Director of Information Systems – CIO/CTO/CISO – HIPAA Security Officer

CW Resources, New Britain, CT 11/2005 – 8/2018

Operating 43 sites across the United States, CW grew to over 1,100 employees with 400 users and computers via various partnering contracts with local companies, state, Federal and municipal government agencies.

As the CIO/CTO/CISO and HIPAA Security Officer, addressed security and compliance laws including HIPAA and NIST 800-171 for Federal contracting requirements and IT security audits. Began investigation into GDPR requirements in preparation for possible US implementation and enforcement.

Design, installation, configuration and maintenance of complete network infrastructure including: core and remote routers/firewalls, switches, servers, physical data/voice wiring and panels, VPN and data connectivity via Ethernet, wireless access points, fiber, broadband and cellular, Corporate Datacenter and Business Continuance site. Content access and management through SharePoint and web filter/application firewall devices. Identity and access management through Active Directory, Azure and MS ADSync. Constant planning for the continued growth of the company and its’ technology needs.

Repeatedly achieved corporate goals by partnering with company executives, division/team leaders and 3rd party agencies to identify, design, secure and implement project solutions through the effective utilization of technology.

Nationwide users had the ability to leverage internal, external, cloud based and mobile technologies as business tools to perform their duties.

Managed and achieved successful completion of numerous business critical projects by utilizing multiple project management styles.

Successfully migrated to Microsoft’s cloud architecture to de-centralized business critical operations utilizing Office365, SharePoint and OneDrive. Utilized Microsoft’s 3rd party partners to securely maintain cloud-based backup of the utilized Microsoft cloud products. Further plans to migrate portions of the infrastructure into their Azure cloud platform (IaaS) including the implementation of VOIP was planned for 2019.

Achieved the planning and migration of the corporate data center from individual servers to VMware, including transitional upgrades to v5.5, then the migration to a Nutanix/AHV hyper-converged architecture. Capitalized on next generation switch equipment and a redundant 10GB+ backbone at Corporate HQ in 2018 with plans to make Corporate Datacenter the Disaster Recovery Site at a later date.

Managed IT staff, interns and necessary 3rd party agencies on the day-to-day operations and projects to achieve the necessary outcomes. Provided training and resources to corporate and IT staff.

Participated in the design and management and maintenance of both internal and external web sites which were upgraded from IIS to SharePoint and WordPress respectively.

Continually participated in the selection, implementation, installation and maintenance of multiple hosted (SaaS) and internal systems, corporate and 3rd party.

LAN/WAN Network Administrator

VNA Health Care, Hartford, CT 10/2000 – 11/2005

VNA Health Care was a member of the Visiting Nurse Association providing in home care for CT citizens in need. Their nurses cared for approximately 1,800 people with various health care needs and other requirements from five locations within the state. Technology needs ranged from office computers and servers to laptops in the field without the option for connectivity while still being able to capture the necessary patient information securely. VNAHC staff were able to transcribe their notes either in the clients’ home or at another location where they could operate on their laptops for secure upload into the server systems. Additionally, as part of the Meals on Wheels network of providers, VNAHC had an outside vendor manufacture meals for delivery to over 500 of their home bound clients weekly.

Project management of multiple corporate directives, such as internal and external IIS web sites, VPN access as well as heavy participation in all network planning, design, testing and implementations. This included PC/server OS updates, network equipment and security as well as application testing/installation/maintenance. Exposure to AS/400 and DB2.

Acted as the Meals on Wheels liaison between VNAHC, the outside meal production/delivery vendor and the management software manufacturer. Responsible for all activity relating to that application including upgrades, custom configuration, systems maintenance and all query based reporting in the application.

Responsible for user configuration including IDs, email, remote/building access, user access, training and information/equipment security.

Participated in the configuration and installation of a building security system that utilized parking gates, ID badges and access cards in multiple site locations.

Developed a HIPAA compliant multi-user medical record tracking application for company Health Information Management Department utilizing a Microsoft Access front-end and a SQL back-end database.

Member of multiple corporate groups including the Human Resources Employee Focus Group and the Health and Safety Committee.
