Deputy Director, Information Management Office/Supervisor IT Specialist

1. Serves as a Customer Support Branch Manager in an Army Reserve Regional Support Command (RSC). Exercises program responsibility for the administration of the Command's information systems objectives, policies, programs, plans and projects. Determines current and future information systems requirements, i.e., requirements for information systems, equipment, facilities, supplies, etc. Ensures effective integration of plans, programs and operations encompassing information systems/functional components within the scope of the Commanders guidance, and higher headquarters information systems and architecture. Develops and submits the Commands consolidated Information Management Plan (IMP) and recommends changes to the Information Systems and architecture.

- Responsible for coordinating and supporting all Customer Support Branch activities and subordinate elements with training, system analysis, software documentation and guidance for efficient utilization of automation, communications and audio-visual resources. Provides technical support, advice and policy guidance in all areas of information technology management. Oversees or personally performs analysis of requirements and systems development which have command wide and may have Army wide application. Determines resources required to accomplish projects. Analyzes requests for automation of manual systems or changes to existing automated systems for feasibility. As required, confers with command analysts; functional staffs; the Commanding General, and his staff; to clarify functional requirements and regulatory or statutory requirements, ensures compatibility with existing systems or recommends alternative courses of action. Ensures the operation and training on all equipment and systems. Responsible for coordinating and supporting all phases of major information management initiatives. In specific situations requiring referral to the command for decisions, furnishes complete information and makes recommendations.

- Serves as Information Operations command liaison. Coordinates and implements policy and procedures for command Information Operations requirements. Responds to inquiries and provides advice, guidance, and training to users, and all levels of management, concerning various state of the art products, non-procedural computer languages, mainframe and micro/mini computer hardware, communications management, telecommunications services, and audio-visual subordinate activities. Seeks assistance for the commander, when inadequate command wide training support has not been provided and coordinates requirements.

- Implements and manages the command's AR Information Assurance (IA) program. Oversees the IA Vulnerability Management (IAVM) program for the command. Serves as primary point of contact for implementation of the Information Assurance Vulnerability Assessment (IAVA).Disseminates higher headquarters and local command policy and guidance on all aspects of Computer Security (COMPUSEC). Ensures command compliance with the Defense Information Technology Security Certification and Accreditation Process (DITSCAP).

- Plans for attainment of goals, objectives and work to be accomplished, establishing required standards and priorities. Assigns branch missions and functions to achieve maximum economy, effectiveness, skill utilization and employee motivation. Discusses new, precedent or unusual situations or assignments with branch chiefs and suggests methods or outlines approaches for particularly difficult programs. Collaborates with collocated activities in the development of information operation management plans. Determines branch participation, resource available, vendor involvement, contract implementation and available, vendor involvement, contract implementation and methodology of achievement in this management. Exercises control over all operations information systems packages and support.

2. Serves as the CE advisor responsible for implementing and managing programs to establish, disestablish, and rearrange a variety of communication systems and services, and ensuring that they are adequate and reliable. Plans, analyzes, and programs present and future communication requirements, and proposes projects to install, modernize, reconfigure, expand, etc. Analyzes the operating procedures and policies of the Command and subordinate elements. Makes on site analysis of current practices and procedures. As appropriate, coordinates with DOD, DA, USARC, and TRADOC, as well as public utilities. Maintains constant awareness of automation, communications, audio visual, technology, systems growth, and system cost factors, traffic changes, etc., to meet the Commands information management requirements. Furnishes counsel and technical advice to the Commander and Staff, on matters relating to novel or problem aspects of the Commands programs. Consults and maintains effective liaison with HQ staff officials and representatives of private industry with respect to functions of information management. Reviews and appraises programs directed in view of program plan and requirements. In specific situations requiring referral to the Command for decision furnishes complete information and makes recommendations.

- Serves as the central point of contact within the Command for Information Systems projects. Maintains overall management responsibility and is knowledgeable of inter-relationship of the Information Management Architecture regarding Information Management plans and projects. Responsible for the development, preparation and promulgation of Information Management Plans such as the Continuity of Operation Plan (COOP), plans in support of mobilization, Information Management Plan, (IMP), etc. Insures that coordination of all aspects of training, operations, maintenance, environmental consideration, and future upgrades to ensure total life cycle management control is incorporated in all information systems planning. Assigns individual project responsibility to various functional specialist and monitors the progress of these projects.

- Provides technical advice and serves as point of contact for information systems requirements in all MCAR projects throughout the command. Responsibility includes identifying communications systems, marking up and approving architectural design drawings; updating technical specifications; providing for quality assurance of Information Systems (IS) during design and construction process and witness or perform tests and acceptance of IS.

- Advises the command on the COMSEC requirements. Obtains those requirements, plans and obtains required training and maintains the Commands COMSEC accounts IAW DA regulations. Serves as the technical advisor to the Operations officer on WWMCCS. Manages the Secure Telephone/FAX program within the command and maintains secure telecommunications links with higher HQ.

3. Exercises supervision over a full-time staff which may include military and civilian employees engaged in communications, ADP, and information technology management functions. Approves leave, determines training requirements, develops performance standards and rates employees. Sets priorities, assigns and reviews work and resolves problems referred by subordinates, takes disciplinary actions as necessary IAW Army and Civilian regulations and takes actions in support of EEO and position management. Plans, implements and coordinates a safety program for personnel located as the Command to ensure safety requirements are established and that actions to control or eliminate safety hazards are implemented.

4. Functions as program manager for the Commands Information Mission Area funds: Directs the planning, programming, budgeting and execution of the IM command operating budget. Manages an annual budget that provides information management services and support. Establishes and maintains an Internal Control System within the DCSIM to prevent fraud, waste, abuse, or mismanagement of government resources. Manages expenditures in travel, training, supplies, contracts, telecommunications, and IM RPA funding. Coordinates fund requirements with other agencies (USARC, TRADOC, and support installations). Serves as the primary member of the command working PBAC. Acts as a primary fund control officer to ensure funds are not over obligated. Manages IM TDA for authorizations funding, develops manpower requirements on all IM personnel actions and reviews and analyzes workload data. Reviews and validates monthly invoices and charges. Coordinates disputed charges with Installation DOIM for resolution. Contacts vendors to verify rates, fees, and credits as necessary. When not supported by the servicing Installation DOIM, acts as a contracting officer representative for specific lease/purchase of Information Management equipment

5. Maintenance management. Establishes policies for the acquisition of maintenance services for information mission equipment used by activities within the command. Directs acquisition and accountability of these services. Evaluates usage and directs necessary program changes.
