Implement management system requirements and procedures for the site.

Monitor the compliance of all staff with the applicable safety standards and company’s procedures.

Monitor, assess and report on Contractor and Sub Contractors HSE compliance with the project HSE requirements as per the Contract and HSE legislation / best practice

Immediately bring to the attention of the Management about the critical and outstanding safety issues for their further actions.

Conduct and coordinate regular safety training for the staffs.

Carry out daily site HSE tours with Contractor HSE staff and highlight findings and issue Non- Confirmation Report (NCR) and Safety Instruction Report (SIR).

Review and comment on the Contractors HSE Plans. Advise the Contractor to update the site safety plan when necessary.

Review and comment on Contractors risk assessments and work method statements.

Develop and update the HSE documents

Conduct accident and incident investigations for the staffs and compile accident report and incident statistics.

Chair monthly safety meetings were required with the Contractor and other parties as necessary. Issue minutes of the meeting on time (within 48 hours). Report any outstanding and critical safety issues or lack of action by the Contractor in the weekly progress meetings.

Report any accident on site immediately to Management.

RESPONSIBILITIES

Review safe working method statements, and making risk assessments produced by the construction contractors.

Carry out daily HSE inspections of the total site and temporary facilities.

Immediately stop any unsafe work practices, which are likely to cause accidents, damage to health, or are noncompliant with national regulations. Occurrences of unsafe actions must bring to the attention of the appropriate supervisor, and Project Manager, Construction Manager, and Senior responsible person.

Ensure first aid, fire, and security facilities are sufficient and available. Provide training where necessary.

Be aware of the emergency procedures, plans, and emergency assembly point.

Prepare and conduct site HSE induction for all workers and staff.

Conduct training sessions with the field supervision on matters such as HSE performance, safety and the environmental legislation permits to work etc.

Ensure all site HSE equipment is available, in good condition and in sufficient quantities for the labor force.

Advise the field supervision on matters relating to HSE and participate in toolbox talks with the site labor.

Inspect the construction contractors plant, tools, and equipment prior to use and ensure relevant certification is correct, current and available.

Monitor waste management for proper control in particular with regard to hazardous waste disposal by the construction contractors, and elevate any non-compliance to the senior HSE responsible person and following ESTIDAMA requirement.
