JOB DESCRIPTION
Responsible for developing, implementing, securing the certification by a certifying body.
Maintaining Quality, Health, Safety & Environmental systems in accordance with ISO 9001, OHSAS 18001 and ISO 14001 standards.
Evaluation of existing company’s practices, processes and procedures with respect to required standards and identification of existing gaps.
Design and development of integrated QHSE management system.
Development of company’s local policies and high level documentation (Quality manual, IMS manual, Safe work procedure, System procedures).
Review of performance related to HSE and Quality.
Assesses the effectiveness of the QHSE process and offers recommendations for continual improvement
Analyses the QHSE data and trends to identify opportunity for improvement
Ensure all the documents are controlled.
Monitoring the legal registers and organizational objectives.
Ensure the completion of action recorded in the management review meeting.
Developing and administrating QHSE training programs across the organization.
Initiation of new or improved practices, process and procedures.
Planning and execution of regular internal audits of the organizations QHSE system.
Monitoring the effectiveness of the corrective action in the event of non-conformance
Developing and implementing the strategy for evaluating the effectiveness of QHSE system.
Generation of regular reports to the management on the effectiveness of the QHSE. i. ROLE IN IMPLEMENTING INTEGRATED MANAGEMENT SYSTEM
Manage QA/QC procedure and report to the corporate QHSE Director.
Responsible to ensure the provision of Quality induction to the necessary employees.
Identify the required quality documents in advance and ensure its timely readiness.
Liaison and coordination with all applicable Local Authority Departments to obtain approval.
Responsible for task allocation to the QA/QC engineers and document controllers.
Monitoring the subcontractor efficiency towards their productivity and setting action plan to meet their target.
Measuring the performance of the quality engineers for their assigned task.
Prepare the site quality plan for requested projects.
Ensure the calibration of equipment's done according to the calibration procedure and maintain its record for the future reference.
Ensure the adherence to the proper document control procedure
Review the site quality documents and release for approval from client, documents include;

Training Documents
Responsible for the closure of Non-conformance and Site Instruction.
Monitor the log for rejected documents and ensure their timely resubmission on target date.
Conduct the Material Storage Inspection sporadically and submit the report to Mangement
Carry out a gap analysis of existing system & procedures and make recommendations
Ensure all out going materials are inspected and logged.
Provide counseling to the technical and site team in resolving issues.
Ensure the Request for Inspection of works has been inspected on schedule.

ii. ROLE IN QUALITY RELATED FUNCTION
Responsible authority to ensure the workplace is free form Health and Safety Risks.
Monitor and update the risk register and ensure all the mitigation plans are adhered throughout the project execution.
Preparation of Project HSE plan and safe work procedures
Conduct Safety Induction to employees and interested parties.
Plan and act for zero incident for the benefit of organization, employees and visitors.
Ensure the proper PPE requirements has been adhered for each work activity.
Ensure all work is done with proper work permit and its proper closure.
Ensure all work method statement are accompanied with the risk assessment matrix
Responsible for the issue and availability of safety equipment's and first aid.
Identify the training needs for employees and arrange for the training programs.
Assess the employees fitness to work on specified work activity or job role.
Ensure the Tool Box Talk conducted to workers prior to work by the safety officers.
Ensure that proper investigation has been carried out by the safety engineer for the incident, accident and near misses, to identify the root cause and document the findings.
Organize for the emergency response drill.
Ensure that all the employees are aware of the emergency evacuation procedure and emergency contact details.
Responsible to develop the positive health and safety culture in the workplace
Monitor whether the tools are properly inspected by the safety officer for safety and properly tagged with relevant colour code.
Visit job sites to conduct safety audits on personnel, equipment and materials
Approve the penalties and violations issued by the safety engineer.
Ensure proper safety training and awareness has been provided to all supervisors.
Do joint site inspection with construction team and report about the observation
Ensure the proper inspection of first aid kit and fire extinguishers by the safety personnel.
Ensure all the vehicles are periodically inspected and the drivers adherence to road safety.
Supervision of the subcontractor performance and compliance to HSE
Conduct environment monitoring test and verify its compliance with the allowance limit.
