1. Experience that provided knowledge of DOD Property, Plant, and Equipment accounting rules and regulations, to include the requirements of the Joint Financial Management Improvement Program (JFMIP).
I have 20 years of military experience and certified Department of Defense (DOD), Special Operations Command, Special Forces Logistics training in the supply, Rigger & Parachutes, packing storage, inventory management and property accountability field with the United States Army including 12 years as the Senior Logistics Non-Commissioned Officer (NCO) for Special Operations Command.
I have set-up and operated several training and logistical support sites for massive training in support of OIF/OEF at Fort Bragg, NC, Fort McCoy Wisconsin and Camp Roberts California. As a subject matter expert in property accountability and property accounting systems, I possess the technical expertise and depth of experience required to direct and enforce the federal accounting standards for equipment and supplies. Additionally, as the Senior Supply NCO for the 65th Regional Support Command in Puerto Rico, I managed the subordinate units within the commands consolidated property book section responsible for providing supply support maintaining property accountability for over accounts valued in excess of $100M.
I provided technical guidance to senior leadership and supported customer on inventory management and supply procedures and report of survey resulting in a 60% decrease in lost property in 10 months. I also provided timely disposition instructions for obsolete or inoperable equipment and cross leveled critical equipment by directing lateral transfer between customers resulting in a more efficient use of government property.
I also arranged Transportation replacement, transfers, for World Wide movement into the War Zones and other support Missions meeting requirements with the Department of Defense, Department of the Army to insure the sterile and secure shipment of cargo to locations worldwide in support of specific missions.
While serving in the US Army, I was responsible for assigning commitments and ensuring that all personnel are actively accomplishing their duties while managing their equipment according to the daily workload. As Senior Supply Specialist and Team Leader for Logistics Section, I was engaged daily with multiple support requirements and as a result I built team cohesion and motivated a high diverse group of team members. While currently working as a Supply Specialist, I intensively managed the end of year IT buys and delivery schedules.
I initiated major improvement for the requirement documentation when ordering property that is to be delivered to the warehouse. This has saved wasted man-hours that were utilized in trying to locate the end user.
2. Experience as a Supply/Logistics Specialist with knowledge of DOD supply processes to support activities geographically separated from the parent organization.
I have extensive experience and training in financial management. As the Senior Supply Specialist, I was responsible for developing spend plans and executing over $5M dollars to support various worldwide locations and the Global War on Terrorism (GWOT). I was engaged daily with the commands financial resource managers to ensure financial data remain accurate and adequate as mission requirements changed.
3. Experience and knowledge of various logistical functions which interface with the activities supported, e.g., procurement, transportation, inventory management, warehouse services, and accounting/finance.
4. Experience maintaining accurate and auditable documents to support all property accounting transactions.
I’ve attained a wealth of knowledge using Federal and DOD documentation to support all federal property accounting policies, procedures and transactions during my 26 year tenure in the US Army. I’ve attained multiple levels of formal logistics training to include budget, warehousing, repair parts support, general supply, life-cycle management, Logistics Management, Unit Level Logistics System (ULLS-S4) and the Standard Property Book Re-design (SPBS-R), PBUSE, and CSSCS. This wealth of knowledge has given me the foundation needed to succeed in the property accountability arena. As the Senior Logistics NCO at the Joint Field Support Center (JFSC), work with the Sensitive Contract Control Register (SCCR). The SCCR gave the logistics personnel the ability to account, control, and reconcile sensitive contracts. The SCCR is now being internally immolated as the standard for elements supported by JFSC. By working with these elements I’m well diverse in the processes for accounting for property across the logistics spectrum. Having that knowledge coupled with the knowledge that I acquired in the military has put me a step ahead of my peers in the property accountability forum.
5. Experience communicating information to all ranks of personnel and in leading teams and work groups.
I possess the confidence and necessary skills to communicate in a verbal and/or written forum to effectively address all ranks of personnel. During my 20 years as a logistician, in the US Army, I’ve served in many different positions such as a Drill Sergeant, Special Forces Engineer, Airborne Infantry, and a US Arm Interrogator that required me to communicate a myriad of highly technical information to diverse audiences in a comprehensible and acceptable manner, using a variety of methods as suited for the audience and type of presentation. As the Brigade’s Logistics officer, I routinely briefed the Staff, General, and Senior Executive Officers on logistical platforms, Airborne Operations & Training for current and projected deployments.
In Afghanistan supporting Special Operations Command and the18th Airborne Corps during Operation Enduring Freedom, I pioneered the First PRT’s (Provisional Regional Teams), supporting 19th, 20th and 3rd Special Forces. These teams are still being used in Afghanistan and now Iraq. That requires that I communicate effectively and constantly with the US Military, Contractors, OGA Elements and a multitude of Foreign Nationals to accomplish the mission in a timely manner. Being tactically and technically proficient as a logistician has given me the self-assurance that I can communicate effectively to all ranks of personnel on every facet of logistics. My ability to lead has been based on the belief that a leader can and should only “lead from the font”.
This concept was instilled in me from the beginning of my military career and holds true to this day. If subordinates have the understanding that you wouldn’t ask them to do anything that you wouldn’t do; that belief alone speaks volumes in their eyes and minds. I’ve held many leadership positions as Special Forces Combat Engineer Team Sergeant (i.e. squad leader, team sergeant, platoon sergeant, first sergeant) that require you to work together with soldiers to build one cohesive unit. Each day I find new and different ways to get the most out of my subordinates. As a soldier, I was afforded an opportunity to work with DoD Civilians as well as soldiers.
That experience completed the circle of knowledge that was needed to make me a better leader. Through all my experiences leading soldiers, civilian teams, and work groups I’ve come to understand that the concept of “leading from the front” has yielded the greatest output of exceptional performances. Simply put I’m a leader with the ability to plan, organize, coordinate, train and motivate subordinates to achieve organizational objectives and goals.
6. Experience which has led to the comprehensive knowledge of maintenance strategies, technical inspections, maintenance reporting requirement and fleet management.
7. Demonstrated experience in building and writing DOD logistics Plans, Memorandums of Agreements and Memorandums Understanding and developing funding annexes with knowledge of financial management.
