An accomplished medical executive with extensive management and practice experience in a wide variety of settings; the clinical leader of a state Medicaid program who helped lead Connecticut Medicaid’s successful transition to a self-insured model of care from a mixed managed care/fee for service model, resulting in consistently improved measures of quality, satisfaction and cost; reinvigorating Connecticut Medicaid’s primary care base by emphasizing a person-centered medical home model utilizing alternative payment methodologies and practice incentives; a recognized teacher, advocate, and researcher who presented original research at national and international meetings.

Professional Experience:

Medical Director, Connecticut Department of Social Services, Hartford, Connecticut 06106 November 2007 to present.

Physician leader of Connecticut’s designated Medicaid agency, responsible for the quality of care and access to services for over 600,000 Connecticut citizens. Primary duties include:

• Oversight of the four administrative service organizations (medical, dental, behavioral and non-emergency medical transportation) and pharmacy services for HUSKY Health.

• Directed and ultimately transitioned the Department’s managed care programs and contracts for the family Medicaid, CHIP, and Charter Oak Programs into HUSKY Health, a single administrative services model of care.

• Directing the promulgation, interpretation and maintenance of the Department’s medical regulations and policies in compliance with federal and state statutory requirements; developing and maintaining procedures and standards for the Department’s utilization review, provider network, member services, and care coordination programs.

• Oversight of the Department’s pharmacy coverage, utilization and purchasing arrangements.

Medical Director, Community Health Services, Inc, Hartford, CT 06120 July 2004 to November 2007

Clinical leader of an urban community health center serving Connecticut’s most impoverished community. Notable achievements include leading a successful Joint Commission accreditation effort and primary authorship of a $980,000 Healthy Communities Access Program HRSA grant that established the Mayor’s Healthy Communities Initiative, a city-wide coalition of safety-net providers under the auspices of the Hartford Mayor’s Office. Primary duties included:

• Supervising all medical, dental, and behavioral health services, including an HIV/AIDS Program and a peer-based substance abuse program.

• Developing an Ophthalmology and Optometry service.

• Revitalizing center-wide quality, credentialing, education, and peer review programs.

• Strengthening existing clinical departments, including developing collaborative relationships with local hospitals in obstetrics and pediatrics.

• Developing and managing grant funded programs.

Medical Director, Primary Care Center, Connecticut Children’s Medical Center 1996 to 2004.

Helped establish and directed Connecticut’s largest children’s primary care practice; forged a competitive, managed care practice out of an academic clinic, significantly improved clinical education, provider productivity and clinical outcomes; helped establish and direct the children’s hospital multispecialty medical group; established a hospitalist service. Primary duties included:

• Supervising 8 pediatricians, 8 midlevel providers, and over 50 resident trainees.

• Managing and ensuring the quality of all outpatient and inpatient medical care provided by the practice, including management of the Newborn Nursery at Hartford Hospital.

• Developing and supervising all educational programming provided by the practice. Connecticut Chapter, American Academy of Pediatrics – 1993 - 2004 Served multiple roles including Chapter President (2003 – 2007) for a state-wide independent

(501C-6) organization, representing pediatricians on many state committees, task forces, and at national meetings. Notable Accomplishments:

• Successfully lead a coalition of professional and advocacy organizations in overturning Medicaid Program budget cuts, 2004 Connecticut General Assembly session.

• Spearheaded successful advocacy for passage of statewide ban on junk food/beverage sales in Connecticut schools (2006 session), graduated driver’s licensing laws for teenaged drivers (1997, 2003, 2004 sessions), strengthening of child motor vehicle restraint law (1994 session), enactment of public smoking ban (2003 session).
