Contracts Management Professional

SUMMARY:

I'm an experienced Contracts management professional, in Power (fossil, nuclear, and gas, including combined cycle gas turbine with HRSG steam turbines), Telecoms, Plastics, Gas and Oil Pipeline facilities, and LNG facilities and groundwater remediation: I Performed FEED, BEA, Management / Administration of projects from the field and office based management. I've held security clearances at several nuclear sites for several years. I've experience in Materials management/ planning/ expediting, and served as procurement manager for Bechtel projects at Kodak Park in Rochester, NY.

I've bid, awarded and managed subcontracts for Nuclear SGR work in the US and for LNG projects at Gladstone Australia, (from Houston Texas) and administered them from Houston. I've participated in performing FEED bids for LNG work in Equatorial Guinea, Australia and Angola. I was the pipe line pump station Subcontract Manager for Bechtel for TransCanada (for the line between Kansas City and Patoka, IL), on the Keystone pipeline. I’ve several years hands-on experience performing Construction Testing Services, and served as a field assistant to Construction Engineering for civil work in Texas, Mississippi and Utah. EXPERIENCE:

Subcontracts Administrator, (Gulf Interstate Engineering), for TransCanada CPG MXP Gas Pipeline Project.

January2018-to Present.

I’m responsible to TransCanada’s Contracts Manager of Supply Chain for US Pipeline Projects, as performed by the Columbia Pipeline Group, for commercial changes for two gas turbine compressor stations ($43M), and 2 Gas regulation stations ($13M) on the MXP Pipeline. I perform Change Management for my Assigned Contracts; working with multiple third-party management personnel. I identify and negotiate proposed cost and schedule Changes against the Contract terms, with input from the Company’s Estimator, third-party schedulers and project controls personnel. I recommend the settlement values to TransCanada’s PM.

I issue Change Orders, Contemplated Change Notices, and Directed Changes to the Contractors, with PM concurrence.

I review RFI’s and DCN’s for cost impact with Contractor’s PM’s. I provide a weekly Change Management summary of each Contract to TransCanada’s Contracts Manager. I archive commercial, Contractual documents to the Project files. I review and approve Contractor invoices against the Contract terms and approved values.

Subcontracts Administrator, (Aerotek), for TransCanada CPG LXP Gas Pipeline Project. March 2017-March 2018

I’m responsible to TransCanada’s Contracts Manager of Supply Chain for US Pipeline Projects, as performed by the Columbia Pipeline Group, for commercial changes for two gas turbine compressor stations ($71M), 21 odorization ($15M) and regulation stations ($2.5M) on the LXP Pipeline. I perform Change Management for my Assigned Contracts; working with multiple third-party management personnel. I identify and negotiate proposed cost and schedule Changes against the Contract terms, with input from the Company’s Estimator, third-party schedulers and project controls personnel. I recommend the settlement values to TransCanada’s PM.

Subcontracts Manager, CB&I Calpine York 2 CCP project in Delta, PA April 2015- April 2016

I was the Site Subcontracts manager for a two CTG, 1 STG combined cycle generating project. First and foremost, I am an active leader and participant in the site safety program as it applies to the subcontractors and their personnel. CB&I put into practice the ICare program that has the workers on the frontline as the observers of safety and are responsible for compliance with the safety program. All personnel at any level have authority to Stop Work if it is unsafe. The project consisted of approximately 46 subcontracts, 18 of which were awarded while I was manager, the balance to be bid, evaluated and awarded between the site and the home office in Charlotte. These consisted of earthworks, the high voltage switchyard, steel erection, piping installation, stack and tank installation, furnish and erection of the cooling tower, small steel bldg.’s, HVAC, painting, heavy lifts and heavy transport, Services such as testing, concrete cutting and coring, field machining and rebar installation to name few.

I supervised the subcontracts team of administrators at the project site. I prepared subcontract packages and worked with construction team to execute.

I managed the commercial aspects of the subcontracts from inquiry through award, execution, and closeout of the subcontracts pursuant to established procedures. I am the liaison with Legal regarding Subcontract Terms and Conditions, Project Controls regarding progress and cost forecast, Accounting regarding payment and Engineering regarding the technical content of Subcontract.

I negotiated change orders and other commercial oriented matters through closeout. I prepared Subcontract Reports for Management in accordance with established procedures. I assured the maintenance of the proper files and documentation. I managed administration of Subcontracts in the Field from award to close-out. I chaired progress review meetings, reviewed and approved subcontractor invoices. Typically, I set priorities for the team to ensure task completion; coordinated work activities with other supervisors, used my operational and supervisory expertise to solve problems within my area. I interpret customer needs and assesses requirements, set day-to-day direction for employees to support business objectives, and resolve routine problems using defined processes and own experience. I coordinated resources to meet short-term objectives, set priorities to meet deadlines, and explained difficult issues and obtains agreement as needed.

Subcontract Administrator, Bechtel OG&C, SPLP (Sabine Pass LNG Liquefaction Project) Cameron Parrish LA. February 2013- December 2014

From the Houston, TX office and then the construction site:

I was responsible for Subcontract Administration on a three train natural gas liquefaction facility, rated at 4.5 million tons per annum per train.

I Participated in the bid review process. Provided input to the Formation Group, and facilitated pre-award meetings when held in the field.

