Crafted the Executive Order the implementing rules and regulations of E.O. 156 or the comprehensive Motor Vehicle Development Program and formulated Programs for the growth and development of local parts manufacturing. Served as technical support staff and direct contact of Japanese negotiators during the Philippine - Japan Economic Partnership Agreement in 2004.

I was responsible for the drafting of the Executive Order No.156 or the Comprehensive Motor Vehicle Development Program of 2002. Other Executive Orders drafted and managed to get issuance are:1) Executive Order No. 262 - measures to encourage local vehicle manufacturers to source parts and components from local parts manufacturing companies) Executive Order No. 263 - measures to encourage local parts production) Executive Order No. 418 - imposing high tariff rate and additional P500,000 on certain imported used vehicles4) Executive Order No. 243 - temporary suspension of tariff on frequently imported parts and components of public utility vehicles.

Collaboration with Local Government Units in assisting them to promote their region, province and municipalities by capacity-building programs and support in developing their Local Investment and Incentives Program to attract foreign and local investment.
