March 2018 to Present: Senior Civil Engineer, OWEN Group Civil Production Lead. Responsible for overseeing Civil design of land development projects for LAUSD ADA Path of Travel upgrades, LA Ports and Harbors, and Kluger Architects. Duties include assigning work to junior staff, mentoring, QA/QC, proposals, delivery of intermediate and final design plans in very narrow times frames. Mentoring junior staff for numerous ongoing projects. Overseeing over 30 ADA Phase II and elevator projects and two asset management projects for LAUSD.

August 2017 to March 2018: Senior Project Engineer, Penco Engineering Mentoring Junior Staff for numerous ongoing projects. Rancho Miramontes (Trumark Homes, Chino California) 950+ Residential Unit subdivision - Lead Designer Street Improvements, Signing and Striping, Storm Drains, Drainage Report, WQMP.

Responsible for overseeing Civil Engineering services for a team of 4-8 engineers and drafters, distributing work, writing proposals, customer relations and meetings, back-checking plans and reports, submittals, and quality assurance.

Engineer of Record, Lead Designer, Martin Luther King Parking Structure, Los Angeles, California (Los Angeles County Department of Public Works):

Mr. Kerstiens was the Engineer of Record for a 3.5-Acre parking structure site and responsible for rough grading an adjacent 0.7 acre Child Care Center Project on the existing Martin Luther King Hospital site located in unincorporated Los Angeles, California. The Parking Structure Site Preparation work includes three phases, including additional off-site street improvements and bus stop modification on Wilmington Avenue. This project is an historic site design-build through the County of Los Angeles Public Works Department. Contaminated soils, coordination of grades between first and second stories, multiple phases, and demolition and site specific soils conditions added many challenges to the project. Mr. Kerstiens was responsible to prepare a rough grading plan for different phases of the Parking Structure project to meet an aggressive construction schedule, and permitting through Los Angeles County for LID, Fire Water, Plumbing, Sewer, and Early Civil Drawings, including rough and precise grading, demolition, sidewalks, wet and dry utility coordination, and Architectural coordination of Parking Structure facilities and retaining walls, submittals, specifications, and RFIs. Construction of the project is currently underway.

Engineer of Record, Lead Designer, Holt Melrose Commercial Development, Ontario, California (City of Ontario Economic Development Agency, Baycrest Companies, Wendy’s, AutoZone): Mr. Kerstiens was the Engineer of Record for a 3.6-Acre On-Site Commercial Development and 1.6 Acre off-site Street Improvement Project located in Ontario California. The Project is bounded on the north by the centerline of Holt Boulevard, the west by Pleasant Avenue, the east by Melrose Avenue and the South by Emporia Street. This project consists of preparation of off-site Improvement plans for Street Improvements, Water, Sewer, Storm Drain Laterals and catch basins, Fiber Optic Conduit, and Bid Documents for the City of Ontario Economic Development Agency. On-Site Plans include precise grading plans, wet utilities, coordination with Architect, Planning, Landscape Architect, and Fire Department for a private developer. A combined on- and off-site Hydrology Report was prepared for the Project, including hydraulic analysis of pipes and street capacities, coordination with underground Contech infiltration system and WQMP, an on-site WQMP, on- and off-site SWPPP’s, and an off-site WQMP and BMP waiver. Off-site street improvements are under way. On-site improvements are scheduled to begin August 2017.

Engineer of Record, Lead Designer, Good Samaritan Hospital, Los Angeles, California (Milllie & Severson):

Mr. Kerstiens was the Engineer of Record for a first-floor ADA parking lot retrofit project that involved removal of a portion of the existing parking structure slab and recontouring for drainage and adequate path of travel to meet cross slopes and maintain vehicle clearances. The slab replacement has been completed.