I Administered the onsite the batch plant subcontract, all onsite testing subcontracts including soils, concrete and welding NDE, the concrete pumping subcontract and the field erected tanks subcontracts.

I Reviewed subcontract packages prior to award, for issues that will affect their execution and work with the contractors to clarify the method of validating payment requests.

I Chaired all my Contract meetings for progress review, resolution of commercial issues and safety meetings to identify root causes and program modifications when incidents occur.

I Managed all my Contract documentation including all meeting notes, correspondence to and from the contractor, all design changes and pricing changes proposed by contractor for such changes and the commercial documentation implementing them into the subcontracts. pg. 3

Subcontract Administrator, Bechtel GLNG LNG Liquefaction project executed in Gladstone Australia March 2012- February 2013

From the Houston office:

I was responsible for Subcontract Administration, performing formation of multiple subcontracts for the GLNG project off-shore of Gladstone, Australia. This is a 7.2 million tons per annum LNG Liquefaction project.

I Bid, Evaluated and Executed contracts to furnish and deliver piping insulation both onsite in Australia and at a remote facility in the Philippine’s.

I was Responsible for administration of the Permanent Buildings contract being executed in Australia that included design, purchase and installation of civil, structural, architectural, and mechanical commodities.

I Reviewed and approved payment requests for work performed.

I Reviewed subcontractor progress for compliance to the approved schedule both in the design and construction phases.

I was Responsible for forming STSO’s (Supplier Technical Service Order’s) for field service commissioning of mechanical equipment onsite in Australia.

I Facilitated engineering status meetings with Bechtel and Owner that incorporated the contractors design input and determined the resultant change value to the contract.

I Bid, evaluated, awarded and administered the subcontract to outfit and install warehouse equipment.

I Identified and initiated trends due to owner designated design changes and incorporated the changes into the respective contracts.

I Provided mentoring to personnel new to the contracts organization.

Subcontract Administrator, Bechtel Motiva CEP Project Port Arthur, TX January 2012- March 2012

I Administered and closes out 20 active and inactive service subcontracts to provide specialized craftsperson’s (welders), portable sanitization units, hazardous and non-hazardous waste and recyclable collection and disposal, Geotech services, concrete repair services, and pipe inspection port installation.

Subcontract Administrator, Bechtel APLNG LNG Liquefaction project, executed in Gladstone Australia March 2010- December 2011

From the Houston, TX Office:

I was responsible for Subcontract Administration, performing formation services for multiple subcontracts for the APLNG project off-shore of Gladstone, Australia. This is a 9 million tons per annum LNG Liquefaction project.

I Performed as liaison between construction and the subcontracts formation group for general service contracts. Working with Construction, assisted in forming the scope of work documents before they were issued to the contracts group, using my practical experience to prevent issues that would affect the ability to bid, award and execute the agreements.

I Facilitated meetings with the construction scoping group to issue the work scopes on schedule.

I Bid, evaluated and awarded the subcontract to fabricate, deliver and operate four custom designed ferries between the mainland at Gladstone and the adjacent island where the LNG facility was being installed. These ferries were to transport workers to and from the island. This was a “custom” agreement that included separate financing of the fabrication of the vessels prior to delivery, where the financing costs offset the operating costs after delivery. The ferries became the property of the contractor at completion of the contract period, with Bechtel having first right to purchase the vessels at a predetermined price at the contract completion.

Contract Administrator, Bechtel Keystone Pipeline Project, the Missouri-Illinois Section. February 2008- February 2010

I was Responsible to evaluate the bids, award and administer all facets of the $100M Pump Station Contract to install owner furnished materials and equipment for 7 pump stations over a 300 mile stretch between Kansas City and the endpoint in mid-state Patoka Illinois.

I chaired weekly and monthly progress review meetings with the contractor, Bechtel and the owner.

I Identified and initiated trends through Bechtel’s and owner’s systems for contractor identified changes.

I Processed change approval documents between Bechtel and the owner.

I Managed all Contract documentation including all meeting notes, correspondence to and from the contractor and directives from the owner, all design changes and pricing changes proposed by contractor.

I Interfaced with Owner’s engineering contractor regarding design changes that affected the cost and schedule.

I negotiated the cost of changes with the contractor and brought them to the owner for resolution.

I Closed out all Contract documents at completion.

I Provided mentoring to other administrators at other sections of the pipeline.

Subcontract Administrator, Bechtel SONGS SGR (Steam Generator Replacement Project) San Clemente, CA. March 2007- January 2008

I’m responsible to Bid, evaluate, award and administer subcontracts for the engineering system design, the heavy lift subcontract, the high temperature mirror insulation fabrication and installation subcontract, and the pipe end decontamination services subcontract.

Two plastics process duplication projects, (one in La Place, LA, the other near Bay City, TX.) several chemicals debottlenecking projects with Eastman Kodak in Kingsport, TN, a fiber expansion project with Hoechst-Celanese in Salisbury NC, and one groundwater remediation project in Cumberland MD. Also, closed out Power contracts for the Iraq Reconstruction Project (From the USA). Two utilities expansion projects with Kodak: one compressor refit, the other a steam turbine driven low temperature chiller for the he films drying process. Performed contractor administration for a telecom expansion project in Orange county, CA (in 2004)
