*HEAVY CIVIL CONSTRUCTION:

*PUBLIC WORKS: Experienced in bid document development & management of Capital Improvement Projects from inception to completion. Developed Capital Improvement plans, bid documents & project specifications. Solicit bids by issuing a RFP from qualified bidders. Meet contractors on pre-bid and bid opening days to announce the lowest bidder. Arrange and direct pre-construction meetings. Monitor daily operations of the project to assure safety, conformation to plans, specs, and completion schedule. Review progress and generate progress payments to prime contractor. Examine the merit of additional work order, negotiate cost and issue Change Orders, if needed. Conduct Public Works Project Inspections and write daily reports. Knowledge of Caltrans traffic control & road closures.

*TRANSPORTATION: Knowledge of new construction, rehabilitation, and retrofit of public & private infrastructures: Buildings, Airports, Roadways, Freeways, Railways, Bridges, Tunnels, Subways, and Parking Structures.

Paving: Concrete/Asphalt mix design, slopes & grades for pavement of roads, bridges, and freeways per AASHTO, and FHWA. Pavement of airfield runways, and taxiways per FAA spec’s (P-401 & P-501). Direct supervision of San Diego Airport Pavement Rehab and Airfield Lighting Project. CALTRANS rehab projects: Dowel-Bar Retrofit, and Remove & Replace (R & R) of Full Depth Concrete Panel Replacement using CSA concrete throughout Southern California freeways.

*CONSTRUCTION MATERIALS & TESTING:

Materials: All types of cement and cementitious materials, admixtures, grouts, slurries, mortars, aggregates, stucco, plaster, terrazzo, epoxies, polymers, steel & GFRP products, AC binders, Bitumen, adhesives, hydrophilic gels, fillers, geotextile, pipes, and utility conduits.

Testing/Lab: Plan, direct, and conduct ASTM testing for various products. Write and submit evaluation report to State DOTs obtaining acceptance to be on the “Qualified Product List”, QPL. Write evaluation report for soil, concrete, cement, aggregates, Asphalt & bitumen per ASTM, ACI, ICC, UBC, UPC, NAPA, AASHTO, PTI, FAA, and Corps of Engineers procedures & protocols.

* CONSTRUCTION MANAGEMENT:

Oversee all aspects of a project from inception to completion. Manage field activities to ensure quality & jobsite safety, and assure all work is conforming to contract documents and is executed meeting the schedule and budget. Procure materials, services, and sub-contractors. Meet with owners, City/county officials, engineers/architects, surveyors, sub-contractors, soils, and concrete technicians. Generate RFP, RFI, submittals, additional work & change Orders, progress payments to contractors, and consultants. Provide resolution to difficulties at the jobsite. Work with stakeholders to devise and execute actions to rectify potential cost overruns or delays.

Minova is a global manufacturer & supplier of ground support solutions for the underground mining, tunneling, and Civil Infrastructure industries.

Director of Engineering Sales &Tech Support for N. America 2016-2018

Designed a custom ASTM testing program for Minova’s European made tunneling & mining materials by conducting a series of ASTM tests. Appropriate ASTM tests were selected and sent to CTL for each product, in line with what DOT's requires for approval. Attained DOT approvals and QPL listing. Initiated in-house testing and evaluated a specialty grout which resulted in a $380K sales to the contractor currently working at Oroville Dam Spillway repair project. Field trial testing of materials for a global contractor constructing Metro tunnels called “Regional Connector Project”.
