Senior Quantity Surveyor

QPM provides unrivalled real estate and infrastructure project management services that perpetuate world class standards in the construction industry.

Project particulars – Mushaireb project (value = US$135.0m)

The Mushaireb was a model landmark project that included a combined urban and waterfront development, offering an integrated infrastructure, residential units of different types, commercial and retail space, hotels, leisure and entertainment facilities and a landscaped boardwalk on the eastern bank of the Nile River in Khartoum. The project was procured through Cost Plus (Cost-reimbursable) and used FIDIQ suite of contract. At the time of my engagement, I joined fellow Commercial Management colleagues in finalising an account of the first leg of the project.

My main project responsibilities and key activities were: -

Commercial and technical auditing of assets for final account purposes.

Interfacing with the contractor and other consultants.

Checking and completion of tender document packages for the second phase of the project.

Examining and preparing a detailed contractual report on a consultant’s claim for additional money (defining the client’s contractual rights and obligations) on the same for client’s further action.

Project Quantity Surveyor

Louis Berger is an internationally recognised consulting firm that provides engineering, architecture, construction management and economic development services.

Project particulars – Road maintenance and safety programme (value = €32.0m)

An EU (European Union) funded project, covering the entire State of Eritrea and involved works to improve the roads infrastructure. The project was procured using EU (FIDIQ) suite of contract. The project was prematurely terminated by the Government of the State of Eritrea.

My main project responsibilities and key activities were: -

As a Project Quantity Surveyor, I was the focal point in dealing with all the commercial and quantity surveying issues of the project. My main project responsibilities were: -

Regular visits to project sites and liaising with respective QS for each Lot on periodic progress, re-measurements, general contemporary project records and addressing ensuing commercial issues.

Check joint measurement, review quantity surveys and compute final pay quantities for interim payments.

Examining and responding to contractors’ claim for loss and expense arising from termination of a contract by the client.

Advising on and managing all contractual claims.

Advising the client on their contractual obligations and rights.

Dar al Handasah is an international multidisciplinary consulting firm of engineering, architecture, planning, environment, PM and economics.

Project particulars – Jumeirah Park – Infrastructure (package 6) (value = $135m).

A massive master planned housing estate scheme, comprising modern infrastructure, residential units, amenities and leisure services, divided into packages. The infrastructure component of the scheme (package 6), in which I was embed, comprised of roads and associated works, footpaths, structures, drainage works, public utilities, street lighting and landscape works. The project was procured using FIDIQ suite of contract.

My main project responsibilities and key activities were: -

As a Senior Project Quantity Surveyor manning the infrastructure package, I was responsible for: -

Reviewing and approval of contractor’s monthly measurement of works for payment prior to Resident Engineer’s countersignature.

Contractual review of all correspondences to the contractor and ensure their compliance with stipulated contract conditions.

Contractual review and assessment of contractor’s claims for EOT (extension of time), including examination of prolongation costs and main office overheads.

Preparing all the proper documentation for variation orders.

Request the contractor to revise their cash flow at certain intervals and review and verify its relevance to the programme.

Study the cost effect of all requested variation orders and time extensions.

Perform cost analysis of unscheduled work Items and negotiate their rates.

Produce periodic forecasts and updates on budgets and cost commitments.

Advise the project control specialist on issues related to contract variations.
