Project Manger 2016-Present

Orchestrated 10-20 full reconstruction, incidental, and patch mill overlay projects funded through the 2.4 billion dollar Capital Improvement Program. Prepared cost estimates, refined the scope of work through site visits, executed NTP’s from survey to construction phase. Oversaw consultants; sustained established deadlines. Merged scopes with Sewerage and Water Board of New Orleans to resolve waterline and sewer conflicts. Customized addenda, documented change orders to determine bonds for funding, ensured adherence to FEMA EHP standards, enforce compliance of DBE.

CITY OF BATON ROUGE, Baton Rouge, LA 2007 – 2016

Traffic Engineer 2014 – 2016

Operated and administered road closure permits. Coordinated neighborhood lighting and design detour routes. Assessed signal counts. Composed work orders for signage and barricades issues. Investigated QAlert requests, input, close and record data using excel. Forward safety requests to proper departments.

Established up-to-date tracking schedule for barricades and call out requests from QAlert.

Collaborate with Entergy to increase lighting in neighborhoods, addressing safety concerns.

Increased driver safety by designing detour routes and signage through Rapid Plan software.

SCADA System Field Inspections Manager 2013 – 2014

Controlled testing and verification of generators and SCADA signal points, including performance acceptance tests and procedures. Pioneered input to computer program layout, Headed pump station rack removals and new generator installations to address placement service concerns. Attended field visits with contractors and photographed work area for damage records. Executed panel upgrades, PLC programing, and rack change measurements. Analyzed daily observations and determined approval. Documented inspection results by completing daily field reports and logs. Input data into inspections database Prolog system.

Launched SCADA initial startup, pre-commission testing and commissioning activities.

Project Manager Wastewater Treatment 2008 – 2013

Planned wastewater treatment projects from conception to completion. Defined scope of work for necessary repairs and upgrades to equipment in East Baton Rouge Parishes’ three major wastewater facilities. Developed contracts and secured contractors through bidding, based on budget and scheduling needs. Led pre-bid and construction meetings, created addenda’s and administered change orders. Determined part size, functions, durability and effectiveness of equipment used in plant repairs and upgrades. Tracked equipment upkeep and placement availability.

Managed projects: Annual maintenance service of electrical switchgear systems and minor repairs as needed at North and Central Plants and Capital Lake Pump Station. Replacement of the grit chamber rotor at the central wastewater treatment plant and turntable installation on a final clarifier at the North Wastewater Treatment Plant.

Inspections and Permits 2007– 2008

Inspected project sites prior to issuing permits for construction. Located sewer wyes using folders, GIS maps and models. Reviewed and verified subdivision improvement plans for development according to city standards and specifications and assessed preliminary site plans for future developments. Approved or disapproved future developments and released/applied holds for building permits as part of SRC committee. Input and accessed building permit approval using Oracle.

Calculated GPM of capacity to determine if pump station upgrades were necessary for sewer connections.

Reviewed plans and submitted comments for approval/denial of future developments based on UDC Standards.
