: Perform all aspects of Administrative and Office Support activities for the directorates, divisions and/or branches within UCYBERCOM. Coordinates among organizations for day to day operations. Assist with planning and coordinating activities for office relocations and prepares front office materials for relocations. Maintains organization documentation, records and files in accordance with knowledge management and records management policies and procedures. Prepare and maintain company document and reports. Make travel arrangements including airline and hotel reservations for employees. Schedule meetings, book meeting rooms and prepare meeting agenda. Answer and route phone calls and take messages. Handle incoming and outgoing mail. Organize trainings, client meetings and events as needed. Provide operation support and documentation support to managers. Determine the administration issue and resolve them for a smooth office operation. Manage the calendar of senior managers on daily basis. ACCOMPLISHMENTS (Law Enforcement)

Served as liaison for NSA Police towing, responsible for ensuring that all vehicles

towed from NSA facilities are tracked for proper disposition with towing company

and the vehicle owner. Established a tracking database for vehicle and

pedestrian stops.

Served as a Safety Officer for RAM training exercises, to ensure safety of all

officers and participants in the exercise.

Served as a conduit between the Office of General Council, Staff Judge

Advocate, and the NSA Police by providing information to all parties to ensure all

legal guidelines are met.

Improved convictions by working with the Staff Judge Advocate to ensure all

information is provided including driving records and any other information

contained in the NSA Police database. Improved the process for NSA Police

availability in court while maintaining minimal overtime.

Successfully linked NSA Police, MVA, and the Central Violations Bureau to the

new File Transfer Program, resulting in individuals with outstanding citations being

flagged and the vehicle registrations not being renewed until citations are

paid in full.

Partnered with Advance Public Safety to research the officer safety by using

software that allows officer's minimal contact with individuals while performing

traffic stops and allowing officers to complete a citation in 60 seconds or less.

Incorporated the use of a scanner to enhance the ticket process, scanning

tickets to a disk for court purposes.

Parking Flag Program: TDY to San Antonio Texas, to coordinate with the Central

Violations Bureau and the Motor Vehicle Administration to help establish the

parking flag program, resulting in decreasing the number of outstanding parking

tickets. Briefed Senior Staff on the Flagging Program, to include manpower and

additional resources. Assisted Logistics Technical Staff on the flag program

conversion. Established a working link with the Central Violations Bureau to

receive court dockets via-email. Briefed upper management and staff, on the

quick ticket program. This program reduced cost in the printing of ticket

books, and time spent writing tickets, it helped to produce more professionally

written citations with less errors, resulting in reduction of the number of citations

being dismissed. Bought over 15,000 citations to closure, issued 4,500 citations,

processed more than 30,000 parking citations and more than 7,000 moving

violations during my tenure as Traffic Enforcement Coordinator.

Established the Citation Review Form Process, worked as court liaison between

NSA Police and the US Prosecutors office, to minimize the amount of citations

being heard in court.

Traffic Committee for PSAT: Assisted the Mobile Operations Commander by

working closely with the logistics teams to revise parking areas, which increased

the availability of open parking spaces, researched traffic and pedestrian areas

resulting in more traffic lights and safer pedestrian crossings.

Traffic Enforcement Coordinator: Established a working relationship with the US

Prosecutors, used the NSA Police citation tracking database, which resulted in

more cases being prosecuted in the organizations favor. Sat in on the studio

audience for Talk NSA issue on Handicapped Parking Program.

ACCOMPLISHMENTS (Human Resources)

Processed more than 400 new employees through the Entry on Duty sessions providing new employees guidance on health benefits, life insurance and retirement.

Counseled managers and new managers on employee leave issues and rules and regulations as they pertain to the Office of Personnel Management.

Managed employee manpower for full and part time employees.

Counseled civilian employees with military deployment on leave, medical and life insurance while being deployed.
