Engineer 1/Construction Project Supervisor

Office of Construction

-Supervise construction projects with regards to improving the quality of Baltimore City’s water system and facilities.

-Ensuring construction projects are completed within time and budgetary constraints

-Controlling the time, cost and quality of construction projects

-Plan and coordinate all aspects of the construction process, including hiring contractors and working with engineers, subcontractors, consultants, engineering companies and inspectors

-Review RFI’s (Request for Information) and submittals sent by contractors to identify any potential conflicts and work with consultants to resolve the issue

-Facilitate stakeholder engagement by conducting monthly progress meetings and providing frequent project updates on budget and schedule

-Prepare and process PCO’s (Proposed Change Orders) which could either add or delete work from the original scope of the contract as well as original contact amount and/or completion date

-Resolve problems that arise due to inclement weather, emergencies or other unforeseen circumstances that can potentially delay the project

-Negotiate PCO’s with the contractors through assistance of the Consultant

-Reduce IDR’s (Individual Daily Reports) and DCL’s (Daily Construction Log) approval time from 3 days to 1 day

-Review and approve monthly invoices submitted by the contractor and the consultant

-Review and monitor inspector’s budget on a monthly basis

-Manage the maturation of construction projects from the inception to completion by providing updates to CM-14 improving availability of pertinent information such as IDR’s, DCL’s, meeting minutes, change Orders, submittals and contractor’s invoices to upper management.

Office of Engineering-

-Provide expert feedback on designs, plans, specifications, cost estimates for compliance with engineering standards, policy, technical requirements and codes for sewer design and rehabilitation projects for the city

-Identify potential project and utility conflicts and works with other agencies to resolve

-Develop budget, prepare scope of work, selection of consultant including negotiations, direct and reviews consultant work, review and approve consultant invoices, prepare and process change orders, review work progress and approve project schedules

VERIZON/CBM of America, Baltimore, MD 2012- 2014

Data Network Capacity Planner

-Served as a Project Manager through inception to completion of projects once a Capacity Creation Request (CCR’s) was developed and issued to implement new router elements needed in the FTTP network

-Received recommendations from traffic engineers regarding the addition of bandwidth for each perspective office

-Served as a liaison between Traffic Engineering and its customers by determining best course of action on how to accommodate their request. Manage port capacity for elements within the FTTP Network by reviewing Link Augment, OLT-Growth Notifications, and Network Deployment Plans to establish port capacity.

-Prepared and issued Backbone Equipment Record Tracking (BERT) to help connect network elements while providing bandwidth relief.

-Instrumental in the process involving E320 to MX960 Migrations where customers were transferred from old equipment and placed on new equipment creating more customers and revenue for the company.

-Reduced Link Augment response time from 7 days to 2 by utilizing up-to-date grids and creating folders specifying the type of work that has to be done.

-Researched and determined status of port availability and card status by creating grids for each office that will help track past, present and future link requests, which resulted in reduced workload time by 60%.

-Manage the maturation of new equipment from the inception to completion of CCR including updates to a job tracker improving availability of pertinent information such as cost, duration of project, shipping information and quotes from various vendors to upper management.
