I performed administrative, automation and systems functions in support of Tort Claims Unit (TCU) for the processing and adjudication of claims filed against the Navy. I would open, sort and send, mail to include Certified I Return receipt and FED EX according to the TCU Standard Operating Procedures (SOP). I would evaluate potential claims payable under the Federal Tort Claims Act (FTCA), Military Claims Act (MCA), Non-Scope, Navy instructions and directives, TCU, SOP and the Judge Advocate General Manual (JAGMAN). I would perform initial review of files, noting missing documents and resolving discrepancies prior to routing to paralegal's or attorneys. I would prepare letters to claimants and lawyers, requesting information to facilitate timely adjudication of claims. Provided clerical support to a team of paralegal's and attorneys. Managed and established workload priorities. Advised civilian attorneys, paralegals, injured parties, and others concerning proper claim procedures. Retrieve Standard Form 91's (SF91) from the military members involved in vehicle accidents, who have not submitted the required SF91 to the appropriate authorities. This is accomplished by using multiple programs to include Lexis Nexis, Military Locator and other online web sites that assist with locating government employees. Receive and enter Command and Litigation Reports into the database. Receive and enter FOIA requests into the JAG Database. I would order investigation’s from the Federal Records Center that have been requested in a FOIA request. Record, box and track all investigations being sent to the Federal Records Center and update the JAG Database of the location, accession, and box numbers of their new locations. I would provide professional customer service on incoming and outgoing calls and I would provide support to paralegals and attorneys with meticulous accuracy in the adjudication of claims by forwarding correspondence and assisting in locating incident reports (SF-91). I would arrange and input time and attendance for all personnel to headquarters for processing. I am
utilized frequently to investigate the whereabouts of active and inactive government personnel in the legal database Lexis Nexis and other sources to include the military locator. I would pick up, sort and distribute daily incoming mail and ensure all outgoing correspondence is prepared for mailing via certified, Federal Express or regular mail. I have trained new employees in accordance with our Standard Operating Procedures. When new claims are received, I would input them into the torts database, Judge Advocate General's Corps Enterprise System, draft acknowledgment letters and mail out to claimants. I would file closed files in our numeric filing system and prepare files for destruction.
I was responsible for drafting Financial Management Service (FMS) documents and payment vouchers (SF-1034) on our Basic Enterprise Tools System (l-BETS), for payment of claims. I also would examine vouchers for their accuracy before faxing for payment.
