As a Management and Program Analyst 0343 I was offered lateral transfer as chance to use my DAU class skills in contracting to help the short staffed NAVFAC acquisitions division. I feel that this is a good opportunity to learn more about contracting processes, as an analyst I was using statements of work and statements of requirements in analysis of manpower staffing metrics. Am assigned Pre Award Contract Actions. Developed and processed complete Pre Award Contract action folders/ files, conduct and process Contractor bond reviews. Resolve Bond problems until they are approved the bonds. Contact bidding contractors with Request for proposals (RFP). Conduct site job review walks with bidding contractors and insure that all discussions in the field were put in by email as a formal request for information RFI. Interact with the engineering department and techs to achieve milestones are being met during the pre-award phase of the contract, in design phase, modification phase.
Award contract with KO contracting officer, send out award letters.
Request funding from finance. Use the FIS system to process funding documents.
Use Navy Citrix and Defense Procurement (SPS) systems to build electronic contract, (1155 and1449), award documents, Purchase requests and CARS. Input and develop complete contract files within ieFACMAN-econtracts, (Navy Based Contract building and tracking system).
Upon award of contracts monitor all milestones and consult with COR. Upon completion of contract performance process contract action and close out contract in all various programs.
In NAVFACSW I was a cradle to grave contract specialist, from pre award through close out.

EA/18G Next Generation Jammer (NGJ) program team analyst for staffing and budget development for FY 16 through FY 21. Analyze work breakdown schedule WBS for federal employees and prime contractors assigned to the NGJ program.
