United States Navy Captain (O-6), 1988-2018
Research and Development: Directed a combined team of 12 civilian, military, and systems engineering and technical assistance (SETA) contractors in the execution of a congressionally-mandated organization to conduct space-based rapid research and development (R&D) to address validated Navy Intelligence, Surveillance, and Reconnaissance (ISR) sensor capability gaps. Leveraged National Technical Means (NTM)/National Overhead Systems (NOS) in coordination with Department of Defense (DoD), industry, academia, and Intelligence Community (IC) agencies to include: National Reconnaissance Office (NRO), National Security Agency (NSA), National Geospatial-Intelligence Agency (NGA), and Space and Naval Warfare Systems Command (SPAWAR), and Air Force TENCAP. Responsible for the program execution of MIP and National Intelligence Program (NIP) resources and contracts valued in excess of $40M across 54 rapid innovation initiatives and advanced analytical techniques. Successfully led development of several capabilities supporting Distributed Signals Intelligence (SIGINT) Operations (DSO), Overhead Persistent Infra-Red (OPIR), integrated intelligence data analysis and visualization, and operational remote sensing.
Program Management: Guided the activities of the Joint Deployable Intelligence Support Systems (JDISS) Program Management Office (PMO). Responsible for the execution of $6M in annual Military Intelligence Program (MIP) resources for integrating, certifying, deploying, training, and sustaining Intelligence Mission Applications (IMAs) and deployable intelligence infrastructure for Combatant Commands, Joint Task Forces, interagency, and coalition partners worldwide. Managed the contracting of 35 combat-ready Intelligence, Surveillance, and Reconnaissance (ISR) managers, supporting Commander, International Security Assistance Force (ISAF), Afghanistan, Operation Enduring Freedom (OEF) combat operations.
Strategic Planning: As the Deputy Chief of Naval Operations (DCNO) N2N6 liaison to the Navy-NRO Coordination Group (NNCG), coordinated and advocated for current and future Navy information warfare requirements with the NRO’s Office of Military Support to leverage National Space Systems operations and influence space technology innovation initiatives. Led a year-long planner-level (O-6) interagency coordination and House Permanent Select Committee on Intelligence (HPSCI) briefings on a Navy- Defense Advanced Research Projects Agency (DARPA) emergent offensive capability. Prepared and presented final decision proposal for Initial Operating Capability agreement to the Under Secretary of the Navy, Director of NRO, NSA, DCNO N2N6, and Commander Navy TENTH Fleet, culminating in a Navy-Interagency leadership commitment to resource and advance the Navy-DARPA operational initiative.
IT Operations: As commanding officer, Hopper Information Services Center (O-6 Major Command), successfully led over 800 military, civilian, and contractor personnel, across 42 sites in 11 countries, in the program execution of over $70M in annual intelligence program resources, supporting worldwide Navy Enterprise Information Technology (IT) operations. Responsible for the operations, maintenance, information assurance, development, integration, configuration and testing of IT capabilities to include worldwide Navy’s Sensitive Compartmented Intelligence (SCI) (Joint Worldwide Intelligence Communications System (JWICS)) ashore networks. Guided the command through iterative re-planning and contract negotiations with major enterprise license vendor to rapidly transform a previously planned 18-month IT migration effort into a 100-day plan with seamless execution. Actions led to the successful execution of a major enterprise-wide operating system (OS) migration across operational unclassified and classified domains comprising over 3,500 workstations in the National Capital Region and Fleet Headquarters worldwide.
Leadership: As Deputy Commander, Navy Information Force Reserve, supported and advised the Commander (Rear Admiral) on plans, policies, strategies, and procedures for a command staff of 111 civilians and active duty personnel, and 6,700 Selected Reserve personnel across six regional headquarters, throughout the continental United States. Led the headquarters staff through the successful completion of a significant major command inspection conducted by the immediate superior command authority, assessing the performance, readiness, efficiency, effectiveness, and quality of life of the commands, units, and support activities. Provided resourcing oversight to prioritize emergent customer operational support requirements balanced against headquarters, regional staff, and Joint Reserve Intelligence Center manpower shortfalls in critical support functions.
