State of West Virginia – Dept. of Administration – General Services Division Procurement Administrator

FROM: March – 2013 TO: June – 2017

Supervised a staff of four (4) employees within the Procurement Section of the General Services Division. The staff consisted of two (2) Procurement Officers one (1) Administrative Services Assistant and one (1) Purchasing Assistant. Responsible for reviewing and approving all procurement activity within the Procurement Section. The main focus of the procurement staff was mainly low level to intermediate procurements including but not limited to: ARFQ’s (Agency Request for Quotations); CRFQ’s (Centralized Request for Quotations); APO’s (Agency Purchase Orders); CPO’s (Centralized Purchase Orders); and ADO’s (Agency Delivery Orders). Responsible for checking staff’s work for accuracy and ensuring all guidelines and procedures were met and in accordance with the States purchasing guidelines. As a supervisor I was also responsible for approval of employees work time, sick leave and requested time off. Duties also included semi annual and annual employee performance assessments and any disciplinary functions if needed.

As the divisions senior procurement professional I was responsible for all advanced level procurements with emphasis on multi-million dollar new construction and renovation contracts which also included any related change orders and change directives that took place after contract award. Any other work or special projects as assigned.

Procurement Officer

FROM: April 1999 TO: June 2009

Train and assist fiscal staff within 10 Regional Jail Facilities located throughout the State of WV to ensure that purchasing procedures, were followed in accordance and in compliance within the Division of Purchasing's policies and guidelines; Develop RFP's (Request for Proposals) and RFQ's (Request for Quotations) for goods and services; Develop specifications for major purchases and service related contracts. Evaluate received bids and submit Agency recommendations to the State Purchasing Division on bids over $25,000 and award contracts to the lowest responsive bidders meeting criteria of bid specifications at the agency level of $25,000 and under; Initiate addendum when necessary; Conduct cost / price analysis of current and past purchases and / or contracts; Check vendor registrations for compliance and assist vendors with registration issues if needed. Prepare and submit weekly reports in relation to requisition progress and contract awards to the Agency's upper Administration; Meet with vendors and suppliers for new product information to gain knowledge of improved methods and / or products that could possibly enable facilities to operate and run more efficiently. Oversee and manage emergency purchases and file insurance related claims to the WV Board or Risk and Insurance Management; Prepare and submit all change orders and contract renewals; oversee and manage Agency's Purchasing Card Program in excess of 1 million dollars as Program Coordinator; Manage and oversee Agency's Utility Card Program in excess of $500,000 as Program Coordinator; Provide customer service to jail staff as needed; Prepare and submit monthly billing to WV Dept. of Health and Human Resources for provided Forensic Services; Prepare and submit a joint venture interagency contact between Regional Jail Authority and Division of Juvenile Services.

EDUCATION

1983 graduate of Nitro High School located at 1300 Park Avenue, Nitro, WV 25143. Attended annual training held by the State of West Virginia Purchasing Division. This conference was conducted for continuing education and training for purchasing professionals located throughout the State of West Virginia. 3
