An Independent Consulting Service providing leadership, PMO set up and managing the Program and Project delivery (scope, architecture cost estimates, constraints, timescales and resource requirements) while improving organizational/operational effectiveness and efficiency by defining, delivering, and supporting strategic plans around software, hardware, data management and telecommunications. City of New York, Department of Social Services (DSS), New York, NY (Feb 2018-Feb 2019)
Department of Social Services (DSS) is the City of New York’s largest department with over 17,000 employees and is tasked with providing IT Solutions to City and Federal Social Services Programs such as Housing and Rental Subsidies, Food Stamps, Homeless Shelters and Domestic Violence Services. It was recently formed through the merger of two major agencies.
Sr. Program Manager, contractor, for the delivery of Gartner Group Audit findings and IT Program Management Services to oversee the delivery of IT and Architecture programs and projects using JIRA and Agile methodology. Developed PMO to help define the strategic IT direction consistent with Enterprise IT strategy, architecture, development and security standards and business-IT principles.
Successfully delivered strategy and tactics, to deliver a large Program Management (PMO) transformation, for IT Projects, Programs and Portfolios, after Deputy Major audit that noted out of control spending, lack of transparency and budget overruns of 100%.
Introduction of Service Now as the PMO and Service Management principal management tool.
Oversaw the DSS IT portfolios/program of 25 active projects including new 34+ IVR upgrade ( software and hardware/infrastructure/data), using Agile delivery, with total budget of over $100M, to plan, manage and report out on various corner stone projects of the Commissioner and City Hall including introduction of Major’s transport subsidy program, Fair Fares.
Introduced standardized processes design around Agile and Waterfall, Governance and Project approval, Change Management and a Communication Plan, including Status Reporting with “burn rate” to Executive Levels /Deputy Major meetings.