Civil Engineer of Record, Lead Designer, Los Alamitos Central Plant, Los Alamitos, California (C-A Architects):

Mr. Kerstiens was the Engineer of Record for the Design Development Drawings for a 10,000 square foot Central Plant building for the Existing Los Alamitos Medical Center. The Project includes demolition of a portion of an existing parking lot, relocation of underground utilities, construction of a utility bridge to serve the existing hospital across the street, site demolition, water, sewer, storm drain facilities, hydrology, demolition, and precise grading. The Project is currently under review by the City to rework the Master Plan for the Hospital and coordinate construction of a new Hospital adjacent to the Central Plant, and future parking structure, also adjacent to the proposed Central Plant. June 2015 to April, 2016: Senior Design Engineer, Hunsaker and Associates

Senior Engineer, Rio Vista Drainage, Tentative Tract Map (Jurupa Valley, California, Riverside County): 300 Acre, 680 Unit Single Family Residential community with 600 acres of tributary hillside to remain in natural condition. Design of four detention basins to mitigate 2-, 5- and 10-year storm events and pass 100-year storm event. Responsible for preliminary hydrology

(rational and unit hydrograph) for combined on- and off-site flows tributary to eight primary watersheds for the site, and preliminary sizing of on- and off-site piping. Evaluation of hydraulics of existing RCFC&WCD master planned Market Street Storm Drain and proposed Lateral A and B extensions (roughly 1 1 2 miles of additional off-site 60/72/84-inch storm drains). Senior Engineer, Spencer’s Crossing Drainage, Tentative Tract Map

(French Valley, Unincorporated Riverside County): 214 Acre, 750 Unit Single Family Residential community in unincorporated Riverside County

(French Valley). Mr. Kerstiens was responsible for design of two (2) detention basins to mitigate 2-, 5- and 10-year storm events and pass 100-year storm event and separately evaluate hydromoficiation using Santa Margarita River Hydro Modification (SMRHM) software (using continuous SWMM storm model). Mr. Kerstiens was also responsible for preliminary hydrology (rational and unit hydrograph) for combined on- and off-site flows tributary to three primary watersheds for the site, and preliminary sizing of on- and off-site piping.

July 2014 to June 2015: Senior Engineer, PacRim Engineering Senior Engineer, Metro Regional Connector Transit Project (Downtown Los Angeles): Drainage Segment A Technical lead. Responsible for drainage analysis and realignment of regional storm drain at Second Place and Hope Street Station, and South Flower Street between Seventh Street and Third Street. Project includes coordination of existing and proposed drainage in large grade separation in urban Los Angeles setting, design of roughly 1,000 LF of new storm drain pipe, roughly a dozen new catch basins, and coordination with large utility duct banks, proposed underground Metro station, and sheet piling. Deliverable includes drainage report, storm drain plans, AutoCAD Civil 3D Model of all structures and pipelines and SUSMP for Second and Hope Station. Senior Engineer, (NAVFAC) Industrial Waste Collection Conversion, NAWS Air Weapons Station, China Lake, CA (Lead Designer): Plan Preparation for demolition of existing underground storage tanks, new gravity drain line, sump, pumps, connection to existing above ground holding tanks, and tank transfer pumps. Training/mentoring junior staff.

(NAVFAC) Leachate Collection System Repair, RM 14-0248, Lemoore Naval Air Station, Lemoore, CA: Replacement of roughly three and a half miles of 8-inch leachate perimeter piping, including plan and profile design and training/mentoring junior staff.

October 2008 to July 2014: Project Engineer, URS Corporation Project Engineer, I-15/I-215 Interchange Drainage Improvements

(Devore) Design Build Project, San Bernardino County, CA, Caltrans, 2013: Under supervision of Project Lead, responsibilities include Northbound Segment 2 drainage, including hydrologic boundaries; calculation of 25-year on- site hydrology using Caltrans Hydraulic Calculator spreadsheet; off-site hydrology calculations and verification; sizing and spacing for drains; deck drain calculations and verification; verification of existing drainage systems using WSPGW software; design of new drainage systems, including alignments, plan and profiles, geometry, swales, detention basins, and hydraulic analysis. Also assisted with infiltration modeling for swales and vegetated areas within Caltrans right-of-way; various drainage for Segments 1 and 3. Project Engineer, I-15/I-215 Interchange Waterline Relocation Improvements (Devore) Design Build Project, San Bernardino County, CA, Caltrans, 2013: Design of 9,000 LF of new 20-inch waterline along Cajon Boulevard for San Bernardino Municipal Water District (SBMWD), including plan and profile and detail sheets. The 14-page plan set is part of the overall Utility plan set for the I-15/I-215 Interchange Project. Design of 1,500 LF of new 12-inch waterline on Devore Road, and 1,500 LF of 8-inch waterline along Cajon Boulevard and Cajon Court for Devore Water Company (DWC), including plan and profile and detail sheets. The 12-inch Devore Road waterline plans include coordination work for the Devore Bridge overpass. The 13-page plan set is part of the overall Utility plan set for the I- 15/I-215 Interchange Project.

