Oversaw the complete technical redesign and installation of a full High Definition 1080i broadcast facility for two class A full power broadcast stations. The upgrade included a high definition nonlinear newsroom for an aggressive around the clock local news department as well as live news production build.
Changed and updated the ENG live van and corresponding receive and studio links to accommodate the digital 1080i backbone needed to deliver the live payload with minimum signal latency.
Cleaned out 43 years and multiple layers of analog infrastructure.
Oversaw day to day technical operations which included:
Electrical power and emergency power maintenance and compliance to local and state regulating bodies such as air quality control or county hazardous waste management in dealing with on-site diesel fuel and having a spill prevention plan in place for the two full power transmitter sites.
MIS / IT system which was taken from a single network to delineated 3 networks for broadcast operation, news and production operations, and office/sales traffic operations and building and transmitter communication metadata.
I identified that the STL link was a single point to point microwave feed that was mission critical but had no built-in redundancy. The modems in use were no longer supported by the manufacturer. Failure of a single card or the frame of either the modem or microwave could have potential long-term outages of the over the air delivery. The owner was made aware of the concern and I prepared several options to address this single point of failure. The decision to have the station’s signal delivered directly to the major MSO - Comcast, Charter Cable, Dish Network, and DirecTV was taken and I successfully developed an SDI over IP delivery system via a leased and monitored data line from AT&T. I also used the 2 GHz modem and radios that were decommissioned from a former use to create a short-term STL direct hop to each transmitter site. That was done for very little capital expense. I started the process of identifying and prioritizing technical needs.
Identified source of RF interference that was causing communication issues for the Redding Fire Department. Re-tuning of the bandpass filter the second stage corrected the problem. Gerry Gray, Deputy Fire Chief Operations of the Redding Fire Department expressed his gratitude.

Oversaw technical operations and staff for five television stations, an AM non-directional, and an FM radio station.
Initiated clean-up in design in process and procedures for a group of stations which for a large number of years had been horribly mismanaged leading to an abysmal technical infrastructure with little to no technical drawings of how the facility was strung together. A redundant system was not built into the station for major failure points, nor were there any easy workaround such as patch panels or bypass switchers, for single points of failures.

I implemented software database system to start to track and report the stages of repair a piece of equipment that was turned into the department for repair. This helped keep the Station staff up to date as to the status of equipment turned into the shop for maintenance. The data is also useful in seeing trends that help in determine areas of training or issues to be resolved in the capital planning process.
I bought the multiple television stations that are broadcasted from the facility into FCC Part 11 compliance with the installation and training of a Trilithic Emergency Alert System (EAS). I also made improvements on the SAGE units that are still used on the AM and FM radio stations with installing the firmware chips that are also CAP compliant. I initiated the new Weekly test and standardized the logging of test results.
Created and implemented both capital and operational budgets for the four television stations as well as the AM and FM radio stations.

I have Extensive knowledge of broadcast RF infrastructure and I have the know-how to test, repair and operate UHF/VHF transmitters, as well as microwave STL/TSL and auxiliary links and facilities.
Developed yearly zero-based operational budgets and worked diligently to keep expenses in line with budget projections.
Developed, prioritized, and submitted capital project lists and budgetary impact projections. This included:

Analysis of new equipment on overall system to ensure minimized system downtime.
Projected operational savings and cost for maintenance and repair of new equipment.
Project Managed – once capital projects were approved and funded I would then oversee the capital project until compellation. That would lintel:
Provide the oversight for the 10 to 15 capital projects that we did over the course of the fiscal year. I would, among other things, - Make sure that the individual projects were in line with the projected timeline, the estimated cost - making sure we did not go over budget, or providing reports as to why a project went off budget and validated the quality of work.
Following Risk Management policy I would verify outside vendors had the required bondage/insurance coverage that Univision required. I also made sure all site requirements for vendors were a meet and got copies of insurance, etc. for the landlord if the site was not owned by Univision.
Oversaw operation of the transmitter and studio facilities in accordance with FCC regulations part 73 - Radio Broadcast Services and part 11 - Emergency Alert System (EAS).
Department management- team building, development of staff skills, enabling staff to take lead and ownership of capital projects and maintenance of operational systems. For 16 years I have volunteered as a department leader for a 3-day music festival called Spirit West Coast. The department I oversaw was image magnification IMAG. As a department leader, I recruited and scheduled my team of volunteers. At the event, I was responsible for the video production system setup, interfacing sending and receiving audio as well as establishing communication with the sound company. Besides image magnification, my department scheduled and ran advertisements according to contracts established by SWC and the advertiser. I also had a production team that would edit festival-related activities and highlights all the festival had to offer the attending.
