Negotiated wireless subcontract agreements. Secured Interconnection Agreements (ICAs) and Amendments to ICAs to support local traffic exchange and other functionalities. Consulted internally to determine business needs and use results as basis for the substance of ICAs. Acted as subject matter witness for ICA contract disputes regarding unbundled network elements filed with state regulatory commissions and the FCC (in particular FCC hearing of MCI-Verizon dispute over the Virginia ICA where the Virginia SCC refused to exercise its jurisdiction).
