SUMMARY OF PROFESSIONAL EXPERIENCE
Port of Corpus Christi Authority, Corpus Christi, Texas 2014 - Present
Chief of Program Management, Planning, and Design. I used my experience and background to implement a revised structure for the Engineering Department resulting in improved efficiency and quality. In addition my experience was instrumental in: developing an updated strategic plan and an implementation strategy; development of a ten year capital project planning program; and, improvements in the annual budgeting cycle, including condition assessments and inspections of existing infrastructure. I also introduced new procedures for review of internal design and planning work, managing external design contracts, including revising and updating contract documents and master services agreements for use with design consultants, and reviewing and approving tenant improvements. These revisions streamlined the process and improved response times. In addition, I participated in development, negotiation and management for planning, design and construction projects for both marine, industrial, commercial, and heavy civil construction; provided oversight of planning and scheduling for future projects; managed and coordinated various simultaneous capital and maintenance projects using traditional design – bid – build and design – build delivery methods; prepared procurement documents and provided technical support of the procurement process; and, negotiation, and management of professional services, construction, and maintenance contracts. Other activities included: interviewing, training, mentoring, and development of new staff; preparation and presentation of materials for Port Commission review and approval; technical support for development and submittal of state and federal grants; and, coordination, communication and negotiation with City, County, State and Federal Governments and agencies on permitting, operation, and maintenance issues.
Bethel Environmental Solutions / Bethel Native Corporation, Anchorage, Alaska 2013 – 2014
Principal Engineer As the Principal Engineer for Bethel Services, I implemented technical leadership by leading the Bethel Quality Program and promoting client relationships. In leading the Corporate Quality Program, I provided a balance with operational activities to assure a cycle of quality professional work by advising the firm’s technical staff, assisting with program management and risk assessment/management, scheduling, and developing construction plans for remote locations. This cycle began with proposal development and continued through project execution, and ended with project close-out. My role included both ongoing mentoring and technical guidance. My technical support contributed to improved contract and project management, which was instrumental in acquiring more work from existing Indefinite Delivery and Indefinite Quantity contracts with various government agencies and acquisition of new contracts for additional work. In addition, I oversaw program and project management, including scheduling and budget control and reporting aspects, of federal contracts with the US Air Force, US Army Corps of Engineers, and Federal Aviation Administration as well and local, state, and private sector clients. Work was primarily related to environmental assessment and remediation with projects located throughout Alaska and the Western United States.
Integrated Concepts and Research Corporation, Anchorage, Alaska 2006 – 2012
Chief Engineer As the Chief Engineer, I provided technical review and evaluation of proposed technical projects and work opportunities at a corporate level and advised the other corporate officers on the viability and potential profitability and potential risks for proposed corporate actions. In the Anchorage office, I provided program management of a $1+ Billion program of environmental, design and construction projects to update, expand and redevelop the Port of Anchorage. The proposed port expansion was funded by the federal government and managed by the U. S. Department of Transportation, Maritime Administration in a prototype arrangement for port development on a national scale. In the Anchorage office I provided direct oversight of the development and implementation of planning, design, procurement and marine and heavy civil construction activities as well as technical oversight of NEPA documentation, permitting, and compliance programs. My technical support and technical writing abilities were a key factor in receiving the necessary permits for project development. In addition I coordinated with the US Air Force for development of borrow sources and access roads on Elmendorf Air Force Base adjacent to the Port to support construction. Responsibilities also included public relations, stakeholder relations, developing and implementing business management plans, business development, developing and managing budgets, personnel management, staff evaluations/mentoring, and team building/coaching.
Alaska Railroad Corporation, Anchorage, Alaska 2003 - 2006
Manager, Northern Rail Extension In this role, I was responsible for program management, permitting and public information for the development of a $750 Million project to extend the Alaska Railroad from Eielson Air Force Base to Delta Junction Alaska. I was responsible for providing public information, collecting public comment and coordinating with the US Surface Transportation Board for project approval and to conduct an Environmental Impact Assessment resulting in preparation of an Environmental Impact Statement. Through my efforts, favorable public opinion and support for the project was developed, and the STB issued a favorable ruling for the project. In addition I had primary oversight for consultants, contractors, and potential customers, and, I was the primary contact for public organizations and coordination with the US Air Force and US Army for passage of the rail over federal lands and potential use of the rail for strategic support.
