Project Specialist/Program Delivery Manager (PDMG) FEMA – July 2, 2018 – January 15, 2019 Deployed on DR 4339 PR at San Juan, PR. Assigned to the Health Sector to handle the damages to the hospitals on the PR island. I worked on many hospital assignments independently, and with the other team members. Determined the eligibilities based on the PAPPG, Conducted ECs, RSMs, RFIs, SOW, DDDs. Conducted site inspections and finalized SOWs and the associated costs. Managed all the steps in the Grants Manager.
Program Delivery Manager (PDMG) FEMA - October 1, 2017 – March 30, 2018 Deployed on DR 4338 GA at Warner Robins, GA. Assigned to manage the damages to the COOP Power Utilities damages to their generation and transmission equipment. Managed, completed, and submitted all damage claims to CRC. Worked with the CRC staff to provide all documents as needed to make sure that all damage claims were approved. Used Grants Manager and Grants Portal to complete and enter all the SOWs, DDDs, RFIs, costs etc.
Senior Utility Engineer - June 1, 2001 – July 17, 2017 California Department of Water Resources
Chief, Power, transmission, and maintenance operations costs:
• Responsible for approximately $400 million per year for operation and maintenance of the State Water Project (SWP).
• Duties require technical and supervisory skills. Supervised staff and complied with EEO objectives, monitored, implemented, and complied with terms of contracts.
• Conducted cost analysis of the SWP operations per contracts, prepared memoranda and presented to management and all state water contractors on a monthly basis.
• Planned, organized, researched and developed, and reviewed all contracts related to the operations of power generation, power sales and purchases, transmission, and operation and maintenance of the SWP.

• Responsible of performing various tasks on Geothermal Power Plant projects in regard to steam pressure variations in the system and the effects on the efficiency of the system.
• Worked on building renovations, piping, valves, controls, and monitored repairs and repair costs.
• Performed many studies on the Department’s Coal Fired Power Plant in regard to cost projections, coal burning efficiency, and research and development on many areas of the plant to increase efficiency and to decrease operation and maintenance costs.
