HR/Onsite Craft Recruiter for Amec Foster Wheeler/Wood

INEOS Chocolate Bayou

Sent to the Alvin, TX project site for seven weeks to substitute for the site recruiter who was out on medical leave. I was asked to stay an additional period to assist in a very heavy hire-in effort for pipe welders and pipefitters. Recruited over 100 Pipe Welders and Pipefitters. Served as the onsite HR representative

Plant Wansley

Recruited over 800 craft employees to achieve and maintain a manpower peak of 400 craft employees for a power project in Georgia. Additional task - recruited 40 Electricians and helpers for a project in Kenturcky. Started implementing ICIMS (ATS) for recruiting and requisitions as part of the Onboarding process. Additional task – train other recruiters on (ICIMS).

Served as the onsite HR representative

Mesquite Solar 3

Recruited 974 craft employees to achieve and maintain a manpower peak of 695 craft employees for a solar project in Arizona. Also served as the site HR representative and craft trainer. Conducted craft training classes using the NCCER curriculum. Conducted several HR related training classes in “Lawful Terminations” and new employee orientation. Additional task was to E-Verify all new employees. Served as the onsite HR representative.

Recruited craft and salaried positions at Hiring Our Heroes (HOH) events conducted at several military bases in the Southeast and at college career fairs. Presented industrial construction opportunities to high schools in Georgia, North Carolina, and South Carolina.

TRAINING

PCL Industrial Construction Co. (formerly Teton Industrial Construction)

District Craft Training & Professional Development Manager

Developed a PCL District craft training program including a craft progression schedule, a USDOL approved apprenticeship program in two states for Ironworkers, and a data base to track certification scores.

Responsible for the PCL District Professional Development training program for the Atlanta and Houston offices including Ethics and Code of Conduct, Lawful Terminations, and Frontline Supervisor Orientation/Training.

Developed the National Center for Construction Education and Research (NCCER) training and assessment program at PCL and implemented the use of both at all project sites.

Conducted Labor, Wage, Availability surveys for this PCL District. As the assistant HR manager, I wrote and reviewed HR policies/procedures and published 29 job descriptions.

Recorded 24 single subject three minute instructional videos.

Member of three high school welding advisory committees in Georgia. Met with college workforce development administrators to coordinate use of college facilities for training adjacent to project sites.

Associated Builders and Contractors of the Carolinas

Vice President - Workforce Development

Increased participation in the electrical apprenticeship program from 140 to 191 apprentices.

Began the first academic credit apprenticeship program in North Carolina, which has been used as a model for new apprenticeship programs at other community colleges.

Wrote and received a Career Cluster Partnership grant ($150K) from the South Carolina Legislature. The two main objectives of the grant: to improve the image of the construction trades and recruit youth to the trades. This grant is in its tenth year.

Responsible for facilitating member training events in both South Carolina and North Carolina including: apprenticeship programs, Construction Quality Management (CQM), safety programs, grants, and career days. Additional duties included the Safety Training and Evaluation Process (STEP), ABC Craft Professional of the Year (CPOY), and the ABC National Craft Championships.

Independent Contractor

Incumbent Workforce Grant - Wrote two successful grants for two industry recipients for a $40,000 total.

Work Flow Analysis. Analysis conducted for a major international southeast U.S. airport authority. Tasks included gathering work process data, conducting interviews at the director and manager level, producing process flow charts based on the data, and presenting findings.

Rapid Prototyping/ Rapid Manufacturing. Tasks included writing and developing curriculum, coordinate sub-grant award projects, and coordinate a yearly conference.

Six Sigma program - Designed and marketed a successful blended Six Sigma program for a NC Community College.

Delivered training and consulting on a blended e-learning model using curriculums developed for Six Sigma, Lean, and Statistics. Tasks included introducing colleges to the curriculums, building the network of community and technical colleges participating in the model, assist colleges in marketing courses, and arranging technical support.

Central Piedmont Community College

Associate Dean, Advanced Technology Center and Engineering Technologies.

This program included the following Technologies: Machining, Civil Engineering, Manufacturing Engineering, Mechanical Engineering, Mechanical Drafting, Architectural, Interior Design, Surveying, and the CAD/CAM Center. 16 faculty and staff were assigned to this area. Additionally, I was assigned to the WorkKeys and KeyTrain projects.

Associate Dean, Workforce Initiatives

This position included several areas of workforce development including WorkKeys, KeyTrain, local Workforce Investment Board and Job Link Center committee work, the ACT Center, WIDS/Competency Based Curriculum Project.

Assistant Dean of Continuing Education:

Director, Center for Advanced Technology

I took over this program with $0.0 in revenue and $300,000 in expenses. Grew the program to $310,000 in revenue and $210,000 in expenses. This program included Machine Tool, the South Carolina Manufacturing Extension Partnership (SCMEP), the National Coalition of Advanced Technology Centers (NCATC), and an Environment/Safety/OSHA regulations program.

Director, Workforce Development Center & Advanced Technology Center

This program began with a budget of $550,000 and grew it to $1,050,000. Revenues exceeded expenses each year. There were four centers each managed by a Training Director I. The centers were:

* Environment – Health – Safety including industrial health.

* Manufacturing Development including Work Keys profiles and assessments, apprenticeships, small business development, and the South Carolina Manufacturing Extension Partnership (SCMEP).

* Industry/Trades including welding, HVAC, and small engine repair.

* Advanced Technology including machine tool, CNC, grants, special projects, WorkKeys, economic development, and a participating member of the National Coalition of Advanced Technology Centers (NCATC) and elected to the Board of Directors for eight years (one year as President and CEO). The NCATC is composed of 250 plus colleges across the United States that have a dedicated focus on advanced technology and workforce development.

U.S. Army Officer - Active Duty and Reserve Duty

Managed and trained a company with a personnel strength of 200. Supervised the use and maintenance of $8 million worth of buildings and equipment. Responsible for physical plant operations, transportation, and auxiliary services. Coordinated training activities and sites for 20 organizations in a seven state area. Personnel manager for a 650 person organization. Secretary of the General Staff, 19th Support Command - Republic of Korea. Night shift leader, Army Crisis Action Team - The Pentagon.