Manager, Facility Construction I took over management of a lagging facility construction program of projects funded primarily by federal grants ($150 Million aggregate program). In less than two years the projects were on track and moving forward, with the majority of the projects completed or underway under my supervision. Duties include oversight of a team of project managers assigned to facility projects, development of program management and project tracking tools, Stakeholder management, right-of-way acquisition, coordination with operations, maintenance, and engineering departments; tracking of project schedules and budgets; allocation of internal and external resources; evaluation, management and defense of construction claims, evaluation and resolution of construction issues; and, management of professional design services, construction contractors and other outside consultants.
URS Corporation, Anchorage, Alaska 2000 - 2003
Manager, Engineering Services I provided senior oversight of geotechnical, civil, and environmental engineering projects and oversight of construction management work including responsible charge as a registered Professional Engineer. Through my efforts, ongoing contracts with governmental agencies were renewed to provide bulk fuel storage in native villages, and work with major oil companies to remediate drill sites on the North Slope was extended and expanded based on the quality of our work. Other duties included business development and client management; oversight, direction, and coordination of staff and other URS offices; oversight and management of subconsultants on project work; overseeing, directing, and mentoring staff; review of staff performance, recommending employee advancements; and, managing professional services contracts, negotiating scopes of work with clients, and management of budgets and schedules. Project work included environmental assessments, permitting and remediation; landfills, railroad project support, foundation investigations, bulk fuel storage facilities, water and wastewater, slope stability investigations, remote location construction, and regulatory compliance. Project work was throughout Alaska.

Senior Project Manager and Manager of the Environmental Services Division. I was responsible for project and heavy civil construction management of multi-disciplinary mining projects that include environmental, geologic, hydrogeologic, hydrologic, geotechnical, civil, transportation, and structural design elements; management of schedules, budgets and personnel; direction of field work and subcontractors; business development and proposal preparation; client communication; technical direction and oversight of engineering designs; production of deliverables; presentation to, and coordination with, regulatory agencies, financial institutions, and other government and non-government project stake holders; managing contractual arrangements with clients and subcontractors; interviewing and hiring of new personnel; tracking work load and staffing needs; evaluating project backlog, prospects, and financial performance; scheduling of work; review of staff performance; mentoring and training junior staff; and, corporate safety officer and Mine Safety and Health Administration Certified instructor. Project work was in Arizona, California, Colorado, Idaho, Montana, Nevada, Utah, Wyoming, Argentina, Bolivia, Brazil, Honduras, Mexico, Nicaragua, Panama, Peru, Tajikistan, and Uzbekistan. Naval Reactors Facility, Idaho Falls, Idaho 1989 - 1992
Staff Engineer and Project Manager. As project manager and chief engineer on various civil, structural, geotechnical and environmental projects I was instrumental in keeping aging infrastructure and facilities operational, while building new facilities to support the overall mission of site. Responsibilities included all phases of project work, including: planning, NEPA documentation, proposals, engineering design, cost estimates, oversight of the bid process, construction supervision, project closeout, procurement of funding, and compliance with federal and state environmental regulations. Project work included environmental remediation and protection, structural and architectural remodels and upgrades, and design and construction of new facilities.
Chen-Northern Engineering, Salt Lake City, Utah 1986 - 1989
Staff Design Engineer, Field Engineer and Geotechnical Laboratory Manager. As a staff engineer I was responsible for the preparation of technical reports on geotechnical investigations, slope stability, pipeline installation, railroad subgrade, pavement, and foundation design. I also provided oversight for construction quality control testing on projects in mining, hazardous waste, industrial, and commercial construction. My duties also included managing the geotechnical and construction materials testing laboratory, which involved interviewing, hiring and training personnel. My work was instrumental in supporting overall success of a growing office and in the integration of personnel and procedures when the company merged with another geotechnical firm.
