PROGRAM/PROJECT MANAGEMENT

Business and IT Delivery Project Manager 2018 – Present

For Randstad at Anthem – Blue Cross Blue Shield of Connecticut on the Yale New Haven Health System Network initiative, a project to bring a 4 tier narrow network offering to the City of New Haven. This $3 million effort involved recruiting a team of 168 matrixed employees working in both Agile and Waterfall environments to deliver this product.

Project Manager 2016 – 2018

For Latitude 36 at BlueCross BlueShield of Tennessee on a multi-year initiative with its subsidiary, Shared Health, in successfully providing support and technology for clinical, behavioral health, Long-term Services and Support (LTSS) case management. States thus far engaged include Alabama, Virginia and Arkansas. The State of Virginia was successfully delivered in August of 2017, helping it to serve more than 26,000 Medicaid members needing special services, and in the final stages of completion. This position involved coordination of IT/IS development and integration, utilizing BCBST staff in communications plan development, claims processing, identification stratification, as well as facility and infrastructure development inclusive of the building of an office in Richmond, VA. These efforts are key aspects of the work performed on this 81,000+ person-hour, $8.5 million program.

Principal Consultant 2014 – 2016

For TEKsystems, at the State of Georgia's Department of Community Health. A multi-year, $318 million initiative to upgrade and consolidate the Integrated Eligibility System for submitted claims to multiple State Programs (e.g., WIC, Child Care, Medicaid, SNAP and TANF). Utilized MS Project for all initiatives led.

Worked closely with all levels of management, systems and business professionals in this statewide program.

Focused on Program Implementation, Change Control Board and Document Imaging System.

Worked to build a Training Program for over 6,000 State Employees.

Refined Forms and Notices for State use, utilizing dedicated hardware and software acquisition.

Coordinated the efforts of State and Deloitte personnel.

Successfully facilitated the acceptance of TEKsystems as a Deloitte selected Vendor.

Program Manager 2013 – 2014

For TEKsystems, at BlueCross BlueShield of Tennessee. A multi-year, $49 million initiative at to deliver the International Standard Classification of Diseases and Related Health Problems (ICD-10) system capability. Initiative accomplishments included the system environment stabilization, restructuring the IT aspect of the enrollment and coding process.

Worked with Client Management in the direction of the activities of a staff of 13 core personnel, including 6 Project Managers and 2 Business Systems Consultants.

Coordinated the efforts of BCBST, TEKsystems, IBM and Proje Inc. personnel in a matrix managed environment in the system build, configuration and testing, as well as the business readiness aspects of the initiative. Risk Management and Change Control Board leadership were also key elements of this role.

Reduced the internal and external reports from over 900 to under 450 – with the Project Manager using a modified Agile approach to this project.

Successful coordination and engagement of the Provider community to build partnership in the new program.

Additional accomplishments include the development of a Marketing/Sales support program, as well as enhancing internal and external communications.

Conducted business development activities for TEKsystems while on-site.

Project Manager II

Molina Healthcare, Long Beach Ca. – Georgia Plan, Atlanta 2012 – 2013

Part of a team to establish a Molina Health Care Plan for the State of Georgia.

Created successful Provider Network Development plans, and coordinated the reporting of the efforts of the internal and external consultants in the creation of a Molina provider network.

Closely worked with government Lobbyists in their coordination with State legislators.

Worked with Plan Presidents, their leadership teams, and the Mid Atlantic Capture Manager in the development of the Capture Plan and presentation documents in RFP responses for Georgia, Washington, D.C., Maryland and Virginia.

Recipient of two “Above the Branches” awards for exceptional performance.

Program Consultant

Client – SRA International in Atlanta, Ga. 2011 – 2012

Participated in the Capture Team efforts for the CDC bid proposals - business development, strategy planning, proposal involvement, customer meetings and intelligence gathering. The Bid was successfully developed and submitted to the CDC for consideration.

Client – Novasano, LLC in Atlanta, Ga.

Provided program/project planning on national and international initiatives involving bioinformatics information collection in Africa. Worked on the development of autism awareness/training programs for new parents. Worked on the development of security programs to prevent the inappropriate systems access via hospitals/medical practice devices.

Program Director/Manager – U.S. Government Security Clearance – Secret

HumanTouch, LLC McLean, Va., in Atlanta, Ga. 2010 – 2011

For HumanTouch at the Centers for Disease Control and Prevention – CDC Information Management Services (CIMS).

A Director level position conducting business development activities within, and external to, the CDC CIMS contract.

Acted as Key Client Contact. Responsible for the Southeast operations of HumanTouch.

Conducted successful coordination with other CIMS contract Awardees such as Northrop Grumman, Hewlett Packard and Lockheed Martin.