Project Engineer, SR-91 Corridor Improvement Project Design Build Pursuit, Orange/Riverside County, CA, Riverside County Transportation Commission, 2012: Under supervision of Drainage Lead, project responsibilities included hydrologic and hydraulic analysis and design of existing and proposed onsite and offsite drainage facilities and preparation of preliminary drainage plans for bid estimate of interchange design build project in Orange and Riverside County, CA. Project improvements include the extension of the existing Orange County Transportation Authority OCTA 91 Express Lanes to the east by eight miles to I-15 in Riverside County, improvements to I-15 in Riverside County and the addition of and modification to direct connectors at the I-15/SR-91 system interchange. Project Engineer, RELLC, San Marcos Well Site, Caltrans District 11, CA, 2013: Prepared and signed Caltrans Water Pollution Control Plan (WPCP) for Landscaping Area between East Bound 78 Freeway and Rancho Santa Fe Road Off-Ramp.

Project Engineer, I-215 Widening, (Riverside County), CA, County of Riverside: Drainage design of approximately four miles of I-215 between Scott Road and Nuevo Road. Project responsibilities included hydrologic and hydraulic analysis and design of existing and proposed drainage systems, storm water analysis, and preparation of drainage report, drainage plans, profiles, details and quantities.

Project Engineer, Chevron Cogeneration D-Train and Refinery Optimization Center, El Segundo, CA: SWPPP Preparation and Inspection. Weekly inspection for, and preparation of Stormwater Pollution Prevention Plan, Risk Level 1, including all related figures and exhibits, and preparation of online documentation for SMARTS.

Project Engineer, City of Perris Tract 28986 (Storm Drain) BMP Retrofit Design Services, Perris, CA, County of Riverside: Design of plan and profile sheets, with related details for three retrofit locations. Plan set includes demolition plans, minor grading, existing utilities, existing storm drain and proposed structural BMP design.

Project Engineer, Airport Expansion, San Diego, CA, San Diego International Airport: Setting up plan and profile drawings and revising storm drain base files for 30% and 60% submittals. The project is a large design-build airport expansion involving coordination of a number of different disciplines. Project Engineer, AD-12 Service Areas M, F and D1 – Sewer Systems, Desert Hot Springs, CA, US Army Corps of Engineers and Mission Springs Water District: Design of approximately 44,000 LF of new gravity sewer using AutoCAD Civil 3D software, including utility research, design of utility base sheets, plan and profile design, and hydraulic analysis. Verified hydraulic feasibility of 2,600 linear feet of 21/24 inch gravity sewer line on Dillon road that will convey future offsite flows of 10.8 million gallons plus 1.2 million gallons of flow tributary from Area M to the District’s (future) regional wastewater treatment facility. Verified offsite flows and worked to revise the Dillon Road trunk sewer from the original master plan to ensure it would function properly in the post-construction (interim) condition and ultimate build-out condition. At the Request of MSWD, the schedule was accelerated, and was instrumental in delivering Mylar plans to MSWD over a month ahead of schedule.

Project Engineer, AD-12 Service Areas J and D2 – Sewer Systems, Desert Hot Springs, CA, US Army Corps of Engineers and Mission Springs Water District: Phase II of Project. Design of approximately 27,000 LF of new gravity sewer using AutoCAD Civil 3D software, and approximately 720 sewer laterals
