SUMMARY

I am a very capable individual who is experienced in management of budgets, personnel, equipment and time. I am very familiar with working with government agencies. I am knowledgeable in the use of computers and various software programs. I have spent 21 years in military service with 17 years in the Civil Service, 13 years employed with the State of Alaska and two years operating a personal taxi business.

WORK HISTORY

2016 – 2017 Independent Transportation Operator, Capital Cab, Juneau, Alaska

As an independent operator and contractor, I owned a taxi cab and operated throughout the City and Borough of Juneau. In this position, I routinely interacted with the public, maintained a vehicle, maintenance records and completed trip sheets and daily paperwork. As an independent operator, I was completely responsible for insuring that I provide excellent customer service and insure cleanliness of the vehicle. I was further responsible for insuring meeting the customers time travels and insuring safe passage to and from their destinations. I carried luggage wheelchairs walkers and groceries as needed for elderly or infirm passengers. This position also required I maintain a professional driver’s license, clean driving record and pass a DOT physical. I sold this business to pursue retirement in Arizona.

2010-2015 Budget Analyst IV, State of Alaska, Office of the Governor, Juneau, Alaska

This position serves at the pleasure of the Governor and provides technical and administrative support to the Office of Management and Budget. Under general supervision, performs a full spectrum of professional duties and responsibilities in the ongoing analysis of an assigned program category and departmental budget responsibility; performs difficult analysis of all budget matters for the assigned program category and state departments; may assist higher level budget analysts and budget managers in the analysis of a variety of the most complex statewide issues; provides consultative budget services to state agencies; tracks legislative bills and amendments for incorporation into department budgets and grants within the state; assists departments in planning, organizing, and reorganizing agencies within their department; approves intrastate contracts over $100K; tracks and analyzes new or reclassified positions; tracks revenue and expenditures; provides projections for departments; analyze and verify departmental submissions for Governor’s Budget, department Management Plan and other budgetary submissions, verifies and provides analysis of positions and approves Revised Programs (RP) as needed. Review, analyzes and provides advice to departments concerning budget detail, narrative, performance measures and 10-year plan. I work with department managers to insure fiscal management of state funds and revenue. I vacated this position as part of the Governor’s transition.

2002-2010 Administrative Assistant/Administrative Officer I, State of Alaska, Department of Health and Social Services, Juneau, Alaska

In these positions, my services primarily supported the senior Administrative Managers, Division Director and his/her primary staff. These combined positions were and are currently served in the Division of Juvenile Justice (DJJ) and Senior and Disabilities Services (SDS). I prepared, tracked, managed and insured proper execution of all Reimbursable Service Agreements (RSA), encumbrances and all Adjustment Journal Entries (AJE).

I assisted with budget preparation, prepared projections, input and provided reports in the Alaska Budget System (ABS). As the Division Procurement Officer, I wrote and edited other contracting officers’ work, assisted program managers concerning preparation, execution, and monitoring State grants. I assisted the division administrative managers with Federal Grant reporting, preparing Revised Programs (RP) and user and division level aspects of Online Personnel Description (OPD).

I also monitored execution and managed professional and non-professional service and supply contracts and purchase orders within the division. I was a One-Card Manager, IT Contact, and the Property Custodian. When I was assigned to DJJ, I was the first point of contact for the DJJ ProShare accounting, the division’s representative to State Travel Office, and the division HIPAA representative for medical contracts. I was the primary contact for all personnel related matters. In DJJ, I also directly supervised one Administrative Clerk III and indirectly supervise one Accounting Clerk II, while in SDS I supervised one Administrative Assistant. I was responsible for training this staff in the use of AKPAY, AKSAS and other general administrative requirements

2001-2002Administrative Clerk III, State of Alaska, Department of Corrections, Juneau, Alaska

This position served as the senior administrative support in Southeast Alaska within the Division of Community Corrections. During this time, I performed administrative support to two offices and senior managers. The Regional Chief Probation Officer (RCPO), and the Juneau District Probation Officer Supervisor (DPOS), served as my supervisors in this position. In this position, I performed the general administrative functions of greeting clients and scheduled appointments.

