GH Pro Supply Chain Management Advisor to USAID/Rwanda, August 12, 2016 to July 6, 2017.

Advised the Health Office on the management of supply chain programs for PEPFAR, Family Planning, Maternal and Child Health and Malaria commodities, including the transition from the USAID DELIVER activity to the new Global Health Supply Chain Project for Procurement and Supply Management activity. Built an internal information tracking system to better inform USAID of supply chain issues to improve an efficient, data-driven approach. Conducted a review of data sources and reporting and recording procedures to inform USAID’s approach at supply chain performance and investment monitoring in Rwanda. Assisted in the development of a follow-on activity to the Rwanda Social Marketing Program.

SENIOR LOGISTICS AND SOCIAL MARKETING AND SOCIAL FRANCHISING ADVISOR Office of Health and Education, USAID/Nepal March, 1983 to April, 2016

AOR/COR for Social Marketing and Social Franchising Program and Logistics, Supply Chain Management Program, and various contracts providing technical assistance to it over the past thirty years, strengthened its capacity to become more sustainable social marketing organization. Oversaw procurement of contraceptives worth $1.5 million per year. Led the multi-million dollar procurements in social marketing, logistics and health supply chain. Led the design and implementation of the $15 million dollar social marketing and social franchising program, along with the $2.2 million Health for Life Logistics Project. Liaised with multi-donor working groups for commodity security and forecasting for Family Planning, essential drugs and HIV/AIDS commodities with the Ministry of Health (MOH).

Major Achievements:

Designed efficient and effective procurement, supply chain management and warehousing systems for the Nepali MOH, resulting in reducing the maximum and minimum stock levels of contraceptives from a maximum 24 months by half

Developed Public Private Partnerships with the commercial sector involved in condom distribution resulted in the increase in coverage, access and availability of condoms in major commercial cities and along the east-west highway of Nepal. The sale of condoms in the private sector increased from two million to over six million per year.

Managed and guided the Nepal Contraceptive Retail Sales Company implementing USAID’s Social Marketing and Social Franchising Program

Working with Nepal Social Marketing and Franchise Project: AIDS, Reproductive Health and Child Survival project designed a half-year long nationwide campaign: “You Are No Exception” to advocate behavior change and to reduce the social stigma associated with HIV/AIDS by mobilizing Nepal’s most popular film stars and organizing Nepal’s first short film competition. The US Ambassador to Nepal, Nancy J. Powell, regarded this initiative as “the most innovative initiative she has seen in her entire career as a diplomat”.

Expanded and improved Nepal’s supply chain infrastructure by coordinating with External Development Partners like DFID and KfW to fund construction of 72 district medical stores in close coordination with the MOH.

Established the first Logistics Working Group Committee consisting of key government officials and stakeholders. The committee acted as an advocacy group to highlight key achievements and constrains in supply chain management.

Designed and implemented the Pull System below the District level. The Pull System made the distribution more efficient and reduced the stock-out rates by more than 15%.

Designed and implemented the Web-based Logistic Management Information System (LMIS) in all 75 Nepali Districts.

Develop the National Avian Flu Commodities Management Systems at the Animal Health Directorate and the Epidemiology and Disease Control Division. This assisted the Animal Health Directorate to control the spread of bird flu.

Recognized for my leadership skills, I served as Chairperson USAID Foreign Service National’s (FSN) Advisor Committee for three years.
