Director Electronic Health Record Technology

Responsibilities & Accomplishments:

Scope of duties consist of directly managing a team of global resources ( Internal and 3rd Party Vendors) to develop and deliver all of the technical process, procedures, interfaces and tools for the Implementation of Allscripts (SaaS) Electronic Health Record (EHR) Platforms .

SaaS EHR solutions were both hosted (cloud) as well as custom configured on customer premise to meet customer specific Healthcare workflows from Registration to Billing and Security.

Replacement of an EHR System requires extensive Data Migration (Patient records, Providers, Security, Data Storage Design, User access, Billing) as well as Installation, Integration and Management.

In addition to EHR Processes for Product delivery (Acute, Ambulatory, Professional), I directed the team instrumental in the process design for the new Electronic Prescribing of Controlled Substance (EPCS) Cloud Product /Program. The EPCS implementation process required that extensive Security and Data Management regulatory requirements be met, and a specialized Call Center be established.

Directed the team in the development and delivery of the ICD-10 Program implementation process. ICD-10 required Providers to include substantially more specificity to Payers when documenting treatment provided. This required extensive testing with both Providers and Payers to develop process and procedures to meet regulatory requirements. ICD-10 impacted all major health Care Systems, Providers, and Payers.

Project Managed and led a team in working with the State on NC on Home Healthcare initiatives utilizing Allscripts Population Health Platform during a six (6) month period to roll out the product and train staff.

Responsible for Nortel’s Network Management Center Services and Assisted Operations (on customer premise division.

Managing staff of 200-250 direct and indirect reports required to actively manage complex converged networks across 33 counties. This part of the team was accountable for P&L revenues of $200 million annually with gross margins of 28% and net margins of 9.6%.

Responsibilities included Leadership of a Tier 1 Data/Cloud Platform including Disaster Recovery, all 3rd Party Vendor management, Customer SLA’s, Reporting and Analytics.

The Network Management Center was a global organization with operations in the U.S., Europe and Asia supporting major global companies.

Provided technical & IT support (Data, Voice, Managed Desktop, Business Intelligence, Disaster Recovery, Security, etc…) services that were 7x24x365 for major Enterprise companies to operate and maintain their business Networks per contracted ISO, ITIL, and BABOK processes.

Director, Wireline and VoIP Operations (2002-2006)

Directed a staff of 180-200 engineers that delivered all of the Wireline, Wireless and VoIP Installation, Commissioning and Network Migration / Transformation Services.

The team developed all of the Implementation, Test and Configuration, Network Optimization, and Analytical Tools processes.

This team worked hand in hand with Design / Development Team to introduce Nortel’s VoIP proof of concept as a way to reduce the operating cost associated with telecommunications by using the IP backbone.

Lead a team of (18) engineers to develop the detailed execution plan to test and validate Time Warner Cable’s Digital Voice Platform.

Led a team to develop the process and implementation procedures and delivered Sprint C2P (Circuit to Packet) Network transformation. This included both the Software and Hardware cutover processes. This was a major breakthrough in transforming the digital network to IP technology.

Sr. Manager Network Operations, Introduction of High Speed Internet (1998-2002)

Selected by the Nortel Executive team to provide dedicated operational support for (PRISM) a New York City based startup for the first Public nationwide high speed Internet provider.

The PRISM Network included 33 major cities and more than 1,500 equipment co-location points across the U.S. (Using a 1999 Super Bowl ad titled “RED”, Prism Communication launched this major multimedia breakthrough.

Led a cross-functional team at Nortel in partnership with PRISM communications that introduced the first public High Speed Internet Network Platform in 28 U.S. cities. Consequently, the Platform served as the foundation that revolutionized the IT networking industry, and became the building block for the high speed optical networks currently deployed. This was the move from “Dial Up to “Always up”. PRISM has since been acquired and integrated into Verizon’s signature integrated high speed service platform.

Sr. Manager, Problem Resolution Team (1994-1998)

Primary duties focused on directing Nortel’s largest cost reduction Program. This performance improvement initiative required extensive problem discovery, followed by implementation of Corrective and Preventive actions. I implemented this model across the wireline, wireless and optical product lines. The allowed Nortel to scale the business with greater speed, lower cost and higher quality.

Selected by the president and chairman of Nortel to develop this major cost containment division for forensic engineering analysis. The Problem Resolution Team was responsible for business process re-engineering that realized cost reductions of $68 million annually and allowed Nortel to scale the business to become the world leader in the telecommunication industry while reducing deployment time from months to weeks.

Responsible for developing a new staging concept dubbed ‘Field to Factory or F2F’ by the executive teams and referred to continually in the press as one of our major reengineering success stories during the telecom boom.

Manager, Senior Engineer (1987-1994)

Responsibilities required expert knowledge of the Nortel family of products with the ability to analyze all design change documents, and then develop detailed step by step procedures to implement the Software and Hardware uplift without degrading the functionality of the equipment.

Selected to lead an installation and integration methodology team charged with upgrading in-service call center equipment. Essential to corporate FCC compliance and contractual Customer Service agreement levels.

Scope of responsibilities included on-site supervision and project management of installation field engineers during the construction, commissioning and cutover of Nortel gear.
