Consulting company specializing in assisting clients with Business, Information Technology, and Management performance improvement.

Clientele - Selected Project Achievements:

MA Executive Office of Education (EOE), SR. Program/Project Manager - Malden, MA 2012 – 2016

The MA Executive Office of Education (EOE) supports over 800 State Employees at 12 Locations, 80,000 Educators, 441 Districts, 2,000+ Schools with 15,000+ providers and over 1 million students.

Provided comprehensive program and project management in conjunction with architectural and process improvements, including selecting the replacement State SIF Vendor, architecting IT infrastructure upgrades, establishing district on-boarding procedures and implementing a new MA SIF vendor certification pre-requisite requirement with a full set of associated policies, standards, procedures and supporting documentation. I also implemented a vendor certification website for disseminating technical and certification information to all Commonwealth SIF vendors.

Vendor management responsibility for 12 district SIF/SIS vendors who had no direct contractual commitment to the State and instituted the first ever Vendor SIF Scorecard and five Star rating system to assist districts in evaluating their vendors performance.

Architected and deployed the first ever real-time event driven SIF implementation designed to handle the State’s 1 million students, 441 districts, 2000+ schools and 15 million daily events.

Project Manager responsible for the MA Statewide SaaS Student Information System (SIS) RFP, pricing guidelines, application product requirements and evaluation, vendor selection, Vendor management, and deployment. The six month initiative from RFP generation to deployment involved the specification of 1014 functional and 376 Technical requirements covering 64 school district operational categories. The Price per Student (PPS) costing model was a first of its kind in MA resulting in substantial district SIS cost savings which declined as more students utilized the Statewide Cloud based SaaS SIS Product. The original $11 PPS was reduced to $9 within the first full production year.

Responsible for the Executive Office of Education (EOE) and Department of Elementary and Secondary Education (DESE) Adult Education (SMARTT) application architecture re-assessment. The original proposal was for a sixteen man year custom State Legacy Application rewrite. I recommended moving the Adult Education SMARTT application to the recently deployed Cloud based SaaS Statewide Student Information System (SIS). The estimated customization costs were under 500K and within 180 man days saving the State between 2.5 and 3 Million dollars of development and support costs. I negotiated our annual price per student support to be based on the lowest contract tier rate established during the Statewide SIS RFP Contract negotiations.

Temporarily fulfilled EOE Chief Architect’s role by leading a new architecture group designed to improve overall IT operational effectiveness and technology adoption, consolidation and utilization. I was responsible for establishing the Enterprise Architecture Steering Review Board (EASRB) EASRB which had architectural, governance, and review authority over all EOE IT Policies, Guidelines, Standards and Procedures. I provided numerous architectural artifact templates for utilization by EOE including numerous IT position descriptions.

Evaluated, selected, and implemented Rational Method Composer (RMC) as our Policies, Guidelines and Standards static web page based artifact repository tool.

Provided extensive input and guidance in formulating the EOE SAFe (Scaled Agile Framework) implementation, PM, and Building Permit processes. The Building Permit Process was established to communicate application status, design, and architectural issues early in the project planning process. It has proven to be quite effective. I also contributed extensively to the EOE Rational Team Concert (RTC) utilization for SAFe process definition, integration, and adoption.

Project Manager and Scrum Master for Legacy Data Collections Support team implementing key application enhancements including DCO and Single District Period roll forward. The single district roll forward enhancement was previously considered impossible to attain requiring all districts to certify SIMS, SCS, and EPIMS before any could be rolled to next period. We also eliminated over 600 manual adjustments for period roll forward, including hard coded dates, periods, Org codes and other miscellaneous coding issues.

Project Manager responsible for Data Architecture oversight including ODS to Data Warehouse ETL integration and SQL to Oracle ODI (Oracle Data Integrator).

Marsh & McLennan, Sr. Project Manager - Hoboken, NJ 2011 – 2012

Global professional services firm providing advice and solutions in the areas of risk, strategy and human capital. With 52,000 colleagues worldwide and annual revenue exceeding $10 billion, Marsh & McLennan Companies provides analysis, advice and transactional capabilities to clients in more than 100 countries.

Directed sixty local, virtual, and offshore resources as part of the core project team for the BASYS RMB Data Conversion and Integration Project. The initiative replaced a 28 year old AS400 system supporting all 67 US locations with a suite of Oracle application systems that will provide a modern and efficient Billing and Fiduciary platform. The data conversion and integration target systems that this project integrates are the Oracle Revenue Management and Billing (ORMB), Oracle Accounts Payable (AP) and Oracle Financial Accounting Hub (FAH). Additionally, the conversion project required new integrations with the Data Warehouse and numerous operational supporting applications.

Sr. Project Manager and General Manager responsibilities included resource management, full System Development Life Cycle (SDLC) responsibilities for; Planning, Analysis, Design, Development, Testing, Implementation for both Data Conversion and Integrated systems.

