Experience Summary

CSRA, Data Architect, February 2002 – Current (from February 2018 – Current as independent contractor)

Mr. Lou works as the Senior Data Modeler of the Master Data Management project for the Center for Medicare and Medicaid Services (CMS). His responsibility is to work with enterprise business process development group and to develop the enterprise data models in 3NF. The team also developed the Conformed Dimensions for the Enterprise Data Warehouse project. His recent accomplishment was to develop and implement a data mart dimensional database in an Oracle environment to be used by US hospitals to review the results of their clinical quality performance data. He guided the ETL (Extract, Transform, and Load) team to retrieve the data and load it into the data mart. As the senior data modeler, Mr. Lou has been in the leader role of all metadata, data dictionary, data standards related tasks. He is responsible to combine four functional data models into a single enterprise data model. The task includes ensuring all data objects are following enterprise metadata standards. Mr. Lou also published and maintained the data dictionary and the data model diagrams.

Mr. Lou’s previous task assignments at IRS from 2002 to 2011 include: data architect of the IRS Customer Account Data Engine (CADE) data model development team. He worked with the team to develop the logical and physical data model. He worked with the application development team and IRS SMEs to ensure that all data requirements are supported by the data model. He was responsible to review all the Interface Control Documents (ICD) for all external applications that CADE interfaces. Mr. Lou also published and maintained the data dictionary and the data model diagrams.

Logicon sub-contractor, Data Architect, October 2000 to October 2001.

Mr. Lou was the data architect of the e-services project of IRS Prime Alliance Modernization Program. As a member of the Integrated Product Team (IPT), he participated in the Joint Application Design (JAD) sessions to develop the business functional and data requirements. He used System Architect and Object Modeling Technique to develop the e-services project’s logical data model. Mr. Lou also worked with the System Engineering Office (SEO) data model team to ensure that the e-services data model is in compliance with the IRS Enterprise Conceptual Data Model.

CSC sub-contractor, Data Architect, May 2000 to October 2000.

Mr. Lou was the task leader for the Enterprise Conceptual Data Model (ECDM) development project at the Office of Student Financial Assistance (OSFA) of the Department of Education. The project also included analyzing and mapping 10 legacy systems’ data structures to the ECDM. Mr. Lou led the task team completed the ECDM and developed a data dictionary management system using Oracle WebDB to manage the ECDM. As the task leader, Mr. Lou’s responsibilities included: providing technical direction to the team, interfacing with Government COTR, project management and staffing.

Synectics sub-contractor, Data Architect, March 1999 to May 2000.

Mr. Lou was the Principal Data Architect for the Departmental Grants Management System (DGMS) development project at the Department of Housing and Urban Development (HUD). He led a database development team to develop and implement the Enterprise Grant Management database using Oracle/Designer 2000 and Oracle 8i.

CBSI, System Architect, June 1995 to March 1999.

Mr. Lou served as the System Architect for the Integrated Disbursement Information System (IDIS) development project at the Department of Housing and Urban Development (HUD). IDIS is a nationwide large scale transaction-based federal grants management system. He led the project team to enhance IDIS functionality for the State grantees. The enhancement enabled all the State grantees to use IDIS to manage their grants from HUD. The system was developed using DB2 and CICS.