This position also required that I input and retrieved data from Offender Tracking Information System (OTIS); researched and retrieved data from DPS APSIN (Alaska Public Safety Information Network) and filed documents within the Alaska Court System. I served as office LAN Administrator; operated and maintained telephone system; and prepared minutes of meetings.

I also wrote Delivery and Purchase Orders for procurements under $5,000.00 and assisted in writing supporting data for contracts. I processed invoices for payment and maintained expenditure reports utilizing AKSAS and a database in MS Access; purchased supplies, equipment and furniture; managed leased property accounts for vehicles and storage space. I facilitated office space acquisition and maintenance; made and prepared travel documents, arranged and processed travel claims; filed forms and documents; assisted in preparation of annual budget; and trained other district clerks and interns within the region. Although not a requirement of the position, I became Level 3 qualified in procurement. I achieved this goal to better understand the States’ requirements.

2000-2000 Procurement Specialist II, State of Alaska, Department of Community & Economic Development

I performed clerical tasks to become oriented in the sections operating procedures and the departments’ mission and I was oriented in requirements within the state procurement system. This consisted of budget analysis and management; state owned and rented building management/maintenance plans, and an introduction of state regulations and forms. I left this position for personal reason.

1988-2000Scout Battalion Attendant, Alaska Army National Guard, Ketchikan and Juneau, Alaska

As the Scout Battalion Attendant, I served as the Southeast Alaska Administrator and logistician in the absence of the battalion headquarters and was required to perform and train/monitor personnel who performed all functions needed in personnel administration, security, operations/training and supply/logistics. Performance of duties included preparation, implementation and management of fulltime and mobilization unit’s respective budgets. Preparation and execution of federal and state budgets, contracts and purchases. I assisted units in program development and execution. Identify, manage, purchase, secure, issue, account and program use of military equipment, supplies, facilities and publications for the National Guard throughout Southeast Alaska. I would supervise and monitor personnel administration of fulltime and mobilization unit personnel. I served as the approval authority for all personnel and procurement matters. During this time, I also was part of several reorganization teams. I vacated this position upon retirement from the National Guard.

1984-1988Warehouse Worker, Alaska Army National Guard, Juneau, Alaska

Duties were directly related to aircraft and ground support equipment. Duties encompassed maintenance and technical inspection of life support equipment, ordering, receiving and storage of parts and supplies. I maintained records, performed typing and database management. I reconciled supply accounts and performed duties concerning the ordering, storage, safe handling and shipping of hazardous materials. I left this position to accept a higher military grade position in Ketchikan.

1983-1984Tool and Parts Attendant, Harbor Plumbing and Heating, Juneau, Alaska

Duties were directly related to support of the company and their plumbers and pipefitters. Duties included receiving, storage and handling of plumbing supplies and expediting them to job sites. Maintenance of power tools and care of vehicles. This position required that I drive a variety of vehicles and maintain a clean driving record. I left this position to accept a higher paying position with the National Guard.

1979-1983 Soldier, United States Army, Fort Bragg, North Carolina

While assigned to the 82nd Airborne Division, I was a paratrooper whose duties were directly related to supporting soldiers. I held positions of Driver, Radio Operator, Unit Armor, Supply Sergeant, Ordering/Purchasing Officer and Courier of government documents. My last position held was as a Battalion Property Book NCO. This was a supervisory and technical position. I was required to oversee that all property within the Battalion was accounted for and saw that new equipment was requisitioned and old equipment disposed of in accordance with Army Regulations. This position further required that I supervise over four Unit Supply Sergeants and train them in the proper use of the supply system. This position required use and knowledge of secure radio equipment including proper communications techniques. Bookkeeping and filing was required of all documents and letters received. This position commanded proper budgeting and accounting. Inventorying of unit equipment and inspecting unit arms rooms was necessary occasionally. I was also a consultant to the unit officers advising them of budgetary methods and use of the Report of Survey System.
