Develop and drive the implementation of HSE strategic plans, policies and management systems to support PMSL’s business goals and objectives while ensuring compliance with PETRONAS and regulatory requirements in safeguarding people, assets and environment which is critical in sustaining the Company’s business operation and growth.

1.Develop and drive the implementation of OPU HSE strategic plans and objectives to support the business goals and objectives and ensure compliance to PMSL/PETRONAS and regulatory requirements.

2.Drive the development, implementation and review of HSE Management System in line with PETRONAS and statutory requirement to achieve optimum management of HSE risks.

3.Provide technical advice, intervention and solution in relation to HSE risks in all aspects of business operations including the impact on safety, environment and occupational health to the employees and the community to facilitate effective Management/business decision-making.

4.Formulate and drive the implementation of OPU HSE Assurance programs to enforce compliance to PETRONAS and regulatory requirement and ensure continual improvements to enhance and sustain HSE performance.

5.Provide direction and facilitate in the incident investigation including root cause analysis and closure of corrective actions.

6.Establish HSE knowledge management system/database to track performance, circulation of lessons learnt and best practices and provide appropriate interventions to enhance HSE performance

7.Play a leading role in the establishment and the implementation of PMSL Emergency Response Plans to minimize consequence of incidences such as injuries, asset damage and adverse impact on environment and PETRONAS' reputation.

8.Coordinate establishing and sustaining strategic alliances with Government/regulatory authorities, key stakeholders (including NGOs) and industry peers to identify potential threats, facilitate business solutions and strengthen business opportunities through collaboration and insider status.

9.Develop institutional HSE capabilities through coaching, mentoring, training and providing leadership and direction to subordinates to promote and sustain high performance level

10.Conduct pre-operational risk assessments on new sites and design risk mitigation measures, developed all the required documentation, operational checks and reports for the HSE Management System to be compliant with OHSAS 18001/2007 and ISO 14001/ 2004, ISO 9001/2008 standards and OSHA, including corrective and preventive measures

11.Monitor HSE controllers in executing continuous audits.

13.Provide HSE improvement proposals stating: the non-conformance, proposed corrective action, required resources for corrective action and plan of implementation.

16.Leading the Incident/ Accident investigation team Assist local management in the preparation and presentation of field HSE meetings; Coordinate and participate in the investigation of accidents and near misses; Review and analyze accidents and near miss incidents and making corrective action recommendations

17.Ensure regular emergency response exercises and drills are conducted to ensure the highest level of preparedness in any emergency. Maintains records of such drills providing recommendations for emergency response improvements

18.Developing and implementing field location emergency response procedures and evacuation plans (ERP) and make sure that they have been conducted as per the annual HSE master plan

19. Supervises the regular inspection of firefighting, safety and emergency response equipment for all PETRONAS team sites (37) and generate the final report to present at the UNAMID HQ in Elfashir.
