Professional Infrastructure Program/Project Manager with vast experience in all facets of IT Management. These include DBI (Design, Build, and Implement) projects, Infrastructure, Financial and IT projects, cross-discipline projects, security projects – as well as managing a PMO. DXI-Caribbean LLC. Consultant/Program Manager 04/14 to present, Miami, FL.

Performed Full life-cycle consulting services – Design, Build, and Implement (DBI) for new high-end resorts. Worked with investors and developers to design and implement network infrastructure and software systems integration from the beginning of projects.

Wrote and reviewed RFPs for ITLV systems (Structure Cabling/Fiber, Ethernet/Lan, Wireless (indoor and Outdoor) HSI, Telephony/Call management platforms, IPTV, Security Systems - Access Control/Fire /BMS systems and CCT - for recommendation to owners for award of contract; manage purchase of equipment and vendor relations for all systems during build; as well as act as CIO consultant for ongoing support/upgrade path.

Developed and implemented a structured PMO to include, budget/financials review processes (including PCI/SOX vendor compliance) escalation paths, issues resolutions path, testing, training and operational/support guidelines for overall resort network functions – software and hardware.

Served as PMO manager for IT and IT related integrated systems during DBI process. As PMO manager was responsible to ensure that all the sub-contractor project managers and engineers adhered to the safety, financial and operational processes and procedures of the PMO. In this capacity I oversaw implementation and functionality of the Fiber network, Ethernet backbone/edge (including closets), campus wide Wireless network, Security systems and the Datacenter.

Acted as liaison between vendors and owners. Such vendors included: Cisco and Cisco Prime Infrastructure, HP, Avaya PBX and applications/C&B, Nomadix, Barracuda, NetEqualizer, and Ruckus Wirless.

Responsible for supply chain management activities for all network infrastructure systems – cabling; switches; IPTV; telecom; CCTV; HIS; and security. Set up and maintained supply chain from design phase thru implementation and onto operations. This would include local (Island) and international sourcing, shipping, warehousing as well as negotiated SLA’s.

Conducted corporate level IT consulting - on site and remote that included managing current budgets and forecasting future budgetary needs.

Carnival Cruise Lines. Program Manager (Infrastructure) 03/08 to 03/2014 Miami, FL.

Infrastructure project manager running projects at CCL HQ and onboard ships to include Dry Docks and New Build support. Managed program for the full lifecycle - from Initiation/Definition to Post Implementation phases. Also wrote and vetted RFPs and managed all vendor relations for the projects. Projects included:

New Build remote management for complete network infrastructure to include Core and edge build, wireless and telecom systems, CCTV/Access Control systems, and new systems/application integration.

On-site and remote project management of Dry Dock life-cycle.

Call Management System replacement, Avaya PBX upgrade and replacement, eWorkForce and CRM development and implementation upgrades including Web based interfaces. Physical and IT Security related projects.

Replaced third party onboard internet access solution with a CCL in house revenue generating solution aboard the entire fleet; and replaced the satellite antennas for the fleet.

Implemented various guest facing and revenue generating solutions for Casino and Guest Services departments to include PCI standards and reporting functions.

Worked with departments to assure a Business Continuity plan.

Upgraded corporate network core and replaced/installed new campus fiber ring infrastructure.

Worked with vendors such as Cisco and Cisco PI, PaloAlto, Microsoft, Avaya, MTN, Redhat, to develop proposals and implement platform integration strategies for mergers and acquisitions.

Responsible for managing the entire project lifecycle to include operational turnover related costs.

Ericsson, Inc. Program Manager 11/00 to 02/08 Miami, FL

Led PMO and directed overall $52 Million program for development and implementation of a network based integrated Security System for Miami International Airport.

As the Security Systems Integrator (SSI) wrote and reviewed RFPs and served as THE single point of contact between all vendors (including sub-vendors) and Miami Dade County (MDAD). Also was tasked with managing vendor relations with MDAD in regards to pricing, performance, and technology. Such primary vendors included NICE, Matrix, Cellstack, Cisco, Marconi, Juniper, Pelco.

Worked closely with DAC (Dade Aviation Consultants) on general RFPs to ensure adherence to security and network guidelines.

Managed a team of five (5) Project Managers and 15 engineers in disciplines of overall systems design, CMS and NMS design and implementation, systems integration, documentation and training. Used PMBOK methodologies.

Assured not only SOX compliance of the overall program but also compliance with MDAD, FAA, DHS (Customs and TSA) and Governmental Grant/ Contract Financial oversight and reporting guidelines.

Responsible for P&L of an operational budget of $1 million + per year.

Implemented reporting structures and assure adherence PMBOK methodologies – critical path analysis and WBS.

Developed proposals and RFI’s that generated $18 Million in change orders.

Directly managed Scope Definition, Risk Analysis, Integration, Time, Cost and Quality Management.

Responsible for management of six (6) vendors.

Grew the program from a Project based accounting model to a full P&L entity.

Managed International Projects for PKE – Polski Klub Ekologiczny – an 80,000 member Environmental NGO in Poland.

Developed, wrote and presented proposals for various initiatives to the IMF and other governmental organizations for funding.

Secured $5 Million for projects.

Managed these projects using standard PMBOK Methodologies.

Acted as liaison between Environmental NGOs, International NGOs and the Polish government.
