Director 2001 – 2003

Led, directed and managed National Interagency Civil Military Institute (NICI), the only U.S. training program in session on 9/11/2001 whose mission was training national first responders for mass casualty situations.

Led and supervised daily operations of NICI, program management, hiring decisions, manpower accessions, retirements, program schedules, and leave requests.

Planned and directed communications to the community, across the State and to the 54 States and Territories about the mission and program, inviting participation in the NICI program.

Planned and set goals and training objectives, as well as assigning a team to develop operational procedures to support increased operations objectives urgently needed to meet NICI mission.

Managed a military/civilian staff of forty-eight employees and training experts in military and civilian communications, law enforcement, counter-drug programs, Wildland fire-fighting, emergency medical leaders, and Emergency Operations Directors.

Planned and managed a team of IT specialists to develop a computerized disaster simulation training exercise across a wide range of potential community emergency management events. This resulted in providing high-level training for emergency management in classroom simulated disaster response.

Military Contracting Officer (Captain, 03) 1986 – 1990

Entered on active duty with the Air National Guard as a Contracting Officer equivalent to the GS-1102 series with a warrant for $10 Million.

Prepared a solicitation design package with the Air National Guard requirements office on priority development projects and programs concerning part-task training simulators for the F-15 and F-16 with a program budget of $10Million.

Conducted a pre-bid conference in the Pentagon with interested defense contractors

Conducted analysis of bids concerning designs submitted by Link, General Dynamics, and other defense contractors.

Led a negotiating team for site visits to each major defense contractor/ bidder responding to the RFP and evaluated proposed solutions from each competitor.

Prepared a report of negotiations for selection of best proposal for consideration by the Program Selection authority.

Conducted further negotiations with the selected and qualifying proposal and recommended contract award to the apparent low bidder, bringing the program in below budget and on schedule. With the highest bid at $40 Million and the lowest bid just under the government estimate of $10 Million, the program was delivered on time and under budget.

Experience includes supporting as a Military Contracting Officer the IT contract for consolidating the Reserve Component Automation System (RCAS) which took more than five years to complete but upgraded the automation of the entire Reserve Component of the U.S. Military.

Planned and prepared bids and requests for proposals, conduct bid openings and evaluation of proposals for avionics systems involving military sensor equipment used in the A-7 fighter aircraft to prevent/reduce critical incidents during flight operations

Other projects included planning and procurement of studies of access to and improvements of land areas.
