Responsibilities: Reported directly to the Vice President and General Manager. A “hands-on” manager and also supervised up to twelve (12) direct reports. In addition, I was the designated as the Small Business Liaison Officer (SBLO) for the business unit. The primary interface for providing: (a) management, oversight, guidance and direction with respect to the negotiation and administration of all contracts and subcontracts (i.e. IDIQ / FFP / T&M and/or L-h / Cost-type / Letter Contracts); and, directing the issuance and implementation of all policies, procedures, methods of operating practices and functional performance standards to facilitate effective implementation with program objectives and requirements; and, (b) responsible for the management and oversight activities directly-related to those procurement activities supporting Oceaneering Space Systems prime contracts, subcontracts and overhead purchases while focusing on improving Oceaneering Space Systems overall bottom-line and strategic business performance within the U.S. Government arena. Responsibilities consist of: (i) developing business strategy (ies) in coordination with OSS’ Operations, Law, Finance, Risk Management and Business Development departments; (ii) responsible for the adequacy of all Contracts and Subcontracts, analysis of unique requirements, assessment of risk(s), and performing cost and price analysis, if, and when, required. FIELDS OF EXPERIENCE / ACCOMPLISHMENTS

While employed with Oceaneering Space Systems, acting in the capacity as an Empowered Official under the terms and conditions of Part 120.25 of the ITAR (22CFR Parts 120 - 130), I was successful in submitting a Commodity Jurisdiction Determination to the U.S. Department of State for a “Family of Robotic Manipulators” and was granted a determination that the licensing jurisdiction was that of the U.S. Department of Commerce. In addition, was also successful in: (i) leading a “Team” that successfully passed a FAR Part 44, Contractor Purchasing System Review (CPSR) audit conducted by DCMA; and, a follow-up surveillance audit performed by the DCMA ACO; (ii) Acting as the company Small Business liaison Office (SBLO), lead a “Team” that successfully passed a Small Business Administration audit that measured OSS’ performance against its various Small Business Subcontracting Plans; and, (iii) instituted an in-house training seminar for thirty-five (35) employees the topic of which was “Cost/Price Analysis”.

While employed with Siemens Government Services, Inc., I was instrumental in establishing and maintaining a U.S. Government Certified Procurement System. In addition, I was the point-of-contact and interface with DCAA / DCMA with regard to audits of our existing contract(s).

While employed with Schlumberger (SEMA – NIS),

A. Was a member of the Bandwidth Procurement Team and created and developed a number of standard telecommunication contract template agreement(s). The agreement(s) developed were transmission service/connectivity agreements (remote, via VSAT, and terrestrial).

B. Was a contributor to the Schlumberger IT Outsourcing Framework Team’s Manual, entitled: “Computing Infrastructure Outsourcing.” Contribution concerned “Engagement Management.”

C. Was directly involved in the capture of two (2) specialized IT outsource service agreements each valued at over $50,000,000. The extent of my involvement ranged from proposal review, contract review, assisted in the negotiation of the final agreement(s), and drafting and negotiation of various vendor/subcontract agreements associated with each.

D. Was directly involved in coordination with the GSA in the negotiation of a GSA Schedule.

While employed with GTE/Genuity, I was a member of the Supplier Integration Management team within the Strategic Sourcing group responsible for and specializing in the negotiation, management and administration of a wide variety of enterprise-wide acquisitions. As a result of the FCC required spin-off from GTE and subsequent IPO, various policies and procedures had to be developed. As a consequence, I was directly responsible for the development and creation of the Genuity, “Operations Assurance, Supplier Integration Management, Practice & Policies Information Manual” (2000). This manual covered such topics as: (i) Competitive Process Flowcharts; (ii) Competitive Practices; (iii) Statement of Work (“SOW”) Templates; (iv) Vendor Scoring; (v) Administrative Practices; and, (vi) Review and Approval Forms.

While employed with E-Systems, Inc., I specialized in the negotiation, management and administration of government classified, international, multi-million dollar agreements that originated from various Middle Eastern countries. These negotiations and subsequent contracts concerned the procurement(s) of highly specialized and complex Electronic / Signal Intelligence equipment items. One negotiation that I was directly responsible for was valued at over $68,000,000 USD.
