Employment History

Town of East Longmeadow, East Longmeadow, Massachusetts

Director of Human Resources, January 2017 – present.

Responsible to provide benefit information to employees and retirees, resolves employee/retiree problems with health and dental insurance companies and develops cost estimates and alternate benefit plans. Acts as the Town’s Privacy Officer.

Establishes training needs, conducts training when practical and oversees training programs for Town employees as needed. Trainings include: Sexual Harassment Prevention, Workplace Violence, CPR/AED, Ethics, FOI, Defensive Driving, Bloodborne Pathogens, Suspicious Mail, Ergonomics, Diversity, and Reasonable Suspicion.

Establishes, maintains and updates all employment policies and procedures and investigates complaints regarding the violation of such policies in a confidential manner.

Acts as the Town’s Affirmative Action Officer and administers affirmative action program along with all other practical applications of state and federal laws pertaining to employment practices such as Americans with Disabilities Act.

Acts as the Town’s ADA Coordinator.

Maintains and administers Worker’s Compensation claims/files along with recording of all OSHA requirements.

Is a key player along with the Town Manager in labor negotiation and related labor matters, develops strategies, makes cost estimates, conducts surveys and participates in grievance, mediation and arbitration hearings with or on behalf of the Town Manager.

Coordinates development of job classification and compensation plans; conducts salary and benefit surveys within labor market to determine competitive wage and benefit rates.

Coordinates employee-selection process; recruits, interviews and test applicants; develops and administers fair and equitable candidate testing procedures. Implements selection procedures, and assists in placing and orientation for all new permanent full-time and part-time employees

Maintains and reviews job classifications and descriptions and makes recommendations for revisions. Develops and maintains confidential and complex records and files, including all Town personnel records.

Oversees Non-Bargaining Unit Members yearly evaluation process.

City of Westfield, Westfield, Massachusetts

Personnel Director, March 2013 – August 2016

Serves as the Chief Negotiator in all collective bargaining for the City, maintaining conformity with M.G.L., Ch. 150E by undertaking cost analysis of proposals, and by collecting/analyzing comparative data and by recommending negotiation strategies.

Works along with Labor Counsel in union negotiations.

Serves as Hearing Officer in labor disputes and grievances.

Acts as City’s’ Worker’s Compensation Agent, which also includes administering 111F claims for the Fire & Police Departments.

Also serves as the Workplace Safety Coordinator, Unemployment Administrator, Affirmative Action Officer, American Disabilities Coordinator, Labor Service Director and the City’s DOT Drug & Alcohol Program Manager.

As Chair of the Mayor’s Group Benefits Task Force/Health Trust coordinates the management of employee and retiree group benefit insurance plans and develops strategies to be negotiated with providers and all City unions including.

As head of the Personnel/Payroll Department, hires, supervises and disciplines staff. Oversees staff orientation, training, educational seminars, and document retention.

Maintains job descriptions and compensation scales, updates/reviews City policies and manuals as appropriate.

Develops employee evaluation instruments and procedures, conducts training, assists appointing authorities and others as appropriate in administration of the evaluation system.

City of Pittsfield, Pittsfield, Massachusetts

Personnel Manager – June 2007 –March 2013
