City of Detroit’s Finance Department, Income Tax Division. Duties Include: Day to day user end support for UNIX based TAS (Tax Administration System) system function issues and questions. Utilizing techniques and system tools to investigate, plan, design and document solution requirements. Identified the needs of the users and translating these into functional requirements. Worked on projects both business and technology perspective, acting as a liaison and translator of information between technical / business environments. Assist in the planning and execution of all year-end procedures. Assist Income Tax in system testing, and in any system related issues. Run production reports daily, weekly, or on request and monitor any problems. Monitor and coordinate the printing of all notices, bills and refund checks. Coordinate QA testing of all new releases and custom program enhancements to TAS. Monitor the Unix instances and database, and in case of a system failure, recover system. Assist clients in the phases of migration and utilization of a Kodak 9520d Document Scanner into their production environment. Assist in the new forms definitions, and responsible for installation of TAS and TIS related software when and where needed. Technical and user support for the ‘Quickkey’ Imaging System (TIS). Responsible for the coordination of updates, upgrades and documentation to the Novell LAN, Comerica Lockbox and STAX systems. Coordinate the efforts of PC services for system hardware and software problems. Ensure that lockbox files have been FTP’ed, transferred and uploaded correctly.
1996 - 2000 Consultant - City of Detroit.
City of Detroit’s Information Technology Services Department. RPAS ( Real Property Assessment System ).
Worked closely with the City of Detroit’s Real Property Tax Assessment Department and the City’s Tax Assessor. Analyzed and documented a wide variety of custom development service requests, and program maintenance such as converting the RPAS system from COBOL68 to COBOL74, and converting various online programs from GEMCOS to COMS, utilizing a UNISYS A Series mainframe, CANDE editor, WFL workflow, DMS II database. Analyzed and documented system library calls in RPAS programs to conform to standard naming conventions. Developed and maintained file cross-referencing charts, showing all datasets within the database and all programs utilizing them, to be used as an aid by the programming staff. Developed extensive program documentation to aid in daily Data Control and Computer Room Operations. Managed and controlled the IPDS/RPAS Y2K conversion project consisting of hundreds of program-required changes within the system. I would meet with all levels of management on a regular basis to coordinate activities, provide status reports, monitor work progress, scheduled walk through, troubleshoot, recommend improvements, go over system tests with client departments before signoff’s and sign ins, and perform a variety of ad-hoc project management duties. Provided training in XGEN to several department employees. All new development was written in XGEN (4th generation language).

City of Detroit’s Information Technology Services Department developing a Human Resource Information System (HRIS). System Modules were written in COBOL74 / XGEN, using DMSII Database, COMS for online applications, and CANDE as the editor on a UNISYS A15 mainframe.
My project responsibilities included gathering information from specific departments within the City of Detroit. Meeting with various department Directors and Managers to document information and module processes to be passed though the HRIS system, then meet with the other analyst’s and their responsible module processes on a regular basis to coordinate the fit into the overall HRIS system.
