Support DHA Special Needs Program Management Information System (SNPMIS).

Support SNPMIS Oracle 11g and 12c database running in 10 production sites and 8 test servers in development environment. Perform maintenance tasks such install and test Oracle Critical Patch Updates (CPU), monitor database performance, backup and version upgrade.

Support and interface with IA and Cyber security teams for SNPMIS technical Self-Assessment, security Annual Review and Authority to Operate (ATO).

Implement CAC-PKI solution for SNPMIS using Oracle SSL/TLS authentication with DoD Certificates.

Implement Transparent Data Encryption (TDE) SNPMIS database tablespaces and tables.

Configure PowerBuilder development server to support SNPMIS development and deployment of SNPMIS version 6 upgrade to remove password authentication, SSN, add new reports. Develop Oracle scripts to upgrade SNPMIS database structures and document deployment procedures.

Provide Tier 3 support for SNPMIS client application running in Application Virtualization Hosting Environment (AVHE).

Support DHA Nutrition Management Information System (NMIS) for user account management in a dozen of NMIS sites.

Supported the legacy financial system Project Management Control System running on Informix database in UNIX environment.

As technical lead, in System Life Cycle, implemented and deployed Financial Control System (FCS), an integration of the following commercial-off-the-shelf (COTS) product suites: Micro-Frame Program Manager, Primavera Project Planner, Cost Schedule Integration Tool (CSIT), and three-tier web-based online timecard TimeWizard (TW) to support Military Health Program (MHP) DoD contracts.

To further customize for our supported DoD contracts, designed and implemented and deployed FCS support (FCSS) system database and software including modules such as TW labor extraction, other direct cost processing, monthly progress reports, interfaces with FCS and financial reports using Visual Basic, Oracle PL/SQL functions, procedures, triggers, packages and Crystal Report. Two of the modules in FCSS replaced two COTS products.

As the lead FCS application administrator, developer and the sole Oracle database administrator, responsible for end-user support, and continued FCSS software enhancement and system support for all applications. Tasks involved include installing, configuring, patching, upgrading, migrating and troubleshooting COTS, FCSS and Oracle software, building production, test/development system in Windows environment, performing application data, database backup and recovery, performing Oracle database maintenance, performance tuning, and contacting Oracle and other vendors for technical support.

Supported MHP DoD project Expense Assignment System IV (EAS IV), a centralized web-based application with Oracle RDBMS as database layer, Oracle WebLogic and Business Objects as application middleware layer, and JAVA web application as data layer.

As a part time DBA in administrator team, supported EAS IV database and repository database designed using Oracle 11g in an Oracle RAC running in Sun Solaris 10 environment with database files managed by ASM. Tasks performed included Oracle quarterly CPU installation in test, development and production environment, synchronization of test and development data with production data, upgraded Oracle database from 10g to 11g, maintained and updated database ER-diagram with Erwin Data Modeler, other routine database maintenance, database security management, database backup and recovery, archive log backup and recovery, performance monitoring using shell scripts and tools such as OEM, AWR, RMAN.

Additional application administration tasks performed included EAS application server migration from Oracle application server to WebLogic server, WebLogic server installation, configuration, upgrade and patch installation and administration.

October 1996 – October 1997: Virtual Technologies Consulting Inc., Software Engineer

Developed and enhanced advanced, secure relational database management software called Trusted RUBIX in UNIC environment.

Designed and implemented test suites in C/ESQL to test mandatory access controls (MAC) kernel, MAC interface and SQL engine using UNIX tools such as RCS, debug, imake, and shell script.

Reengineered and implemented in C RUBIX archive system containing backup modular, transaction logging modular and recovery modular.

February 1996 – September 1996: Ellsworth Associates Inc., Senior Program Analyst

Worked for Department of Labor contract to develop GUIs for the project Unemployment Insurance Required Reports running on INFORMIX database in UNIX environment.

Designed, implemented and tested GUI JAM screens with JAM program language and C-embedded SQL.

Designed and implemented Batch Load module with C-embedded SQL, which downloaded Unemployment Insurance reports as ASCII flat files into database on a daily basis.
