EDUCATION:

George Mason University, 1974, BA in Business Administration

Catholic University School of Law, 1982, Juris Doctor (J.D.)

WORK EXPERIENCE:

Chartis Federal, Inc., 2016 -2017, Part-time Office Manager, Falls Church, VA. Managed certain assets of this IT consulting firm for Federal government contracts. Including office supplies, copiers, office furniture, etc.

Internal Revenue Service, 1997 - 2014, Contracting Officer's Representative (COR). As the Contracting Officer's (CO) primary "eyes" in the field, I monitored and advised the CO as to the overall progress of various contracts. I dealt with Contractor staff as they performed the Statement of Work outlined in the contract. I was the point person for the Contractor regarding any and all issues, including Contractor background investigations/clearances, obtaining IT resources (i.e., laptops, correct software, ID badges, etc.) to perform the work at IRS offices. As point person, I set up schedules for weekly/bi-weekly progress meetings with IRS and Contractor staff to review progress and any issues that would impede or slow down performance.

As the COR, I was responsible for setting up the critical Kick Off meeting for the contractor and IRS personnel to go over the contract before work commenced.

I often helped process contract modifications involving revised Contractor performance and cost proposals. Set up and lead joint IRS/Contractor meetings to negotiate said proposals.

I approved travel requests by Contractor staff.

I reviewed and approved Contractor invoices under the contract.

During the IRS solicitation phase, I assisted with:

writing the Statement of Work to be released to industry,

creating the ranking factors for proposal evaluation,

sat on the Technical Evaluation Team to review and rank proposals,

and communicated with Offerors regarding any clarifications or questions during the process.

As the COR, I had responsibility to close out all contracts once completed.
