EXPERIENCE
Senior Department Administrative Manager - Pinellas County Government, Fleet Management Division, (August 2013 to June 2017)
Accountable for implementing annual operating plans such as the annual Fleet equipment purchase plans and providing related updates to an internal customer oversight committee. Budgeted, ordered, received and deployed 611 vehicles and equipment units totaling over $25.9 million over the past three years; managed a vehicle replacement plan for 696 units with a $32.4 million replacement cost. Served as business partner and go-to person for support functions and internal customers regarding equipment and funding mechanisms. Independently revised fleet revenue budgeting methodology obviating the need for annual budget amendments and restoring fund balance to target levels. Reported to executive management on feasibility and performance of financial initiatives such as privatization. Established vehicle replacement plans for all County enterprise departments for FY2017. Implemented an extended rental chargeback system to recover lost salvage value due to extended service.
Senior Department Administrative Manager - Pinellas County Government, Real Estate Management Department, (February 2007 to August 2013)
Managed a four person staff that procured over $10 million annually and processed accounts payable. Prepared monthly and quarterly financial reports used by management to drive business performance. Prepared and tracked operating, capital improvement, and program budgets including a $50 million annual departmental operating budget using HYPERION® software. Prepared monthly status reporting for 83 capital projects with a 10 year cumulative value exceeding $391 million as of FY2014. Prepared ad-hoc financial reporting such as a program baseline reporting application for $225 million in courts and jails appropriation. Proactively identified need for operating and capital budget amendments due to projected funding shortfalls. Led the department through the Countywide migration to the ORACLE® e-business suite and prepared department-specific procedures. Served on cross functional teams to improve FP&A processes where possible.
Accounting and Contract Manager - Pinellas County Government, General Services Department, Design & Construction Division (August 1998 to February 2007)
Led a three person staff that prepared construction and design contracts, processed AIA G702 format construction pay applications, reviewed contractor and sub-contractor invoices, prepared monthly capital project reports and prepared project-related agenda submissions for the Board of County Commissioners. Collaborated with staff to create a real-time project cost accounting database effectively connecting project management to financial reporting. Assisted executive management by developing an executive status report integrating output from four Microsoft Office® products to present high-level quarterly reports of project status, cost, and schedule.
Environmental Program Supervisor - Pinellas County Government, Fleet Management and Real Estate Management Divisions (October 1993 to August 1998)
Managed design and construction activities for new petroleum storage and dispensing system installations; minimized hazardous waste generation to avoid large quantity generator regulation; coordinated and performed environmental site assessments associated with petroleum storage system closure and retrofit; negotiated rule compliance strategies with regulatory agencies. Drafted policies and procedures such as the location of wireless communications antennas on County property and County real estate procedures.
