PSE&G - Solar Loan Program, Interconnection Construction Inquiry December 2010 to May 2016

Our team of professional’s administrators, financial agents, and closing personal were assigned to the process and development of the SLP for the entire PSE&G region. Our team had full responsibilities for application, credit, closing, SREC’s, GAT’s, PJM, CEP, PPA’s, and I Power. Applications ranged from residential to non-residential customers helping finance up to 60% of their solar project through the repayment through SREC’s at various low interest rates. This included projects as small as 2 kW to the very large 22mW systems. Our responsibilities were from inception design approval, technical and generation to PV Watts bring these application full circle. Repayment of the SLP was done with the generation of SREC verse generation. In ICI my responsibilities included complete understanding of the design principals and workings of technologies of solar development and Grid Infrastructure. That included all components and systems from net metering, inverter operations to Grid applications through generation acceptance. Systems were managed by our SAP managing components.

While concluding professional classes at Bloomfield College I worked abroad on projects to help strengthen and deepen my knowledge in Project Management and design, development, and construction of Photovoltaics’ installations, fixed ground, roof mounting and tracking. I think before I start, I would like to tell you that I asked Hans for your email address and others who had a supervisory role pertaining to Hans and his dept. And I believe that with some reluctance he gave it to me. I have also copied him on this email, for I can imagine that he might be a little concerned with what I am about to say.

Let me start by saying that I have been in electrical contracting for almost forty years. And in all that time I have been involved with many different electrical utilities from around the country. Recently I have had the opportunity to handle most of the electrical design for the new Goethals Bridge, including the permitting of electrical services for the project. It was at this time that I had the pleasure of dealing with your representative in helping me down a road that can usually be extremely unpleasant.

I would have to say that I never have had the experience in professionalism and customer service that I have had with Hans in helping me with the Goethals project. He has taken something, and I mean this with no disrespect, which a lot of my colleagues dread. And has made it the most seamless and the most pleasant of my dealings with any Utility. I make it appoint in my company to reward and recognize the employees that go above and beyond in their daily tasks. And it is at this time, from one supervisor to another, that you must know that I believe Mr. Prell is one of those employees. I know a lot of what we do is to put out fires on a daily basis, and at times you may wonder if anything ever goes right, I know I do. I have known Hans for over seven years, from when he managed a large construction materials supply firm in northern New Jersey to when he took an interest in solar technologies. As an energy regulator, I am very aware of the

current need for talented individuals in the rapidly expanding sustainable energies

market.

Hans has excellent communications skills but also has the rare mix of a sales, engineering and

construction background. While a consulting engineer, Hans provided excellent guidance

to my firm regarding constructability, value engineering, material selection and overall

pricing specific to Solar generation .

Later, Hans assisted in the design and installation of a photovoltaic panel system

on a property that I own in Little Falls, New Jersey. As above, I was impressed with his
