Construction Director (Middle East Operations):

Director of all construction operations for all Middle East projects especially the Al-Salam Palace Museum Project with a contract value of $250,000,000. Project’s scope of work included renovating and fitting out the Al-Salam Palace that was damaged during the Iraqi invasion and Gulf War. Detailed scope of work included converting structure into a multi purpose museum which included exalting the Palace experience, which depicted its glory years, the History of Kuwait; from the migration of the Utub through each of its thirteen rulers to date. Also, the Palace includes VIP areas, temporary expedition spaces, Banqueting areas, flexible spaces, shops, café, and government and royal offices. Responsibilities included supervising all operational and financial components of projects. Implementation of policies and procedures for client and contractor coordination. Assist Executive Vice President with all client and financial commitments to progress the completion of construction activities. Supervise all corporate and site staff members with their respective responsibilities. One of three chief delegates authorized to negotiate all aspects of partnership, financial interests, construction progress and time and cost differentials with the government of Kuwait, in addition to approve and liaise with consulting architect developing the museum’s content with the Royal Family of Kuwait.

Senior Project Development Officer (Project Real Estate & Development)

Supervised all state funded Real Estate and development projects valued at approximately $80 million. Manage, design, develop, and maintain acquisition and site prep project schedules and budgets. Close out all project acquisition properties through environmental cleanup for turnover to the Project Implementation and Management Department for construction. Manage all CRDA leased properties. Work in conjunction with property managers and state contractors for maintenance and capital improvements. Oversee, analyze, and reconcile all leased property’s income statements for cost saving decisions and advisement.

Senior Project Development Officer (Project Implementation & Management)

Manage all state funded development and construction projects in Atlantic City. Supervised four project officers overseeing approximately $350 million in active projects. Oversaw review committee on recommendation of responded bid proposals for Board awarded contacts. Oversaw all document compliance requirements for billings and sources of funding issues. Facilitated and administered City Wide “As-Needed” Contracts. Review Architecture consultant’s drawings for accuracy to assure all scope is within drawings and specifications. Design and developed cost estimates, budget, and reconciliation schedules for Authority’s use. Review grant agreements and resolutions assuring all contractual verbiage and funding sources are compliant with state’s policy. Designed, monitored, and administered policy and procedures for project tracking and management oversight. Review and analyze estimates and scope of change orders for approval. Supervise submittal process for accurate and timely submissions. Review RFI documents and respond or distribute to the appropriate authority. Managed over $40 million in monthly requisition billings for over $800 million in contractual work. Centralized over 45 projects maintained in five (5) assorted accounting systems. Designed and implemented Timberline GL reconciliation audit packages for financial reporting. Designed numerous Timberline reports to aid in ascertaining reconciling reports for the individual project’s Trial Balance in comparison to the actual requisition’s source documents. Preparation and reconciliation of requisitions, owner payments, subcontractor contracts, subcontractor disbursements, project contracts, project budgets, and project scope changes. Managed and reconciled over six (6) million dollars in residential construction loans. Expedited process necessary to maintain subcontractor’s documentation compliance requirements. Maintained weekly cash flow analysis and disbursement tracking reports. Review and interpret contracts for billings, subcontractor payments, and performance issues.