Worked on bid proposal development and continued coordinative contact with CDC leadership personnel.

IT/Operational Project Manager – U.S. Government Security Clearance – Secret 2006 – 2010

For Lockheed Martin at the Centers for Disease Control and Prevention (HHS) – Office of Public Health Preparedness and Response (OPHPR) formerly the Coordinating Office for Terrorism Preparedness and Emergency Response.

Led IT programs on a national scale, and improved the operations of the client. Fostered strong client relationships. Budgetary responsibility for all internal programs led. The Enterprise Performance Life Cycle SDLC structure was used on the IT related programs, with MS Project and Visio on both IT and operational improvement programs led. Developed multiple Requests for Proposal (RFP), Statements of Work (SOW) and Service Level Agreements (SLA) as part of the Third Party Vendor selection process/contracting of all major overarching programs.

Responsible for the development, roll out and training of the $5 million, matrix managed Receiving, Storing and Staging Inventory Tracking System (RITS) a nationwide property inventory tracking system based in UNIX. Effective communications to the country, and stakeholders, was crucial to our success. This system was successfully delivered to 30 States and additional terrorist-targeted cities across the country over the course of four years.

Led a multi corporate infrastructure Vendor team of Hoffman-LaRoche, Hewlett-Packard, Alien Technologies SAP, Acsis and SupplyScape on proving passive scanning RFID tags for the Division of Strategic National Stockpile inventories, achieving a 99.9% read rate. This resulted in leading a matrixed, multi-organizational team providing the strategic planning to recommend Bar Coding/RFID inventory and logistics controls to the DSNS leadership.

Led a matrix managed team of Logistics and IT personnel that identified over 800 system functionality and operational issues with the Stockpile Resource Planning inventory management system.

Led a matrixed team working with vendors to bring in a COTS product providing Training Management, Document Control, Corrective Action Preventive Action, Deviation, Equipment Maintenance and Change Control functionality.

Directed the actions in the Emergency Operations Center in the deployment of Federal Medical Stations (FMS) to affected States across the country, as well as to Puerto Rico, in Hurricane/Flood Response activities.

Improved the New Employee Orientation Program, engaging the OPHPR leadership-employee interaction.

Hospice of North Central Florida (Santa Fe Healthcare) Gainesville, Fl. 2004 – 2005

A Senior Leadership position with complete P&L accountability for Horizon Health Services Division.

Provided effective expertise and leadership vision to develop and implement a variety of critical operational and informational improvements in the course of a complete corporate re-engineering program. The last eight years of which were as part of the IT division. Created the process reengineering required to significantly reduce business exposure while increasing efficiencies to meet current and future growth challenges. This program vastly modified the cultural and operational environment. MS Project Planning and budgetary responsibilities for all programs led.

Led a team to create a corporate wide management information system to mitigate Issues, Risks and Changes. This PowerBuilder/Oracle system linked to MS Outlook for improved communication/escalation of problems across all affected BCBSF organizations, as well as through every level of leadership.

Participated in a corporate team to build new corporate offices, resulting in a new eight building campus. In addition, I led the effort to relocate the 400+ personnel of the Corporate Reengineering Team.

Managed multi-functional/disciplined teams to affect organizational change in creating a Virtual Office system.

Facilitated a team to revise statewide anesthesia claims processing, resulting in $16 million in cost avoidance.

Directed a matrix managed multi-division project team that successfully identified $1.8 million in cost savings.

Participated on an IT project that was charged with identifying $10 million in Systems cost savings.

Streamlined/improved the vendor contract acquisition processes, reducing the vendor pool from over 400 to 72.

Manager of Market Research and Product Development, Health Options, Inc. - a subsidiary of BCBSF.

Charged with the product development and marketing research necessary to support sales and executive management in strategic planning and corporate acquisition. Managed a $2 million annual budget.

Reconstructed and redirected these Marketing departments – inheriting an almost 100% turnover in staff, restructured these departments, recruiting, hiring, developing and firing personnel was required.

Coordinated with Sales and Underwriting in the development of 52 new products for Health Options.

Provided critical research materials necessary in the decision process of the $5 million acquisition of AvMed.

Supervisor of Industrial Engineering (PMO), Blue Cross Blue Shield of Florida, Inc.

Directed the activities of senior and mid-level Industrial Engineers. Personal programs included the:

Creation of a litigation decision making IT system for the Legal Affairs Division based in MS Access. This reduced corporate exposure and multi-million dollar outlays in court cases over the course of nine years of use.

Operational improvement of Membership and Billing, Customer Service, Marketing, and Human Resources.

Coordination of negotiations with Blue Cross of Kansas to automate customer identification “smart cards”. This effort received a Management Leadership Award for its success.