Reduced Integration and Conversion budget from $4.5 to $2.8 million while identifying 13 additional previously unknown interfaces during analysis phase. Personally assumed and eliminated PM duties for four direct reporting project managers originally identified in Project Organizational chart.

Digital Prospectors (DPC) is a boutique consulting firm that specializes in building teams of highly qualified Engineering professionals in the Embedded Systems market. DPC works with the Department of Defense (DoD) and many of company’s largest contractors and currently employs over 100 cleared engineers in this domain.

EFI, Director Software Engineering and QA - Lebanon, NH 2007 – 2009

Headquartered in Foster City, CA, with worldwide offices, EFI™ invents and delivers next-generation digital technology that brings brands to life for businesses globally.

Directed software development and quality assurance departments for a commercial-off-the-shelf Logic MIS product, within a matrix international environment, while providing functional, architectural and technical consulting to product management, sales, support, professional services and marketing. Managed complete system development life cycles (SDLCs) for projects and ensure compliance with all requirements and standards for design, development, integration, QA, reporting and monitoring. Completed all projects on time and within budget. Coordinated teams as large as 60 people.

The Department of Safety was established by the New Hampshire Legislature in 1961 and consists of eight divisions: Motor Vehicles, State Police, Administration, Fire Standards/Training, Emergency Management, Emergency Communications, Fire Safety, and Safety Services.

Directed enterprise IT initiatives for 8 DOS divisions while supervising 22 direct reports, including three IT managers, 120 staff members and contractors. Campus Auxiliary Services is a not-for-profit corporation located on the SUNY New Paltz campus. CAS is responsible for managing Dining services, Bookstore, and Meal Plans as well as other student Support Services.

Designed, developed and sold the College Auxiliary System (CAS) utilizing proprietary Manufactured Component Architecture (MCA). Implemented for SUNY New Paltz campus with seven thousand students. CAS suite included Accounting (GL, AP, AR, and Asset Management), Payroll (including ACH direct deposit), Integrated Program and Agency Accounting, Student Check Cashing, and Budgeting. Reduced administrative, operational and personnel costs while organization maintained a 10 % annual growth rate.

Consulted CFO and senior management while contracted as IT management resource to assistance with business application process models, network design, hardware and software purchases, technology planning, operational procedures, personnel training, and management reporting.

Lee Publications Inc., Palatine Bridge, NY 1987 – 1995

A publishing company that specializes in B to B trade publications and trade shows. Serving the agricultural, construction, commercial horticultural, material handling, solid waste and aggregates markets. Provides commercial printing, direct mail services, banners and other incentive/promotional items.

Created and sold the Publishing Processing System (PPS) utilizing proprietary Manufactured Component Architecture (MCA). Implemented for publisher of seven monthly trade and weekly penny saver newspapers with a combined work force of 260 employees. System applications included complete Accounting, Payroll, Budgeting, Pension Management, Insert Orders, Subscriptions, Mail List, Bulk Post Office Mailing, Distribution, Layout and Classified Billing. Publisher expanded from seven to 16 publications over an eight-year period and increased circulation 300 % without a single new hire in Accounting, Subscriptions, Mail List maintenance, and Layout Billing.

Nash Inspections provided on-site home inspections for Major Property Casualty Insurance companies throughout the entire east coast region from Florida to Maine.

Sold and Developed the Insurance Inspection System utilizing proprietary Manufactured Component Architecture (MCA), for a northeast home inspection firm. System includes Inspection requests, Billing, Inspector scheduling and tracking, Remote request submission and Inspection Reporting. Organization utilized integrated system processes to handle approximately 1,000-2,000 inspections per month from over 100 contracted home inspectors.

LaSalette Shrine, Attleboro, MA 1995 – 1998

Catholic Shrine with extensive religious and retreat event schedules. Shrine has many religious holiday events, chapel, gift store, and cafeteria.

Designed, Developed and Sold the Association Processing System (APS) utilizing proprietary Manufactured Component Architecture (MCA), and installed for a Not for Profit organization. System included Accounting, Mail List, POS, Inventory Control, and Sales Analysis. Retail Gift store traffic exceeds 350,000 people during 8 week holiday period. POS system installed processed average sale in 90 seconds including credit-debit card charges and personal check validation.

Information System Services, Inc. (ISS), CEO, COO, CTO White Plains, NY 1981 – 1985

Information System Services (ISS) provided customized software solutions to premier corporate and organization clients. ISS provided complete system development life cycle (SDLC) deliverables including pre-planning, planning, analysis, design, development, testing, implementation and post implementation support.

ISS delivered product suite in 10 months. Unisys Corporation product development group received our application functions with 3% error rate while their own internal development accepted 25% error rate during initial quality control verifications. Subsequently, Unisys Corporation analyzed and internally implemented a number of our development, and quality control standards.
