Duties and Responsibilities (Africa Region Project Centres Finance Offices)

1Treasury

To ensure the appropriateness of operational transactions processed through the interpretation and determination of applicable policies, regulations, rules, i.e. disbursements within authorized limits, payroll, contractual agreements, payments to suppliers, travel claims, etc, through reviews and confirms.

To ensure payment requests are complete and correct prior to processing, ensuring that documentation needed is complete and that all required procedures are fulfilled to enable the payment.

Review and confirm validity of charges by verifying authorized amounts and ensure availability of budget and funds.

Maintenance and control of petty cash fund and prepare report for replenishment.

Running pay-cycle to send payments to the bank for processing

2.Monitoring

Responsible of assessing the quality of the financial data, randomly check whether or not financial procedures are followed or not, monitor expenditures and project budgets.

To ensure data quality exception reports related to Purchase Orders, AP, Bank reconciliation, billing, overspent projects, Facilities and Administration (F& A), cooperate charges and budget exceptions.

Ensure proper operational advances and Account Recovered Locally (ARL) monitoring for proper management and timely reconciliation, verification and monitoring of un-liquidated obligations and cash requirements and expenditures

3.Management of Bank accounts:

Responsible of sending approving authority letters to UNOPS bank account holders withh instructions on how to control/report on the bank account; provide bank account holders/Chief Technical Advisers (CTA) with financial Guidelines and procedures.

Responsible for bank account replenishments; validate UNOPS bank accounts

Reconciliations on a monthly basis against the General Ledger and ensure remaining funds are reimbursed to clear closing accounts; examine UNOPS bank reports and supporting documentation and crosscheck data

Responsible for UNOPS regional office monthly bank account reconciliation.

4.Quality insurance

Review current year and prior year Obligations to ensure compliance with UNDP/UNOPS Financial Rules and Regulations (FRR).

Review in Dashboard account payable status and ensure all vouchers are cleared /liaise with Operations Centers and Project Centers.

Prepare periodic financial statements for funding sources and external clients in compliance with established reporting requirements

5.Others:

Act as ‘Liaison Officer’ between Head Quarters (Copenhagen - Denmark) and the Africa Regional Office with regard to the required information/ reports and outstanding open items.

Duties and Responsibilities

a) Finance:

Responsible for budget revisions

Allocation of funds, administer and control Project budget as per annual work plan.

Processing of all payments.

Facilitate VAT refunds processes from the Department of Foreign Affairs.

b) Administration/ Procurement/ Human Resource/ Travel:

Custodian of organization rules & regulations for briefing & advising staff on matters such as travel, contracts, leaves, etc.

Travel arrangements for all staff viz. flight bookings that include rising of requisitions, facilitate visa applications, and processing of travel allowances.

Sole responsibly for organizing all administration, finance and logistical requirements of workshops, meetings and any other training activities

Liaison with the Human Resource unit with regards to any matters relating to personnel for the staff including facilitation of contracts preparation and extensions.

Supervision of the drivers to ensure the effective utilization and maintenance of the vehicles, monitoring of the daily log sheet on the utilization of vehicles, handling of all transport requests.

Achievement:

Successfully guided the body of Policy Advisors in their planning, monitoring and reporting exercises, to ensure consistency with budgetary rules and required reporting regulations (UNDP and Donor).

DUTIES AND RESPONSIBILITIES:

Administration:

a) Maintain liaison with partner institutions (Technikons & Agricultural Colleges) in South Africa on all matters related to scholarship administration;

Liaise with institution’s bursary administrators for the selection and submission of all relevant documentation for potential students for scholarship.

Undertakes selection of candidates and extension of awards in accordance with UNETPSA policies and selection criteria.

Drafting correspondence for the request of payment authorizations from headquarters in New York.

Process request for payments of monies at finance unit to tertiary institutions (Technikons & Agricultural Colleges).

b) Maintain liaison with the Information Systems Officers and Software expert to ensure timely updating and maintenance of the UNETPSA website, database, and communication equipment (computers, phones and fax).

Maintain the Programmes software: entering data on scholarship holders and capacity building participants, and assist partner institution’s officials on the operation of the database.

Generate reports from the database.

c)Liaison with the North West government on the implementation of the Marshalls Project (freedom fighters who were not privileged to further their studies) on capacity building (to build their capacity in skills ranging from electrical & mechanical engineering, carpeting, penal beating, brick laying, etc.)

d)Compiling and maintain a financial report on what has been pledged and donated by donor countries on yearly basis.

Statistics:

Compile data and other information on development matters related to UNETPSA activities.

Prepare statistics on higher education, donors and other stakeholders, for presentations, briefings and review operation.

Public Affairs:

Disseminate information upon request by the public regarding accessibility of funds and the Programme’s general operations.

Clerical

Responsible for maintaining logs, files, and updating records in prescribed format for subsequent use

Prepare and maintain records of the Programme’s inventories.

Responsible for effective utilization and maintenance of the UNETPSA vehicle including preparation of the daily log sheet on its utilization.

Others:

Assist the Programme Coordinator in covering the desk of other Programme personnel during their absence.

Perform other duties relevant to the Programme as required.

ACHIVEMENTS:

Compiled UNETPSA financial report since its inception for submission to New York and also to Tertiary Education Funds for South Africa (TEFSA) that took over all the residual funds at the closure of UNETPSA

Archiving of all UNETPSA documentation.

Successfully worked on winding up all activities related to the closure of UNETPSA

Remained a focal point person after the closure of UNETPSA for both the Department of Education and also for the students handling their various requests about the financial aid.
