With over 20 years as an experienced Electronics Technician, 10 years Quality Assurance Inspector while performing in various Management positions and over 7 years as a Technical Writer, I am seeking new opportunities and am forwarding my resume for your consideration for a position in your respected and progressive organization. My experiences have been both diverse and rewarding; however, I would like a new position where my skills can be used to greater advantage.

In the US Navy: I am certified as an expert Electronics Technician – specializing in Micro-miniature repair. As a Quality Controls Inspector, Supervisor and Manager, I was selected as one of the Navy’s “Trouble-shooters” to analyze processes and determine root causes– routinely sent to Commands experiencing difficulties in personnel/process performance problems where I would turn them into top performers.

In SAIC, I performed various roles as a Technical Writer and Configuration Management; from authoring Problem Reports in CMPro, to creating intricate Written Instructions specifying the detailed in-process procedures for large-scale production programs. I created several quality programs; from checking Engineering Drawings, to performing in-process verification on a Production floor concerning verifying the entire receipt inspections of Assemblies and assembly installation, welding and painting individual items supporting large-scale vehicle program production. Performed Site Surveys documenting C5ISR component configurations.

Some of my accomplishments include:

Certified Nuclear Quality Controls Inspector/Supervisor (1991-2003), ISO 9001:2000 Internal Auditor (2003-2005) and Six Sigma Green Belt (2007-2010). For SAIC, I have developed and maintained Quality Assurance programs, including processes and checklists, enhancing the efficiency and quality of the following programs: Common Submarine Radio Room (CSRR) Systems, TACNET Mobile Systems, Amphibious Assault Vehicle (AAV) and Global Command and Control Systems – Maritime (GCCS-M) - earning the prestigious “Lightning Bolt” award from the Space and Naval Warfare Systems – Charleston (SpaWar).

SAIC Platform Manager – manage a team of drafters, logisticians, subject matter experts and engineers to develop Technical Data Packages (TDP’s) for the Post Engineering Design Development (PESD) program. Ensured high quality TDP’s delivered (ahead of schedule) in a “high demand” environment. Developed various Programs involving Quality Inspections and performing Engineering reviews of Mechanical and Electrical Drawings.

Operations Manager (USN): Co-developed an improved succession planning and organizational climate-monitoring program for various command, resulting in a marked improvement and consistent maintenance of employee staffing levels.

Associated position with Homeland Security - solely responsible for the complete logistics, setup, materials and training of Customs & Border Protection/Immigration Inspectors on Radiological Hazards and Dispersion Devices.

Hand-selected to be the Course Director and Lead Instructor on an advanced-level curriculum for Navy Nuclear Power Training at Naval Nuclear Power Training Unit, Charleston, SC. “The best available instructor”, ensured the highest quality instruction delivered to over 1,000 students and staff. Developed and presented training seminars on several programs - including the Managerial, Electrical, Mechanical, Chem-RadCon, Operational/Complex Casualty processes and personnel retention/placement. These seminars were in high-demand and attended by over 1,200 students, including Plant managers and supervisors.

Successfully performed actions as an On-Scene Commander, managing simulated Reactor Plant Casualties. Trained a staff of over 200 personnel at NNPTU, Charleston, SC on their ability to rapidly identify and take required actions to control a Nuclear Reactor Plant.

As you can see, I am capable of performing leadership and management during the most adverse of conditions. I am very flexible, highly adaptable, and ready to grasp the full depth and scope of both the position and the industry. From my Nuclear background, I’m a firm believer of procedures and process improvements. Even though I excel in management, I find satisfaction in performing the lower roles as an Engineering/Quality Technician. 10-03 – Present: SAIC/EMA/AMSEC – Quality Engineer /Platform Manager/Technical Writer

Currently acting as Quality Control Inspector and Configuration Management - including the development of Production-level Engineering Drawings supporting the TDP producing a revamped fleet of AAV’s for the United States Marine Corps (USMC).

Previously within SAIC:

Authored a series of Quality Checklists for the complete Integration of new systems within the CSRR suite of Radio Systems. Maintains the Drawing Database up-to-date for a series of Submarine Radio Room Platforms. Hand selected to singly fulfill two separate positions in the AAV program; setting-up and managing a QA department incorporating an AAV production line and a parts warehouse (Receipt Inspections of materials and Assemblies), and the technical writing involved for the installation process. Oversee the design and development of Technical Data Packages. Administers the life-cycle of the drawing packages to include the research, reverse-engineering, logistics, drafting and promotion of the package via the WindChill server/process. Deployed to Afghanistan for a 6-month period in support of the UIK Program. Provided management and oversight for the GCCS-M team - managed the development of the new GCCS-M systems; including the implementation and revision of their Installation and Control Documentation associated with the ever-evolving configuration management (CM), utilizing shared services (WindChill and CMPro), and performed technical writing for ECP’s.

6/03 - 8/03: MatCom, Inc.

Radiation Isotope Identifying Device (RIID) Instructor. Completely responsible for the logistics, set-up, instruction and administration involved with the quality of training for Customs and Border Patrol/Immigrations/Agriculture Inspectors on the use of a device to detect weapons of mass destruction. Managed and accounted for the education of Inspectors, performed at remote sites, and taught the transport of hazardous radioactive sources, along with basic radiation theory. Performed process improvements on the training curriculum and the logistical set-ups of facilities.

05/83 – 5/03: Various positions US Navy

Functional equivalent of a Department Head. Trained and managed a staff of 80 personnel - implementing training programs for the qualification in support of a deployed Nuclear Power Plant, while requiring no assistance from outside organizations. Responsibilities and achievements include:

Implemented an improved succession planning and organizational climate-monitoring program, resulting in a 25% improvement in employee operating levels, resulting in obtaining Retention Honor Roll for 2002.

Designed and implemented a spotless training program for over 80 Navy submarine Nuclear Operators.

Implemented several analysis tools for more efficient employee records management, allowing for enhanced versatility with fewer allotted resources and space available.

Chemistry and Radiological Expert responsible for the curriculum development, maintenance as well as professional-level instruction of an advanced training course for 200 staff and 300 students. Responsibilities included the managing and training of 40 staff and 80 students in the operations, and proper administration of a Nuclear Reactor Propulsion Plant and Nuclear Plant Computer Simulator.

Additional accomplishments included:

Qualified Engineering Officer of the Watch and Engineering Duty Officer – The top level of Management for operating a Naval Nuclear Plant. Member of the Master Training Specialist (MTS) Board that ensured the highest instructional design and delivery standards maintained. Principle Navy liaison for six Departments, representing over 500 Civilian and Military crewmembers.

Leading Reactor Operator. Responsibilities included the maintaining, supervision over seven personnel and the administration of the Instrumentation/Control, and installed Radiation Monitoring Systems - viable to the operation of a deployed Nuclear Power Plant, with no assistance from outside organizations. Additional responsibilities included:

Certified as a Nuclear Quality Assurance Inspector – supervised mechanical, electrical and radiological procedures and processes.

Expert in Maintenance Management of over 1200 jobs each year. Ensured all items scheduled without conflicting with other Departments. High Quality Supervision ensured no rework was required.

On-site expert for the analyzing and repair of Electrical Instrumentation and Control Equipment – from Micro-miniature components to cable repair.
